Attachment 2 to RFP is the DD254 (which will be posted with draft RFP 1 Feb 12), attachment 2 to section L is the Sample Subcontractor/Teaming Partner Consent Letter. The Draft SOW and the DD254 states the required security clearance.
2 TE‐4 and TE‐6 Grand Bay Range is not shown on either Technical Exhibit, even to say there are no vehicles. Please clarify what kinds and quantity of vehicles/heavy equipment are GFE, if any, at Grand Bay.
TE4 and 6 will be updated for final RFP

Reads “Optional locations for Operations, Maintenance, and Support(OM&S) at Park, FL; Belle Fourche (Colony) ESS, WY; Poinsett ECR, SC; Poinsett BG, SC; Snyder ESS, TX and RIIS, NV.” Should Avon be added before Park in this sentence?
Yes.

It should reference 3.1.15. Also note the title of Paragraph 3.1.15 is changed to read "Visitor Escort and Assistance."
6 Draft SOW, Para 4.1 Regarding MPQ‐T3 and an MSQ‐T43. Are these systems currently employed and if so, are they at Dare County ECR?
No. However these systems could be added to any range later under separate negotiation
7 Technical Exhibit 1A, Item PO02
Item reads “Quality Assurance program: Establish and maintain a Performance Plan (QASP), conduct and maintain inspections of all aspects of contractor performance thresholds in SOW.” Is the QASP as defined in Technical Exhibit 1A, Item PO02 a government or contractor function?
The QASP is a Government document. This Item has been changed to reflect the requirement for the Contractor’s Quality Control Plan (QCP) as required in SOW Section C‐1, Paragraph 1.8.
8 Technical Exhibit 2, AAA Simulators At Dare County, what are the two AAA Simulators? They are lighting systems that simulate AAA flash.

Dielectric oil for communications‐electronic equipment is not classified as a POL. POL shall be cost reimbursable exclusive of a material handling rate and fee.” The last sentence of paragraph
2.13 appears to contradict the first. Will the Government reimburse for all POL, i.e., Government AND contractor furnished vehicles?
The contractor shall provide and the government will reimburse.

These checklists shall include all procedures necessary to open and close the range to include security (gates, checks, etc…), equipment, and facilities. Checklists for each operations position shall also be developed by the contractor and submitted to the government for approval. The checklists shall be submitted not later than one month after contract start date.” Will existing B&G Range checklists be provided during transition?
All non‐proprietary checklists will be provided
14 Draft SOW Paragraph 3.1.12
Reads “Contractor personnel may be certified to perform limited drop‐zone officer functions communicating only wind direction, velocity, and surveillance of the surveyed and approved drop zones on Grand Bay Range via air‐to‐ground communication.” Please clarify the use of "may" in the text. Should this read "will" or "shall"?

20 Draft SOW Section C‐1
The Scope of Work paragraph has two options listed for Holloman Ranges. (3) Option to incorporate RCO duty of OM&S at Holloman Range, NM. and (5) Option to provide AOH with an RCO at Holloman Range, NM for Air Education and Training Command (AETC).
Schedule B CLIN 0304 is for Normal OM&S at Holloman without RCO. Clin 0004 is the option to provide RCO duty during normal OM&S at Holloman but it has AETC listed also. Will the government clarify the difference between normal RCO duty and AETC RCO duty and ensure Schedule B is structured to account for the difference?
RCO duty for Holloman is only related to AETC. RCO must be available for 69 hours per week in accordance with Table 1‐2. Schedule B reflects the requirement.
21 Draft SOW At the RIIS Site visit at Nellis AFB, on Thursday 9 Feb 12, there was a PowerPoint briefing given to the attendees. Will you please post this RIIS/ITAS PowerPoint briefing to the PTR FBO web site.

Draft RFP page 112 of 130 and specifically Paragraph L‐8.4.1.1.1
The sentence reads “Identify key personnel positions and their minimum qualifications. Explain why the personnel identified are required to successfully execute the program. For key personnel, at a minimum, include the following information:” and Draft SOW pages 10 & 11 and specifically paragraph 1.9.3.4 “The Contractor will provide job descriptions for these positions and keep them current throughout the contract performance period. In addition, these job descriptions shall be available at each PTR location and at the contractor‘s program management office for Government review. Replacement of key personnel shall be at equal or higher caliber with respect to experience, skill, training and other qualifications. Proposed changes to position descriptions shall be submitted to HQ ACC/A3A.” It is unclear if actual resumes are required to be submitted with the Technical Volume for key personnel or just job descriptions and justifications. Also with regard to resumes, if required, it is unclear if there is a page limitation per resume or if the resumes are included or excluded from pages count. Is it correct that resumes are not required, just detailed job descriptions and rational for being key positions?
Resumes are not required. Refer to Section L “Instruction to offerors” and Section M “Evaluation criteria” as to what information is required for evaluation.
23 See # 22 If resumes are in fact required, what positions are resumes required for?
See response to Q‐22 above.
24 See # 22 If resumes are in fact required, is there a page limitation on each resume?
See response to Q‐22 above.
25 See # 22 If resumes are in fact required, request that they be also exempted from the 70 page Volume I Technical Volume page limitation.
See response to Q‐22 above.
Technical Exhibits #4 (GFE Vehicles – not replaceable), TE #5 195‐page Excel Workbook of GFE, and TE #6 (GFE Heavy/Agricultural Equipment –Replaceable)
Is all property and vehicles listed on TE #4 and TE #6 also listed on TE #5?
Each TE should not be duplicated. However, if when reviewing the documents and find inconsistencies, please identify those areas so we can appropriately address.

27 See # 26
In TE #5 only Grand Bay used the Quantity Column (using numbers from 1 to 23) and occasionally Holloman put some quantities in Nomenclature Column. What are the quantities for GFE items for the remaining PTR locations?
Quantities are one unless stated otherwise
28 See # 26
In TE #5 on page 51 of 165 there is a Marsh Master Mower with no model or other identifying numbers listed at a value of $150,000, this term (Marsh Master Mower) is not used on either TE #4 or TE#6, is it listed in these Technical Exhibits under another name or what is its status? Please clarify.
The Marsh Master is only listed in TE‐5
29 See # 26
In TE #5 on page 51 of 165 there is a John Deere 120C excavator listed (valued @ $165,650.25) and on page 52 of 165 there is Bobcat Excavator listed (valued @ $163,995) but TE #6 only lists one excavator a model 120c (the John Deere) and TE #4 shows no vehicles for Dare County in a non‐replaceable status. Please clarify the status of this Bobcat Excavator.
The Bobcat is only listed in TE‐5
30 See # 26
Throughout TE #5 there are numerous tools boxes, tool kits and tool sets listed with values ranging from $200 to $5,000. Only at Poinsett range was there any additional identifying information (i.e. TRTG tool set). Where are the tool listing of the makeup to these tool kits/sets/boxes so evaluation can be made if additional tools need to be included in the Firm Fixed Price portion of the bid?
Hand tools are provided in sufficient quantity to perform maintenance on EC systems.
31 See # 26
In TE #5 on page 5 of 165 for Avon Park Range there is a John Deere Tractor Model 7320 listed but on TE #6 for Avon Park Range there is a John Deere tractor Model 720. It is a 7320
32 Holloman site visit at Oscura range
Two tractors were identified as CFE but not part of this contract that were sitting against the fence. Please clarify the presence of contractor equipment not part of the contract on Government property.
The current contractor may be storing equipment at the range. Or may be using it. We are unsure of its status and it is not relevant to current bidders proposed plan to meet SOW requirements.
33 Draft SOW Paragraph 2.2.3 Reads “The Contractor shall provide and stock consumable items such as paper towels, toilet tissue, mops, brooms, and cleaning materials.” Are cleaning materials reimbursable?
All costs associated with services under Paragraph 2.2.3 are the responsibility of the Contractor.

Reads “The Government will reimburse the contractor for expendable and non‐expendable parts and supplies required to maintain Government furnished equipment and facilities when the parts, supplies materials, and services are not readily available through Government channels in addition to the all‐inclusive, fully‐ burdened handling rate, as identified in the bid schedule.” Is it a correct assumption that for all GFE equipment listed in TE #5 all Preventive Maintenance (PM) items to include for example: filters, hydraulics fluids, seals, O‐rings, gaskets, hoses, belts, brake pads, and replacement mower blades are reimbursable? If any of these are not reimbursable, please clarify what is reimbursable and what is not.
The Government will reimburse costs for items identified in SOW Section C‐2, General Tasks, Paragraph 2.11 and in the paragraphs referenced in Table 2.1. If not specifically spelled out in the SOW or in the list of Technical Exhibits, they are the responsibility of the contractor. Note that Table 2.1 has been updated to properly reflect the referenced paragraphs.

Technical TE #5 165‐page Excel Workbook of
GFE,
Specifically Snyder ECR pages 140 to 165. I have reviewed these pages several times and could not find any of the targets (2S6, SA‐6, SA‐8, SCUD) listed on the GFE list for Snyder ECR site. There are some of these types of targets and other targets listed for Belle Fourche ECR but not Snyder ECR. Are these target we were shown on Tuesday 14 Feb 12 at Snyder ECR actually GFE targets?
The targets are listed in the workload estimate. Historically targets have not been listed as GFE due to their association with bombing and gunnery ranges and viewed as expendable targets not equipment. All targets associated with EC locations are listed in TE‐2
46 TE‐5
Will these targets [referenced in Q‐45 above] with quantities, types, value and location be added to TE# 5?
Targets will not be loaded into TE‐5 prior to RFP as they are accounted for in TE‐2
47 TE‐5
Understanding this may be an oversight in the composition of the TE #5 GFE inventory are there any other targets at any other ECR sites not listed since Belle Fourche seems to be the only location with such no‐drop target listings?
Snyder and Poinsett EC have targets listed in the workload estimates.
Historically targets have not been listed as GFE due to their association with bombing and gunnery ranges and viewed as expendable targets not equipment. All targets associated with EC locations are listed in TE‐
48 TE‐5, Table 1‐1
Mountain Home B&G range has a series on no‐drop sites, specifically ND‐1, ND‐4, ND‐5, ND‐5, ND‐7 and ND‐9 as per SOW page #2 and possibly SOW 3.2.1.1. In reviewing TE #5 pages 77 of 165 to 87 of 165, I could not identify any vehicular/combat vehicle target or target buildings or associated thermalization systems associated with those building targets. Are these items identified with some other nomenclature in the TE #5?
All targets are listed in TE‐2 for Mountain Home
49 TE‐5, Table 1‐1 Are the buildings and tactical vehicular/combat vehicle targets at these no‐drop bombing sites [referenced in Q‐48 above] GFE equipment?
Targets are not included in the GFE listing due to their purpose.
50 TE‐5, Table 1‐1, Paragraph 2.11 Are repair materials and consumables (propane, paint, sheet metal and other items) [for targets referenced in Q‐48, above] reimbursable under SOW paragraph 2.11?
