MEMORANDUM FOR RECORD
SUBJECT: Minutes from the Nellis AFB PTR Site Visit, 9 Feb 12 (Solicitation FA4890-11-R-0012)
1. On 9 Feb 12, the PTR team met at Nellis AFB to conduct a site visit for the recompete of the PTR contract. Mr. Cecil Dean (ACC PTR Program Manager) opened by welcoming everyone to Nellis AFB and introduced the Government Team (see below):

Ms. M. Joy de Lande
AMIC/PKCB, Contracting Officer (Alternate) Mr. Luke Shingledecker
ACC/A3AR, Program Manager Mr. Brian Wills

2. Mr. Dean turned over the tour to Mr. Wills who presented a briefing on Range Integration Instrumentation System (RIIS) and Integrated Tactics Assessment System (ITAS) (copy of briefing is at attachment 1). Mr. Wills started with the evolution of process from main frames to laptops and the evolving mission. RIIS mission supports Red Flag, Weapons School Exercises, and direct support to ACC customers through use of software, which is a decentralized process. Mr Wills stated there is over 100 DG100’s (data loggers) used at Nellis AFB, with the external customers having to buy their own, which is supported with use of gov’t owned software. The latest software upgrade was in Jan 12.
3. The following questions were asked by attendees:
Q: Does government own the software? Is it proprietary?
A: Yes, the gov’t owns the software and it is non-proprietary.
Q: In reference to moving ground targets, do you get the video feedback?
A: We concentrate on DG-100, GPS data, which is non-proprietary and web-based.
Q: How much coding and how often is it updated?
A: It is a continuous process of communication, updating of software and notification to aircraft. If you don’t evolve your software you are going to lose data. Directly aligned with P5 folks at ACC. It is a decentralized process, directly from range to customer and is mobile. It is stand alone but we have data that comes out of NAC system from Red Flag.
Q. Are all operations handled from this location (RIIS)?
A. For the most part it is, however, we don’t dictate how the contractors approach.
Q. Is there operator training built into ITAS?
A. Yes Q. What is the Duty day for OM&S?
A. It is staggered or same shift. Statement of Work states duty hours.
Q. How are the debriefings handled for the East Coast Ranges?
A. The debriefings are decentralized, with the customer holding the debriefings themselves. It will be worked when Nellis folks come in and will have response waiting when East Coast comes in on the following day. Typically the RIIS can process Red Flag requests in less than a day.
4. The site visit concluded with a tour of the equipment room, where all the computers and monitors are located.
