About this file
This document contains questions and answers regarding a federal solicitation for potable water sampling and analysis services at Luke Air Force Base in Arizona. The solicitation seeks a contractor to collect at least 100 milliliter water samples from Bioenvironmental Engineering personnel according to specified procedures, transport the samples in an iced cooler from the base to an off-site laboratory each day between 1200 and 1400 hours, and sign chain-of-custody forms to maintain sample integrity as required by state and federal statutes. The questions clarify that the solicitation correctly requires the courier rather than the relinquishing or receiving parties to sign the chain-of-custody forms during sample transport.

Solicitation FA488723Q0041 Questions as of 5 Sept 23
Q: I have a question regarding the opportunity: 56 MDG Potable Water Sampling and Analysis
(FA488723Q0041).
Reference the two SOW paragraphs below, typical procedures for COC is for the COC signature to be obtain by the relinquishing person (Bioenvironmental engineer) and the receiving laboratory and not the courier. Can the Government clarify the SOW paragraphs below to confirm the courier signature is required?
1.1.1.1. Bioenvironmental Engineering personnel will collect at least 100 milliliter samples for microbiological examination. The contractor will provide Bioenvironmental Engineering personnel with pre‐sterilized 100 milliliter sample bottles and labels for this purpose. The sample containers will have sodium thiosulfate ‐ as a disinfectant neutralizer ‐ already in the container.
1.1.1.2. The contractor will transport samples from Luke AFB to the laboratory in an iced cooler. The contractor will pick up the samples at the Luke AFB Lightning Gate Visitors Center parking lot between
1200 ‐ 1400 unless other arrangements are made in advance by Bioenvironmental Engineering personnel. The courier shall provide the necessary signatures on the Chain of Custody Form and ensure that all samples are handled and processed in accordance with state and federal safe drinking water statutes.
A. The PWS is correct as written, otherwise the chain would be broken.
