Basis for Award:
In accordance with FAR 12 & 13, the Government will award a firm-fixed purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following selection method will be used:
Best Value basis considering price and other factors
The following factors shall be used to evaluate quotes and determine the best value: Factor 1: Technical Compliance, Factor 2: Warranty and Factor 3: Price.
The non-price evaluation factors are Technical Compliance and Warranty Terms. For non-price factors, Technical Compliance is more important than Warranty Terms, while Warranty Terms are equal to price. As such, the Government will conduct an integrated assessment of the warranties and prices quoted. The Technical Factors are listed in descending order of importance. The Government may award to other than the low quoter based on an integrated assessment of the technical compliance, warranty terms, and price quoted. The Government reserves the right to award on the basis of price where two or more quotes are considered equal under the non-price factors, when a superior quote is unaffordable, or when the advantages of higher-priced, higher-rated quotes are not considered to be worth the price premium.
Instructions to Quoters: Quotes in response to the RFQ MUST be submitted through beta.sam.gov at https://beta.sam.gov/ under RFQ FA4887-21-Q-0003 or emailed to the Contract Specialist listed below. Failure to follow the instructions may result in the quote being removed from further consideration for award. Quoters are cautioned not to include assumptions, caveats, or exceptions within any part of their submission. Inclusion of assumptions, caveats, or exceptions to the requirement of any kind may result in the quote no longer being considered.
Quoters should ONLY submit information explicitly requested in this RFQ.
NOTE: Quotes will first be reviewed to ascertain whether they have been submitted in accordance with the instructions for Volume I - Technical Quote and Volume II - Price Quote before being evaluated against the criteria identified in the basis for award section.
VOLUME I-TECHNICAL QUOTE
Technical Evaluation Criteria for Best Value:
1. Technical Compliance (Acceptable/Not Acceptable)
2. Warranty Terms (Subjective Assessment)
The Technical Quote shall be a written submission limited to a total of single-spaced pages, one-sided, letter size pages (excludes product literature). Anything over 20 pages will not be considered.
FACTOR 1: TECHNICAL COMPLIANCE
(Acceptable/Not Acceptable Criteria)
The quoter shall demonstrate that the product line(s) quoted can meet the requirements identified in the ITEM descriptions of this RFQ. Brand name items will received additional consideration for matching of existing items. However, if “equal” items are provided, items must meet the salient physical, functional, or performance characteristic specified in this solicitation. Also, “Equal” items must clearly identify brand name, if any; and make or model number. Items must match existing furniture and finishes.
Quoter shall submit a bill of materials broken down by product type. A Bill of Materials (BOM) is a listing of all the components, which includes manufacture names, part numbers, descriptions and quantities for all items required to fulfill the requirement. Additionally, the quoter must provide product literature, to include color choices and product images for all furniture quoted. The BOM and product literature submission is an acceptable/unacceptable requirement. If the quoter does not provide the BOM or product literature, to include color choices and product images, for quoted items, it is "unacceptable" and the quote shall not be considered further.
All products and services must be quoted in order to be considered a complete quote.
Note: Only those vendors that are determined Acceptable under Factor 1: Technical Compliance will be evaluated under Factor 2.
FACTOR 2: WARRANTY INFORMATION
Warranty will be evaluated based on the scope of coverage, i.e. parts, labor, and replacement of the quoted items, limitations of the warranty, and duration of warranty. Provide a written copy of your warranty and any applicable pass through warranties for each piece of furniture quoted. These warranties will be incorporated into the resultant contract.
Note: Only those vendors that are determined Acceptable under Factor 1: Technical Compliance and found to have the best warranty terms under Factor 2: Warranty Information will be evaluated under the remaining price factor.
VOLUME II - PRICE QUOTE
Price quote shall reflect delivery and installation terms. The quoter shall demonstrate their ability to deliver the required products and complete all installation services in a reasonable time frame, preferably within 30 calendar days after contract award.
Quoters need to detail in their price quote what supply is being provided. If items quoted differ from the ITEM descriptions, quoters must provide a description of each element of supply provided. Quoters also need to specify the items being provided by brands, model names, and part numbers (if applicable), and provide product literature and images.
Factor 3: Price Evaluation
The Quoter's prices will be evaluated to determine which quote offers the best value based on an integrated assessment of prices and warranty terms for all quotes rated superior in Factor 2, budget limitations, and on the basis of price reasonableness. Tradeoffs may be made for a higher priced quote with the best warranty terms in Factor 3, but based on budget limitations a lower priced quote with lower warranty terms in Factor 3 may be selected. Lastly, the price reasonableness evaluation may include, but is not limited to:
Price comparison with quoters;
Completeness; all pricing information as requested in the solicitation; and Comparison to1 government cost estimate.
Teaming Arrangements: Contractor Teaming Arrangements (CTA) are permitted. If the quoter intends to team, a CTA is required by the closing date and time of the RFQ. However, a fully executed CTA will be formalized at time of award.
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
