SUBJECT: Draft Request For Proposal (RFP) - FA4890-18-R-5035- A3 Optimizing Human
Weapon System Support
1. This is a Draft RFP and not an official Solicitation. The attached draft Performance Work Statement (PWS), 52.212-1 Instructions to Offerors-Commerical Items, and 52.212-2 Evaluation-Commerical Items, is for your review in anticipation of release of the official Solicitation. The Government anticipates competing this requirement via FBO.
2. This acquisition is for a commercial item prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 15, Contracting by Negotiation, supplemented with additional information included in this notice; and being issued as a 100% Small Business Set-Aside. The NAICS code for this requirement is 621340 – Offices of Physical, Occupational, and Speech Therapists, and Audiologists
3. The Government intends to award a Firm Fixed Priced (FFP) contract, with a 5 year Period of Performance (PoP) from 23 March 2020-22 March 2025.
Base Period: 23 MAR 2020 - 22 MAR 2021 (12 Months) Option Year I: 23 MAR 2021 - 22 MAR 2022 (12 Months) Option Year II: 23 MAR 2022 - 22 MAR 2023 (12 Months) Option Year III: 23 MAR 2023 - 22 MAR 2024 (12 Months) Option Year IV: 23 MAR 2024 - 22 MAR 2025 (12 Months) Six Month Extension: 23 MAR 2025 - 22 SEP 2025
4. Description: The objective of the Optimizing the Human Weapon System requirement is to help prepare fighter aircrew at locations in Air Combat Command, Pacific Air Forces, and United States Air Forces Europe to meet the unique physical needs of fighter operations through prevention of disability and operations-related pain by providing a comprehensive wellness preparation program involving strength and conditions training, health education, and wellness data reporting.
5. Evaluation: The Government intends to utilize a full tradeoff evaluation methodology that meets all the requirements listed in the Evaluation – Commercial Items (52.212-2), Attachment 2.
6. The Government will accept questions regarding this Draft RFP until 21 August 2019.
