RC-135 Pre-Proposal Conference Meeting Minutes

· Conference was held at Dyess Hall on Offutt AFB Nebraska

· Attendees from ACC were Capt Tony McCartney, Mr. Bob Wind and Mr. Doug Barnard Conference commenced at 0900 hours. Mr. Bob Wind began the briefing and introduced all the government representatives. Lt Col Zambrano, 338th CTS/CC gave the opening remarks. This was followed by Mr. Wind providing a description of the contract history and a review of the program and general requirements of the PWS. Capt McCartney then went into detail on the requirements of the RFP and the Evaluation Criteria. Following the briefing Mr. Barnard accomplished a review of the advance questions that were sent in to AMIC. Once the formal part of the briefing was completed the contractors were allowed to view various pieces of courseware material.

Before the conference was adjourned for lunch, the contractors were taken on a tour of classrooms and contract offices which reside in Dyess Hall.

After lunch the contractors were allowed time to see if any additional questions were necessary. This period was followed by a tour of the Operational Flight Trainer building and trainers where the Pilots and Navs accomplish their simulator training.

Conference adjourned at 1600 local time.
