About this file
This Request for Information (RFI) from the Department of the Air Force (DAF) seeks passive defense solutions to counter Group 1-3 Unmanned Aerial Systems (UAS) threats using Camouflage, Concealment, Deception, and Hardening (CC&D+H) measures. The USAF is specifically looking for technologies that can reduce or alter spectral and visual signatures, protect assets from UAS detection and attacks, and be easily deployable with minimal infrastructure modifications.
Key requirements include solutions that can blend with environments, conceal assets from UAS sensors, deceive UAS tracking capabilities, and harden against potential attacks. Vendors must submit a 5-page response by 22 December 2025 at 1600 EST, detailing their company overview, solution specifics, technical approach, performance data, and cost estimates. Evaluation criteria will focus on technical merit, integration capabilities, cost-effectiveness, ease of use, and hardening effectiveness. The RFI is unclassified, and the point of contact is Timothy Overby at timothy.overby.1@us.af.mil.

Request for Information (RFI) for Passive Defense Solutions
FA4890-RFI-UAS PDS
Response Requested Not Later Than 22Dec 2025 @ 1600 EST
Request for Information (RFI) for Passive Defense Solutions to Counter Group 1-3 Unmanned Aerial Systems (UAS) Threats to USAF Assets using Camouflage, Concealment, Deception, and Hardening (CC&D+H) Measures
Introduction:
The Department of the Air Force (DAF) is seeking information from industry on passive defense solutions that utilize Camouflage, Concealment, Deception, and Hardening (CC&D+H) measures to protect its assets from Group 1-3 Unmanned Aerial Systems (UAS) threats. This Request for Information (RFI) is issued to gather industry input and assess the current state of technology in passive defense against UAS threats.
Background:
The proliferation of UAS technology has increased the threat to DAF assets, including personnel, equipment, and installations. Group 1-3 UAS in particular, pose a significant threat due to their small size, low cost, and ease of use. The DAF is seeking passive defense solutions that can utilize CC&D+H measures to make its assets less detectable, recognizable, targetable, or vulnerable to damage by UAS threats.
Scope:
DAF is interested in passive defense solutions that utilize CC&D+H measures to protect its assets from Group 1-3 UAS threats. Solutions should encompass operational capabilities in all environments and should be able to integrate with existing DAF systems. The solutions that are submitted can include one, some, or all of the CC&D+H requirements below.
Requirements:
USAF is seeking solutions that meet the following requirements:
1. Camouflage: The solution must be able to blend in with the surrounding environment, making it difficult for UAS to detect or recognize DAF assets.
2. Concealment: The solution must be able to conceal DAF assets from UAS sensors, making it difficult for UAS to detect or track them.
3. Deception: The solution must be able to deceive UAS sensors, making it difficult for UAS to accurately determine the presence, location, size, or shape of DAF assets.
4. Hardening: The solution must be able to harden DAF assets against UAS attacks, making it difficult for UAS to cause damage or disruption. Hardening solutions should be relatively low-cost and should not require significant modifications to existing infrastructure.
5. Low Cost: The solution should be low-cost and affordable, with a total cost of ownership that is comparable to or less than existing UAS defense systems.
6. Ease of Use: The solution should be easy to use and require minimal training for operators.
7. Rapidly Deployable: The solution should be capable of being transported via palletized cargo. Able to be setup with a small team (4 personnel or less) within 2 hours.
Technical Parameters:
The USAF is interested in solutions that meet the following technical parameters:
1. Spectral Signature: The solution should be able to reduce or alter the spectral signature (radar and/or IR) of USAF assets, making it difficult for UAS to detect or recognize them.
2. Visual Signature: The solution should be able to reduce or alter the visual signature of USAF assets, making it difficult for UAS to detect or recognize them.
3. Hardening Materials: The solution should utilize hardening materials that are able to withstand UAS attacks, such as netting, screens, or other types of protective barriers.
4. Use of the solution should not be detrimental to the continuance of DAF operations.
Submission Requirements:
Interested vendors should submit a written response to this RFI no longer than 5 pages, including:
1. Company Overview: A brief overview of the company, including its experience and expertise in the area of UAS defense.
2. Solution Overview: A detailed description of the proposed solution, including its technical parameters, performance characteristics, and integration requirements.
3. Technical Approach: A detailed description of the technical approach used for CC&D+H measures.
4. Performance Data: Performance data and test results that demonstrate the solution's ability to utilize CC&D+H measures to protect USAF assets.
5. Cost and Schedule: A detailed estimate of the cost and schedule required to deliver the solution.
Evaluation Criteria:
The USAF will evaluate responses to this RFI based on the following criteria:
1. Technical Merit: The technical merit of the proposed solution, including its performance characteristics and technical parameters.
2. Integration: The ability of the solution to integrate with existing USAF systems.
3. Cost and Schedule: The cost and schedule required to deliver the solution.
4. Ease of Use: The ease of use and minimal training required for operators.
5. Hardening Effectiveness: The effectiveness of the hardening solution in protecting
USAF assets against UAS attacks.
Point of Contact:
The point of contact for this submission is: Timothy Overby at timothy.overby.1@us.af.mil
Security:
This RFI is unclassified. However, any classified information submitted in response to this RFI should be clearly marked and handled in accordance with applicable security regulations.
