PERFORMANCE WORK STATEMENT

NONPERSONAL SERVICES CONTRACT

LUKE AFB AZ

CATHOLIC RELIGIOUS EDUCATION COORDINATOR

30 October 2017

1. CONTRACTOR POSITION TITLE: Catholic Religious Education Coordinator

2. SCOPE OF RESPONSIBILITIES. The Catholic Religious Education (RE) Coordinator serves as a resource person, advisor and coordinator of RE for the Luke Air Force Base (Chapel Corps Catholic Program). The coordinator shall assist the GS Catholic Priest, Wing Chaplain, or designee (CP, WC hereafter) in performing services to meet the spiritual needs of all active duty personnel, their families, and other authorized personnel.

3. EDUCATION AND EXPERIENCE QUALIFICATIONS. The Catholic RE coordinator must:

3.1 Must be a certified Catechist by the Archdiocese for Military Service (AMS).

3.2. Furnish a resume including academic and work related references: include 15 years’ experience as religious education coordinator on a military installation. Have a minimum 15 years’ of experience directing and coordinating a large Catholic Religious Program for all ages (from potty trained children, to adults).

3.3. Ability to maintain a children’s program with approximately 150 children and develop short and long-term growth plan for the RE program. Be able to work in a pluralistic environment, managerial experience, secretarial skills and computer proficiency.

3.5. Obtain, within 90 days of this contract, Red Cross First Aid Training, CPR Training, and Infant CPR Training at no cost to the contractor. Contractor must provide a copy of their Red Cross Card to the Superintendent/NCOIC of Chapel Operations to be filed.

3.6. Demonstrate the ability to maintain healthy, functional interpersonal relationships with coworkers, chapel staff and parishioners via resume references.

3.7. Be qualified to perform the required services with minimal direction.

3.8. Applicant is subject to a personal background investigation CNACI. Mandatory disqualifying criteria include any conviction of sexual offense, a drug felony, a violent crime, or a criminal offense involving a child or children.

3.9. Provide reference or documentation demonstrating abilities to plan, prepare and feed 300 people.

4. GENERAL RESPONSIBILITIES. The RE coordinator will:

4.1. Be an active member in the Catholic Chapel program. Candidates for this position must be able to work with chaplains from multiple denominations.

4.2. Must be able to maintain neat, clean and well-groomed professional appearance and conduct themselves in a businesslike manner.

4.3. Ensure security, cleanliness, and original configuration of all facilities utilized in conjunction with religious education programs.

4.4. Develop, schedule, and implement all annual Catholic Religious Education programs and activities for all ages. These activities include, but are not limited to: Sunday School, Children’s Church, Bible Studies, Vacation Bible School (VBS), Catholic Youth of the Chapel (CYOC), RCIA, fellowships, socials, and other programs as directed by the CP or WC.

4.5. When CTOF or appropriated funds are available, participate in at least one continuing education or professional development event each year.

4.6. Comply with mandatory training requirements for all contractors and be responsible for maintaining current training records. Training includes, but is not limited to Internet-based training, and First Aid and CPR and denomination requirements

4.7. Possess the qualities of integrity, professionalism, and positive work ethics in relation to chapel personnel and volunteers.

4.8. Participate in staff training, meetings, and team building activities that will help facilitate continuity among staff members and chapel programs.

4.9. Assist in the preparation of MAJCOM and Wing directed inspections in areas related to Catholic RE.

4.10. Contractor work period shall be 40 hours per week to include weekends. Contractor will coordinate with the GS Catholic Priest, Wing Chaplain, or designee on the hours of operation within the office. The Contractor will be required to post office hours of operation on office door.

4.11. Have basic working skills with computer programs: Microsoft Word, Excel and PowerPoint.

4.12. The contractor shall establish and implement methods to ensure all keys issued to the contractor by the government are not lost, misplaced or used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

4.13. The contractor shall ensure the pass and identification items required for contract performance are coordinated with the 56th Contracting Squadron, Luke AFB AZ.

4.14. Submit monthly invoices by 5th of the following month with Wide Area Work Flow (WAWF) as well as internal time sheet validated by NCOIC, Resource Management.

4.15. Adhere to and administer Luke AFB Catholic Parish Code of Conduct to all specified volunteers working with children below the age 18 (see Attachment 1).

5. SPECIFIC RESPONSIBILITIES. The Catholic RE coordinator will:

5.1. Participate in parish planning, Catholic Parish Advisory Council (CAC) as the RE representative, and other meetings involving Catholic ministries.

5.2. Assist in the development of an annual Chapel Tithes Offering Funds (CTOF) budget and core religious education curriculum as directed by the GS Priest, Wing Chaplain, or designee. In addition, the Catholic RE coordinator is responsible for executing RE budget requirements.

5.3. Coordinate with Catholic program leaders, to produce an annual calendar of events for all Catholic RE programs working collaboratively with Catholic parish leaders, if appropriate.

5.4. Recruit volunteers to ensure successful RE Program. Provide for their training, to ensure compliance with an Air Force Directives for example: literature, training, forms, and supplies.

5.4.1. Provide orientation for new volunteers about facilities, funding, religious education policies and available resources etc.

5.4.2. Organize classes; recruit volunteer teachers, substitutes, and other necessary staff; trains volunteer teachers; and provide workshops as required.

5.4.3. Organize annual volunteer teacher refresher training, events, retreats each year. Plan an annual event to honor and recognize volunteer staff.

5.4.4. Organize annual CYOC retreats each year

5.5. Assist Wing Chaplain, GS Catholic Priest, or designee in planning/coordination of RE events and other activities to include special events/programs, e.g. the Fall Festival, Annual Parish Picnic, Vacation Bible School (VBS) etc.

5.6. Coordinate and oversee all publicity needs for Catholic RE program in accordance with Air Force Instructions and Chapel Operating Instructions.

5.7. Maintain statistical data on attendance, classes and volunteers etc.

5.8. Coordinate with the chaplain assistant in charge of the Chapel Background Check Program. All volunteers working with youth below the age of 18 can work with children under the age of 18 after an adjudicated FBI Fingerprint check and a favorable Installation Records check as directed by Department of Defense Instruction (DODI) 1402.5 Criminal History Background Checks.

5.9. Be responsible for ensuring all money is properly handled in accordance with Air Force Instructions and Chapel Operating Instructions.

5.10. Plan, coordinate and submit accurate facility requests and other support requests for all program events and activities with appropriate chapel staff in a timely manner.

5.11. Contractor is responsible for continuous contract performance throughout contract period. In absence, coordinate with CP or WC and program leaders to ensure affected events and programs are adequately staffed and resourced.

5.12. Plan and orchestrate Catholic Parish outreach ministries for 56 FW, Luke AFB AZ personnel to include weekly dorm dinners for approximately 60 Single Airmen and monthly flightline meal for approximately 200 personnel.

6. HOURS/UNITS OF WORK: Rates will be on a per unit basis. A unit is defined as a minimum of one hour teaching, coordinating, lesson planning, training, office hours, etc. or per event. Number of units performed may not exceed 2,050 for the year. Total number of units includes 20 hours of sick time per year, additional sick time will not be paid.

7. THE WING CHAPLAIN.

7.1 Review the contract annually to consider exercise option.

7.2 Provides CTOF or Appropriated Funds for at least one training event relating specifically to RE when funding is available. (Subject to the rules governing TDY travel for non-personal; contractor training IAW AFI 52-105)

7.3. Ensures the rate of payment for the services is described in the Performance Work Statement (PWS) is in 12 monthly installments

7.4. Provides office space to perform services described in this PWS

CODE OF CONDUCT FOR LUKE AFB CATHOLIC COMMUNITY PERSONNEL

Introduction Luke AFB Catholic Community Clergy, Staff and Volunteers (namely ministers) have a special influence in the lives of the people to whom they minister. Because of the respect and reverence with which many people seek help from the church’s ministers, there is an imbalance of power and hence a vulnerability inherent in that relationship.

Therefore, in these circumstances, it is likely that there is an absence of meaningful consent to any sexual activity. This imbalance of power makes any sexual activity always inappropriate and immoral. This is especially true in the case of minors.

As in other helping professions, the special nature of the relationship between Luke AFB Catholic Community Clergy, Staff and Volunteers and the people they serve calls for a higher ethical standard of behavior. In such relationships the appropriateness or inappropriateness is judged not by the intent of the agent, but by its impact upon the recipient. Not only must the actual behavior of all Luke AFB Catholic Community Clergy, Staff and Volunteers comply with professional ethics and Catholic moral standards, they are all expected to act in ways which do not give the appearance of impropriety.

Code of Conduct for Luke AFB Catholic Community Personnel I. Luke AFB Catholic Community Clergy, Staff and Volunteers who minister to children and young people must maintain a professional role and be mindful of the trust and power they possess as ministers to children and young people. During such times as those individuals are ministering to children and young people, they shall:

1) Never touch a minor in a sexual or other inappropriate manner.

2) Never be alone with a minor in a residence, rectory, sleeping facility, or any other closed room with the exception of the room reserved for the Sacrament of Reconciliation (Confession), and therapy rooms in a licensed mental health facility.

3) Never share a bed with a minor.

4) Never take an overnight trip alone with a minor.

5) Never provide to a minor sexually explicit or pornographic materials such as music, recordings, films, games, web sites, computer software, or entertainment.

6) Never provide to a minor alcohol, tobacco, or illegal drugs, or any mind altering substance or psychotropic medication that has not been prescribed to that minor.

7) Never use, possess, or be under the influence of illegal drugs.

8) Never inflict physical (corporal) punishment on a minor.

II. Measures to Aid in the Observance of the Code of Conduct

1) Report any suspected child abuse or neglect to the proper authorities immediately.

2) Do not engage in physical contact when alone with a minor with the exception of being in a licensed professional setting.

3) Do not stay overnight with a minor unless there is another adult present in a supervisory role.

4) Do not drive alone with a minor except in an emergency or in a professional capacity such as a therapist transporting a minor.

5) Refrain from giving expensive or inappropriate gifts to minors.

6) Do not meet privately with a minor in rooms, offices, or similar areas where there is no window or where the door cannot remain open. If one-on-one pastoral care of a minor is needed (e.g. the Sacrament of Reconciliation), do not meet in isolated locations.

7) Exercise caution in communicating with minors through e-mail or on the Internet. Share only work-related or ministry-related e-mail addresses with minors. Do not participate in chat-rooms or social media sites with minors.

8) Ensure that all personally assigned activities (extra-curricular, catechetical, youth ministry, scouting, athletics, etc.) have been approved in advance by an appropriate administrator.

9) Have an adequate number of adult supervisors at events (generally one adult per seven minors). A minimum of two adults in supervisory roles must always be present during activities for minors.

10) Release minors only to parents or guardians, unless the parent or guardian has provided permission allowing release to another named adult. If a parent or guardian has forgotten to pick up a minor, the parent or guardian must be contacted before the minor is released to another adult.

11) Do not take minors away from the Luke AFB Community Chapels, Bldg. 1150 classrooms, etc., or for field trips without another adult present in a supervisory role, except in the case of an emergency. Obtain written parental permission before such activities. Permission slips should include the type, locations, dates and times of the activity and emergency contact numbers.

III. Practical Suggestions A. Conduct that May be Permissible:

Appropriate affection between Luke AFB Catholic Community Clergy, Staff and Volunteers and minors constitutes a positive part of Church life and ministry. Nonetheless, any touching can be misunderstood and must be considered with great discretion. Depending on the circumstances, the following forms of affection are customarily (but not always) regarded as appropriate:

1) Verbal praise.

2) Handshakes.

3) “High-fives” and hand slapping.

4) Pats on the shoulder.

5) Brief (emphasis on brief) hugs.

6) Holding hands while walking with small children.

7) Sitting beside small children.

8) Kneeling or bending down for hugs with small children.

9) Holding hands during prayer.

10) Pats on the head when culturally appropriate.

B. Conduct that is Not Permissible:

Some forms of physical affection have been used by adults to initiate inappropriate contact with minors. In order to maintain the safest possible environment for minors, the following are examples of affection that are NOT to be used (except, perhaps, during incidental contact that might occur in the course of first aid or medical treatment):

1) Inappropriate or lengthy embraces.

2) Kisses on the mouth.

3) Touching buttocks, chests or genital areas.

4) Showing affection in isolated areas, such as bedrooms, closets, staff-only areas or other private rooms.

5) Wrestling with minors.

6) Tickling minors.

7) Piggyback rides.

8) Any type of massage given by a minor to an adult.

9) Any type of massage given by an adult to a minor.*

10) Any form of unwanted affection.

11) Compliments that relate to physique or body development.

*Note: #9 may be permissible as part of professional therapy by a professional physical therapist.
