About this file

This Single Source Justification document details a simplified acquisition for the 56th Contracting Squadron (56 CONS/PKA) for the Army Aviation Heritage Foundation. The contract, valued at $16,780.00, requires the contractor to provide three tactical aerial demonstrations using UH1 and AH1 aircraft, and two fully restored warbirds (OH6A & UH1M) for static display at the 2026 Luke AFB Air Show. The justification for sole-source procurement is based on the Army Aviation Heritage Foundation's unique capabilities, including its history, certification, safety record, and professional standing in the air show industry.

The document outlines extensive market research conducted through the International Conference of Air Show Participants (ICAS), where 56th Fighter Wing Open House committee members spend approximately three days evaluating vintage aircraft vendors. The contracting officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The contract is dated 11-Jul-2025, and the contracting officer is Jacqueline C. Aranda, a GS-13 government employee. The document also includes a commitment to continue attending the ICAS Convention in future years to explore potential competitive alternatives.

Single Source Justification (Simplified Acquisition)

Page 1 of 1Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: 56 CONS/PKA

Project/Program Name: Army Aviation Heritage Foundation

Purchase Request/Identification Number: F2U0105171A001

Estimated Contract Cost (including Options): $16,780.00

Section B: Description of the Supplies/Services Required

The contractor will have three tactical aerial demonstrations using the UH1 and AH1 aircraft, and also provide two fully restored warbirds (OH6A & UH1M) for static display at the 2026 Luke AFB Air Show.

Section C: Justification for Soliciting from a Single Source or Brand Name

The rationale for limiting sources is due to the uniqueness in nature of the Luke AFB Air Show preparations, necessitating a streamlined procurement process . The aforementioned air act is unique to Army Aviation Heritage Foundation and one of the preferred choice air acts based upon the history, certification and training, safety record, aircraft cleanliness and presentation, professionalism and the high esteem in which it is held by members of the Air Show industry. Efforts to find a suitable alternative to solicit to have been exhausted.

Section D: Efforts to Obtain Competition

In-depth market research was conducted to determine if there are vendors that could meet this requirement. Each year, the 56 FW Open House committee members attend the International Conference of Air Show Participants (ICAS) to meet participating vendors and determine availability of historical aircraft. Approximately three days are spent evaluating numerous vintage aircraft for participation in the Luke Days Open House/Air Show. Based on experience with acquisition of Warbird aircraft in previous Luke Days Open House/Air Shows, the ICAS convention is the only effective method for identifying and evaluating potential vendors. Vendors were selected based on their applicability and availability for the 2026 Luke Days Air Show, as well as the working conditions of the aircraft themselves.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, we will continue to attend the ICAS Convention in order to determine if there are multiple acts of the same type in order to compete.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
