About this file
This document contains questions and answers regarding solicitation number FA488724Q0006 from Luke Air Force Base for demilitarization and disposal services of conventional munitions. The solicitation is set aside for veteran-owned small businesses and includes various metals and plastics totaling approximately 20,000 pounds, with around 3,000 pounds of net explosive weight. The listed items to be demilitarized include assembled AGM-65/B Maverick missiles still containing their warheads and rocket motors. Bidders should include costs for palletization, labeling, securing, transportation, and performing demilitarization/disposal in compliance with state and federal laws, with the understanding that scrap value can help offset labor rates.

Questions and Answers
1) Could you confirm if this solicitation is strictly set aside for veteran-owned companies to bid on?
-- Yes, solicitation is set aside for SDVOSB firms
2) Are the munitions specified in the solicitation shell casings that are already decommissioned, or is decommissioning required, or is it a combination of both?
--These assets have not been demilitarized.
3) Can you provide details on what these munitions are made from?
--This list is made from multiple types of different materials; metals and plastics. Its is hard to be more specific because of the multiple different assets on this excel.
4) Could you please clarify whether the company bidding on the solicitation should submit a bid where you pay the company for their time involved in palletization, removal, and disposal of the munitions, or if the expectation is for the company to bear these costs themselves in order to obtain the material for scrapping?
-- We expect the cost to include the time involved with the understanding there will be scrap value as well which should be taken into account to mitigate the labor rates charged.
5) In preparing a response to your solicitation we observed an item on the list for the 425th called the “Missile, AGM-65/B R/S”. These would be Maverick missiles. Can you confirm that this solicitation does include these missiles for demilitarization? If so, can you confirm if these missiles still contain their warheads and if they are fully assembled with the rocket motor?
--These AGM are complete rounds and will not be demilitarized before shipment, they do include the warhead and rocket motor.
