This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT being published in accordance with Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible

Source and No Other Supplies or Services Will Satisfy Agency Requirements. The associated

North American Industry Classification System (NAICS) Code is 423120 and the Business Size

Standard is 200 employees. The Acquisition Management and Integration Center, 129 Andrews

Ave Suite 110, JBLE Virginia, 23665 intends to award a sole source contract to acquire the services necessary to operate an Internet-based Contractor Operated Parts Store (ICOPARS).

The contractor shall furnish automotive and related vehicle parts, automotive chemicals, corrosion control materials, upholstery material, and accessories for approximately 5,500 vehicles/equipment located in the United States Air Force Central (USAFCENT) Area of

Responsibility (AOR), which currently consists of: Qatar, Jordan, Egypt, Iraq, Oman, United

Arab Emirates, Kuwait, Uzbekistan, Afghanistan, Pakistan, Turkmenistan, Kyrgyzstan, Tajikistan, Kazakhstan, Iran, Saudi Arabia, Yemen, Bahrain, Sudan, Ethiopia, Kenya, Somalia, Djibouti, Syria, and Lebanon.

The Government intends to award a firm-fixed price sole source bridge contract to Newbegin

Enterprises, Inc. (NEI), 2241 Eddie Williams Road, Johnson City, Tennessee, 37601. The need for this effort is to mitigate a break in capability on the existing contract, FA4803-11-D-0001, which was awarded by 20 CONS to NEI and expires on 31 March 2017. This purchase order will serve as a bridge to ensure continuous delivery of critical vehicle parts in support of deployed forces in the U.S. Air Force Central (AFCENT) Area of Responsibility (AOR) until a new contract is in place. The required period of performance is from 1 Apr 17 – 30 Sep 17 with 3 one-month options. No other contractor has the existing capability to continue providing the critical parts ordered and delivered under this contract on such short notice (no later than 1

Apr 17), for such a short period of time (6 months). A vital aspect of the requirement is the ordering interface provided by the contractor. In accordance with the statement of work (SOW), the interface must incorporate individual asset data such as make, model, VIN for the entire fleet.

Without at least a 60-day transition to upload fleet specific data and make updates to the existing ordering system capabilities, no other company would be capable of successfully performing in accordance with the SOW. Therefore, a competitive acquisition in the days remaining before the current contract expires is not a practical solution. By awarding a bridge contract to the incumbent, it continues the current effort for the extended period with no loss in efficiency and no adverse impact on the mission. Accordingly, NEI is the only firm capable of successfully performing the contract within the limited time specified and IAW with the SOW.

The notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability by responding to this notice no later than 4:00 PM Eastern Time, Thursday 16, 2017. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government; however, a determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
