STATEMENT OF WORK

Repair Make-Up Air Units at Building 922 Luke Air Force Base, Arizona 1 November 2017

1. OVERVIEW

Currently, we maintain an extensive corrosion control program on Luke’s F-16 aircraft as well as contracted MOD team maintenance on F-35 aircraft at Building 922. The paint booth inserts in Building 922 are ventilated and climate controlled via Cel-Air 41,000 CFM double inlet/single fan industrial make-up air units (MAUs), Model Number S404100HW. The internals of each of the 4 MAUs is severely corroded and have extensive water leaks, which greatly reduce their overall efficiency. The potential failure of this equipment will hinder the mission at Luke AFB by creating extensive work stoppages and a loss of ability to maintain an effective corrosion prevention and control program for all of Luke AFB and Foreign Military Sales aircraft. Aircraft will be sent off-base for painting at an increasingly higher cost of approximately $14K per aircraft and, during which, will not be available for mission tasking.

2. DESCRIPTION OF WORK.

2.1. This project includes all necessary demolition, construction, testing, and disposal to perform work listed in description of work below.

2.2. Performance Period: All work shall be completed within 60 calendar days after the Notice to Proceed is issued.

2.3. Phasing: This project will require planned phasing. At least one paint booth bay shall remain operational through the entire performance of work period.

2.4. Project Requirements:

2.4.1. Vendor will replace the water basins, submersible pump and float systems, and the cell deck.

2.4.2. Vendor will clean the hot water coils.

2.4.3. Vendor will either flush the internal plumbing system to remove built-up scale deposits, or will replace components as necessary.

2.4.4. Vendor will perform necessary repairs to the evaporative media holding frames to ensure media stays securely in place.

2.4.5. Vendor will replace the evaporative media.

2.4.6. Vendor will replace the air filters

2.4.7. Vendor will repair or replace most severely corroded outlet ducting

2.4.8. Vendor will adjust fan motor belt tension, max fill rate, water flow rate, and the bleed rate.

2.4.9. Vendor will lubricate fan motor bearings, fan shaft bearings, and motor base adjustment bolts.

2.4.8. (Optional Depending on Cost) Vendor will apply a polymer corrosion preventative to internal components to mitigate future corrosion concerns.

3. GOVERNMENT FURNISHED INFORMATION, PROPERTY, SERVICES

3.1. No Government furnished equipment (GFE) or services.

3.2. Upon the Vendor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to work.

4. GENERAL INFORMATION

4.1. GENERAL

The Vendor shall furnish all materials, equipment, and personnel necessary to design, manage, and accomplish the repair project within the scope of the performance period. The Vendor shall thoroughly review the request for proposals and advise the contracting officer of potential problem areas prior to submitting a cost proposal. No alterations, additions, or deletions shall be made unless prior written approval is given by the Contracting Officer. Under no circumstances is the Vendor to begin any work on the project until a Notice to Proceed is issued by the Contracting Officer.

4.2. SITE VISIT

The Vendor shall inspect the site where services are to be performed. This site review shall satisfy the Vendor’s need to identify all general and local conditions that may affect the cost of the contract. Failure to inspect the site will not constitute grounds for claims after award of the contract.

4.3. REQUIRED SUBMITTALS

The Government reserves the right to request submittals on any product or service for duration of the contract.
