I. Contracting Activity.

II. Nature and/or description of the action being processed.

AFCENT/A4 has a brand name requirement to procure automotive related vehicle parts, automotive chemicals, corrosion control materials, upholstery material, and accessories to locations outside of the United States and its outlying areas. Certain vehicles in the AFCENT/A4 fleet contain parts that are only manufactured by their original makers and do not have equivalent substitutes. Therefore, ACC AMIC/PKC is seeking approval of a Class J&A for brand name parts for the life of the contract. This indefinite delivery, indefinite quantity (IDIQ) contract will primarily consist of firm-fixed price contract line items with a five year ordering period and a contract ceiling of $90.5M. The ordering period will be from 31 March 2017 - 30 March 2022. Since it is not possible to estimate the exact portion of the contract ceiling that will require a particular brand name, this J&A is accomplished for the full ceiling amount of the contract.

The current ICOPARS contract (FA4803-11-D-0001) was accomplished by the 20 CONS at Shaw AFB, SC and was valued at $75 million. The requirement is being performed by Newbegin Enterprises, Inc. The period of performance for the FA4803-11-D-0001 is from 1 April 2011 - 31 March 2016, a task order was issued to extend the current PoP to 30 March 2017.

III. Description of supplies/services required to meet agency needs.

This is a continuing requirement for an Internet-based Contracted Operated Parts Store (ICOPARS). The contractor shall furnish automotive and related vehicle parts, automotive chemicals, corrosion control materials, upholstery material, accessories, and specialized tools for approximately 5,500 vehicles/equipment which is projected to grow to 6,500 in the next 5 years. The vehicles/equipment are located in the United States Air Force Central (USAFCENT) Area of Responsibility (AOR) and some neighboring countries, which currently consists of: Qatar, Jordan, Egypt, Iraq, Oman, United Arab Emirates, Kuwait, Uzbekistan, Afghanistan, Pakistan, Turkmenistan, Kyrgyzstan, Tajikistan, Kazakhstan, Iran, Saudi Arabia, Yemen, Bahrain, Sudan, Ethiopia, Kenya, Somalia, Djibouti, Syria, and Lebanon. The mission partner is USAFCENT/A4RV. Services for repair/rebuilding/re-manufacturing are not within the scope this contract. The contractor may utilize both commercial and military shipping methods, depending on the size and urgency of the shipment.

This requirement is unique in the broad scope of the supplies to be provided; AFCENT requires parts for a large number of vehicles, with little consistency in make and spanning decades of model years. In the past three years, approximately 85,800 distinct items have been ordered. The contingency environment is another unique aspect since the vehicle maintenance shops have very short delivery schedule requirements and service vehicles that are critical to the wartime mission. Often, after-market parts are either unavailable or do not adequately meet the specifications of the vehicle, so the specific parts must be ordered from the original equipment manufacturer (OEM). When acceptable after-market parts are available, they will be procured. A comprehensive list of the brands to be procured under this contract are found in section IX.

IV. Statutory authority permitting Other than Full and Open Competition.

Services Will Satisfy Agency Requirements”- Application for Brand Name Description.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Some manufacturers have specific parts that are not released for after-market reproduction for a variety of reasons. In some cases, it is a business decision on the part of the OEM to limit release of the specifications of parts to control the market. In other situations, like some special purpose vehicles such as refueling trucks, flight line vehicles, and firetrucks, there is a very limited market and therefore after-market companies have not developed equivalent parts.

Under the previous contract, at least $60M was invested into the AFCENT/A4 fleet for vehicle parts. Failure to procure the necessary parts for these vehicles will result in a capability degradation for deployed war-fighters.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research (see Section VIII) indicates adequate competition is expected. As such, full and open competition is anticipated. During the administration of the contract, it will be in the contractor's best interest to solicit quotes from as many sources as possible since price listed items will be purchased on a Firm-Fixed Price (FFP) basis. For non-price listed items above $3,000.00, the contractor will be required to furnish three quotes to substantiate the item's price.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The evaluation of proposals and structure of the contract will ensure fair and reasonable prices. A bid schedule will be provided with the solicitation. Within the bid schedule, the government will identify lump sums for each fixed price CLIN (by major category of item: e.g. OEM, after-market, tires and brakes, etc.) and Sub-CLIN (by brand: e.g.

Ford, Chevrolet, Goodrich) based on average historical annual expenditures. The CR shipping CLIN value will also be identified by the government and added to each offerer's total evaluated price, with no fee or burdens. Non-price listed (NPL) items will be reimbursed at cost (with three competitive quotes for >$3,000.00); however, the offerers will propose a fixed monthly “shop fee” amount to provide these items. The proposed “shop fee” will be added to the sum for NPLs. The total amount of all discount coefficient adjusted amounts for price listed items, plus shipping, plus NPLs and associated “shop fee”, for all five (5) years, will comprise the total evaluated price.

Adequate price competition is anticipated and as such the preferred price analysis technique will be a comparison of the proposed prices received in response to the solicitation. In addition, since all of the items procured under this contract are commercial, there is significant historical and current data to use for comparison. Price will be evaluated using techniques established in FAR 15.404-1 to ensure the Government receives a fair, reasonable, and balanced price.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A Sources Sought Notice and Market Research Questionnaire were developed for this requirement and posted to the FedBizOpps (FBO) website at http://www.fbo.gov, on 10 February 2016.

Due to the nature of the industry, the requirement to procure parts for a specific brand name is unavoidable. AMIC and AFCENT/A4 will continue to monitor market trends to determine whether additional suitable substitutes are
