HEADQUARTERS AIR COMBAT COMMAND

JOINT BASE LANGLEY‐EUSTIS VA

4 May 2018

Request for Information (RFI)

This is a Request for Information (RFI) only, as defined in FAR 15.201 (e), to obtain information about capabilities and other market information for planning purposes. This announcement closes at 4:00 p.m. Eastern Time on Friday, 11 May 2018. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.

Air Combat Command, Acquisition Management and Integration Center (ACC AMIC) Joint Base Langley Eustis, VA, is in the process of obtaining information on ways to improve the quality of ACC’s Human Resources/Multiple Personnel Functions (HR/MPF) requirement. ACC AMIC is requesting information from industry to determine if there are more efficient ways in the commercial marketplace to perform the functions required in the attached HR/MPF Performance Work Statement (PWS). We request that industry provide recommendations for areas of improvement to the following topics:

1. Streamline the CAC issuing process to reduce lobby wait times.

2. Provide more efficient processes to perform various requirements in the PWS.

3. Ensure the highest level of customer satisfaction through better customer service strategies.

4. Reduce wait times for senior level leaders who may require urgent, quick, and accurate services.

5. Attract/retain talented and driven employees to provide services accurately.

6. Implement creative management techniques to reduce delays in day-to-day activities while utilizing all the tools made available by the government.

ACC AMIC requests industry to respond with ways to improve in the areas listed above. The results of this RFI will indicate if there are commercial practices available that may add value to this requirement.

The responses to this RFI do not need to address all six topics. We request a brief explanation on industries successful approach for providing similar type requirements.

The responses submitted are to be used for market research purposes only. This is NOT a request for proposal.

The information gathered from this RFI will be treated as proprietary data, and only the Air Force will have access to the responses.

Please send all responses to Contract Manager, Jeremy Morrill (jeremy.morrill.2@us.af.mil), and Contracting Officer, Thomas Brannen (thomas.brannen@us.af.mil).
