MARKET RESEARCH

Questionnaire for Small Business Concerns For Command and Control (C2), Contract Academic Training (CAT), Courseware Development (CWD), and Distance Learning (DL)

Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, anticipates procuring a follow-on contract for the provision of services for the Command and Control (C2), Contract Academic Training (CAT), Courseware Development (CWD), and Distance Learning (DL). As part of the Government’s continuous information exchange with Industry while formulating the acquisition strategy, the Government requests your assistance in determining if this requirement should be set-aside 100% for small business concerns under the auspices of Federal Acquisition Regulation (FAR) Part 19.

In order for the Contracting Officer to make a determination to set-aside any acquisition, there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at fair market prices. Total set-asides cannot be made unless such a reasonable expectation exists. The Government believes it is mutually beneficial to all interested parties to make this determination as early as possible in the acquisition process. If your firm intends to submit a proposal as a Prime contractor for this effort, we request you respond to the following questions regarding your experience, capabilities, and intentions. Please limit your entire response to all questions to 10 pages. The Government is not requesting technical and/or management proposals at this time. Your responses will be used in the formulation of an acquisition strategy solely for the Market Research purposes of the Government. If you have any questions or concerns regarding this matter, please e-mail your questions to Gloria Caldwell, Contract Manager, gloria.caldwell@langley.af.mil.

1) Do you intend to submit a proposal as a prime contractor for this requirement?

2) Submit evidence of experience and ability to provide program management of a large and technically complex C2 Contract Academic Training (CAT), Courseware Development (CWD), and Distance Learning (DL) services type contract. Provide references and points of contact.

3) Please include brief information on your company’s technical and financial resources to be able to meet the program requirements of this nature and size as detailed in the documents posted to the Federal Business Opportunities website.

4) Please address your company’s ability to manage and integrate subcontract efforts.

5) Include evidence of your company’s ability to provide program management of sites at geographically-dispersed locations for Contract Aircrew Training and Courseware Development (CAT/CWD) for services similar to those in the draft Performance Work Statement (PWS) dated 3 Sep 2013.

6) Specifically address the up-front capital investment and ability to hire qualified personnel, ISD Management Plan experience and Quality Control capabilities to provide and maintain an inspection system that meets the Government’s inspection/quality requirements.

7) Submit a statement that your company is certified and qualifies as a small business concern as specified for service industries with North American Industry Classification System (NAICS) Code 611512, Flight Training with a corresponding size standard of $25.5M in average annual receipts (usually is the average of the concern’s receipts for the last three completed fiscal years). If you are requesting a set-aside action other than a small business set-aside, please identify the appropriate set-aside program for which you wish to be considered.

This information will only be used for Market Research purposes and will not be used for proposal evaluation later. All information received will be protected and safeguarded as Source Selection information in accordance with FAR 3.104, Procurement Integrity.
