PERFORMANCE WORK

STATEMENT (PWS)

OIL/WATER SEPARATOR,

GREASE TRAP, LIFT STATION, & WASTWATER TREATMENT PLANT MAINTENANCE

FY20-FY24

13 May 2019

LUKE AIR FORCE BASE, ARIZONA

PERFORMACE WORK STATEMENT

1. DESCRIPTION OF SERVICES: The work covered by this performance work statement consists of furnishing all plant, labor, equipment, appliances, and materials to maintain oil/water separators (OWS), grease traps, lift stations, and the wastewater treatment plant (WWTP) on Luke AFB in strict compliance with the specifications of this contract. The OWS, grease traps, lift stations, and WWTP will remain operational during maintenance activities. Work also includes pumping of any OWS, grease trap, lift station, or wastewater holding tank.

1.1. MAINTENANCE SERVICES:

1.1.1 Oil/Water Separators (OWS): The contractor shall provide bioremediation services to minimize OWS oil and sludge content. The OWS are listed in Appendix A. Some OWS will be serviced monthly and some quarterly, depending on their usage. The location of the OWS is shown on the Appendix C map. Primary treatment shall be performed through microbes injected into an OWS to break down petroleum products (suspended or dissolved) in the wastewater, floating oil, or sludge. The microbes shall be non-pathogenic, salmonella free bacteria that will survive temperatures exceeding 150 degrees. The treatment will occur by one of two methods depending on the availability of electricity:

Electricity available:

• Dosing pump that dispenses Bacteria in a constant 24/7-365 days a year method

• Fill bucket with easy-to-read “fill to” line

• Power cord & appropriate hose length.

Electricity not available:

• Auto Pail-Top Dispenser

• Fill bucket with easy-to-read “fill to” line

• Discharge hoses

• Battery Operated

The OWS will be monitored on a monthly/quarterly schedule to ensure the interior and exterior areas and surfaces are free from oily film. Maintenance will require residue to be scraped from the interior surfaces to ensure effective treatment and function of the OWS. All material injected will be tracked through the base Hazardous Material Authorization and Reporting system.

1.1.2 Grease Traps: The contractor shall provide bioremediation services to minimize Fat, Oil, and Grease (FOG) build-up from grease interceptors/traps. The grease traps are listed in Appendix B and will all be serviced monthly. Primary treatment shall be performed through automatic injection of microbes. The microbes shall be non-pathogenic, salmonella free bacteria that is heavily fortified to consume cooking oils, fats, grease, soap, detergents and sludge. The microbes approved for treatment must be a specialized hardened bacteria that will survive temperature’s exceeding 150 degrees and survive solutions of Sodium Hypochlorite 10% per milliliter. The following bacteria’s (or equivalents) are approved for treatment:

Bacillus subtilis sp. 1 Bacillus subtilis sp. 2 Bacillus megaterium Bacillus licheniformis Bacillus amyloliquefaceans sp. 1 Bacillus amyloliquefaceans sp. 2 Bacillus pumilus

The injected material must include a powdered stabilizer pre-mixed into the formula to ensure stability of the product and to prevent early termination of bacteria. This will also ensure that after the powder is dissolved into water, the final bacteria solution will remain stable for up to 60 days. The contractor will perform and provide initial start-up materials and subsequent maintenance services to ensure units are functioning properly. Following initial treatment, maintenance will occur by one of two methods depending on availability of electricity:

Each grease trap will be monitored on a monthly basis to ensure the interior and exterior areas and surfaces are free from FOG. Maintenance will require residue to be scraped from the interior surfaces to ensure effective treatment and function of the grease traps. All material injected will be tracked through the base Hazardous Material Authorization and Reporting system.

1.1.3 Lift Stations: The contractor shall provide bioremediation services for odor control and to minimize Hydrogen Sulfide levels. The lift station are #798, Commissary, and Kachina Housing. The locations are shown on the Appendix D map. The lift stations shall be serviced monthly. Primary treatment shall be through automatic injection of microbes at the lift stations. The contractor shall clean lift stations to control grease cap using a floating lift station degreaser to keep grease from solidifying keeping floats free and clear of any debris.

1.1.4 Wastewater Treatment Plant (WWTP): The contractor shall provide bioremediation services to minimize Ammonia and Nitrate at the wastewater treatment plant. The WWTP is located on the N.E corner of Glendale Ave. and El Mirage Road and will be serviced monthly. The Primary treatment shall be through automatic injection of microbes at the headworks. The microbes shall be a blend to promote a healthy base for odor control and defeat filamentous in oxidation ditch and be able to survive temperatures exceeding 150 degrees.

1.2. OWS AND WASTEWATER PUMPING: The contractor shall provide pumping service, transportation, and disposal/recycling in case of system failure, overload, or at the request of Luke AFB. This may include an OWS, POL System Holding Tank, clarifier, basin, lift station, overflow area or drain.

1.3. GREASE TRAP PUMPING: The contractor shall provide pumping service, transportation, and disposal/recycling at the request of Luke AFB.

1.4. OWS AND GREASE TRAP SUPPLIES: The contractor shall provide, on an as needed basis, necessary operational equipment and additional chemical supplies, including, but not limited to:

Bacteria, Free-Flow, agents to free up clogged piping, pump parts, equipment testing mechanisms, office supplies, filter mechanisms, chemicals/fish for algae treatment, repair parts and equipment. OWS and grease trap supplies will have independent CLINS.

1.5. NOTIFICATION: Contractor shall notify the Plumbing shop in Building 339, phone 623-856-6163, prior to performing any chemical treatment and/or pumping services for OWS or grease traps. Upon completion of work, the contractor will deliver a signed, legible inspection/service report to the Plumbing shop, identifying activities performed, condition of the OWS, and chemicals used.

2. SERVICE DELIVERY SUMMARY:

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: None

4. GENERAL INFORMATION:

4.1. QUALITY CONTROL: Contractor shall develop and maintain a quality inspection program to ensure services are performed in accordance with the PWS and all regulatory standards and codes. The contractor shall develop and implement procedures to identify and prevent defective services from recurring.

4.2. QUALITY ASSURANCE: The Government will periodically evaluate the contractor’s performance by monitoring performance to ensure services are received. The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's performance.

4.3. HOURS OF OPERATION: Normal duty hours are 7:00 am to 5:00 pm, Monday through Friday. These hours are concurrent with the local Base Civil Engineer maintenance shops.

4.5. SECURITY REQUIREMENTS: The contractor shall ensure each employee obtains a contractor badge issued by the Security Forces Squadron.
