Statement of Need

The contractor shall provide the following size of intermodal storage containers:

At least standard 40’L x 8’W x 8.6’H. High cubes are allowed.

Delivery Information:

25 Containers shall be delivered to the Gila Bend Air Force Auxiliary Field (GBAFAF).

Remaining 48 containers shall be delivered to the water well 6 miles west of Range 1 (approximately 50 miles south of Gila Bend AFAF). The contractor will enter through the main gate at Gila Bend AFAF for all deliveries.

Period of Performance: 60 days After Receipt of Order

Contractor Access:

All personnel delivering containers to the Gila Bend AFAF will be required to view a Range orientation video (approximately 20 min.), receive strict orders and procedures on entering and exiting a live bombing range, and sign a hold harmless agreement prior to entering any range. Contractor must complete LAFB Form 338, Installation Access Affidavit, and attach copies of 2 forms of identification for all personnel requesting access to the facility (LAFB Form 338 will be provided by the Contracting Office to the recipient of the award). This process includes a background check. After successful processing, these forms are presented to GBAFAF security for issue of AF Form 75 Visitor Pass. Every authorized contractor individual shall provide a valid driver's license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.

All containers must be lead free, asbestos free and be rated A or B for hazardous material, constructed of steel (no aluminum or plastics). Wood floors are acceptable. Containers must not be painted with lead-based paint or be lined with insulation or asbestos.

Containers shall have no shelves, dividers or roofing materials.

Containers must be structurally sound. However, they may have small holes (no more than 3 per container). Deliveries shall be conducted during the designated time period:

6:30 AM - 3:00 PM local time, Monday - Friday. Under extenuating circumstances, the Contracting Officer may temporarily approve an alternate delivery schedule pending approval and coordination with the Range Management Office.

Contractor shall have an individual on site that is responsible for the delivery of containers to designated locations. Contractor shall download and catalogue all containers. For tracking purposes, the contractor shall also provide a detailed drawing and report to the Government listing container serial numbers and locations after all have been delivered.

Contractor shall provide a forklift or crane for downloading containers. The forklift or crane may be stored at a predetermined location at the GBAFAF at the Contractor’s risk.

The Government will not be responsible for any theft or damage to the equipment. The

Government will NOT provide any personnel or equipment for offloading of containers, escorting on or off a bombing range, or any other type of assistance.
