A list of interested vendors in attendance is at attachment 1
2. Mr. Dean briefed the attendees on what equipment is included at Snyder ESS. The range consists of one (1) main site which is 12 acres in size and five (5) other remote sites which are 15-acres in size. The sites as a whole include the facilities, radars, MUTES/ Mini-MUTES, various targets, computer systems, threat emulators, etc. Snyder ESS is primarily used by pilots from Dyess AFB to test their sensor operations, laser targeting systems, and maneuvers/ tactical flying techniques. The pilots have mock scenarios briefed to them in which they put their learned skills into practice while managing various threat factors that are initiated.
3. Mr. Dean went over the rules and instructions on how to sign up for the Technical Bidders Library. He explained that each interested bidder who wants visitation rights to the Library must coordinate with the Government personnel at Snyder (Mr. Garza/ Mr. Easley) to reserve their private viewing sessions. Mr. Dean then went over the rules of the site visit and announced that pictures were permitted as no classified documents/material would be out of their proper storage locations during the visit.
4. Ahntech gave a safety brief of the site visit and explained that there were multiple areas to be cautious of during the visit.
4. After the safety briefing, Mr. Garza gave the tour of the main facility and took the group around all equipment/ computer systems which is used for the operations of the range. Pictures were permitted throughout the tour and multiple stops were made to give further history and background of the equipment. After completing the indoor portion of the tour, the group was led outside and taken around the 12-acre range.
5. Mr. Dean emphasized numerous times the importance of paying close attention to the workload estimates as it will play a vital role in the proposal.
6. After conclusion of the main site portion of the site visit, the group caravanned to 1 of the 5 remote Mini-MUTES sites (which are all very similar) to give the attendees an idea of what the sites entail (i.e. equipment/targets) and the maintenance required to maintain/ run them. A short Q&A session at the remote site concluded the Snyder site visit.
Q: Are submissions for Tech Library prior to Snyder site visit still valid?
A: Yes, but please verify the dates and a time with the Government POC’s to ensure validity.
Q: In regards to the Granite Peak inventory, is the equipment still located at the site?
A: Yes, the equipment did not disperse to other sites. Yet the ownership is being transferred and is not part of the PTR contract.
Q: Why can pictures be taken of the site, but according to the RFP no documents can be reproduced from the bidder’s library?
A: The wording in the RFP was not the Governments intent and was revised to allow the copying of documents in the library with an exception to any documents labeled For Official Use Only “FOUO”. Interested bidders are responsible for their own paper for the copies but the use of a copier would be provided.
Q: With regards to thermalization of the heated targets, are all panels powered by propane or commercial power?
A: They are powered by electricity primarily but do have heat lamps as a backup energy supply.
Q: When is the final RFP posting date?
A: Final RFP scheduled for posting on 17 Feb 12 and closing in the 2nd week in April 2012. However, the date may be moved back a week or two depending on reviews/clearances.
Q: Is backup power a problem with the remote sites Mini-MUTES?
A: It depends on the season, safety regulations and precautions have made it cost prohibitive to allow the use of generators for a backup power supply. The buildings also do not have a backup power supply.
