Combined Synopsis/Solicitation

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. This solicitation FA488719QA069 is being issued as a Request for Quote (RFQ) for a handheld self-positioning laser scanner system.

iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-101 effective 26 October 2018.

iv. This RFQ is issued under FAR Part 13 – Simplified Acquisition Procedures. This effort is being procured as a total competitive Small Business Set-aside. The North American Industrial Classification System (NAICS) code is 334118, Computer Terminal and Other Computer Peripheral Equipment Manufacturing, with a small business size standard of 1000 employees.

v. Specifics. The contractor shall provide all labor, tools, materials, and transportation necessary to deliver the following: Portable 3D scanner with all necessary equipment required to scan and program parts. Scanner program will be compatible with SolidWorks, 3D additive manufacturing and FeatureCAM.

vi. The contractor will provide one hand held portable 3D scanner (compatible with Autodesk, SolidWorks, FeatureCAM, 3D Systems already in place software), portable laptop work station compatible with portable 3D hand scanner, 12 months hardware support (warranty), 3 days onsite training for 3 people, and compatible software program for both the hand scanner and already in place software listed below. The Scanner and above listed components must meet or exceed the following characteristics:

Compatible software:Autodesk, SolidWorks, 3D systems
Scanner set-up:No rigid set-up required. Part and scanner need to move freely during scan operations. Needs to have use in confined spaces.

vii. Equipment Location: The contractor will be responsible for all parts, materials, transportation, and labor of the delivery or shipment to Luke AFB of all aforementioned items in full working order. The contractor must coordinate all deliveries with TSgt Robert Burns, the Aircraft Metals Technology point of contact. Deliveries will be made between Monday and Friday, between 7:00AM and 4:00PM local time, and not on a US holiday.

viii. The following price list includes line item number(s) and items, and units of measure. Ensure the line items are included in the quotation provided in response to this solicitation.

ix. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The responsible offerors must be registered in the System for Award Management (SAM) database available at (https://www.acquisition.gov). Lack of registration in SAM will qualify contractor as ineligible for award. All responsible sources may submit a quotation in response to this solicitation, which shall be considered.

x. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contract award will be made to the lowest evaluated price meeting or exceeding the minimum acceptability standards for non-cost factors. Quotes will be evaluated on an “acceptable” or “unacceptable” basis. Technical Capability will be rated on an “acceptable” or “unacceptable” basis. The following factor(s) shall be used to evaluate offers:

b. Technical capability of the items offered to meet the Government requirement

xi. Provisions at FAR 52.212-3, Alt 1 Offeror Representation and Certifications Commercial Items, Alternative I applies. The offeror shall complete only paragraphs

(b) of this provision if the offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov.

xvi. Quotes shall be received no later than 12:30 p.m. PT on 26 April 2019. Request for information must be submitted NLT 12:30 p.m. PT on 23 April 2019. xvii. No paper copies of the solicitation, performance work statement, maps or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) prior to submitting an offer in order to be eligible for award. The SAM site is https://www.sam.gov/index.html. The government will not pay for any information submitted in response to this solicitation.

xviii. If at any time the Government determines that the requested equipment/services are no longer required, the Government reserves the right to cancel the solicitation and not make an award. This announcement does not commit the Government to award a contract.
