PERFORMANCE WORK

STATEMENT (PWS)

OIL/WATER SEPARATORS

AND GREASE TRAP

MAINTENANCE FY-17

LUKE AIR FORCE BASE, ARIZONA

25 July 2016

PERFORMACE WORK STATEMENT

1. DESCRIPTION OF SERVICES: The work covered by this statement of work consists of furnishing all plant, labor, equipment, appliances, and materials to pump and service oil/water separators on Luke AFB in strict compliance with the specifications of this contract. The oil/water separators will remain operational during the service of bioremediation and/or cleaning.

The work covered by this PWS also consists of furnishing all plant, labor, equipment, appliances, and materials to maintain grease traps on Luke AFB in strict compliance with the specifications of this contract. The grease traps will remain operational during the maintenance and or pumping.

1.1 MAINTENANCE SERVICES:

1.1.1 Oil/Water Separators (OWS): The contractor shall provide Bioremediation and supplemental as needed pumping services to maintain and minimize oil content in OWS effluent and sludge and to reduce OWS cleanout frequency. Primary treatment is performed through microbes injected into an OWS to break down petroleum products (suspended or dissolved) in the wastewater, floating oil, or sludge from affected facilities.

The reduction agent (Bacto-Dose) will also provide a significant hydrocarbon reduction in suspended solids to greatly reduce the need for pumping. Contractor will provide wastewater pre-treatment and as needed pumping for petroleum based OWSs by products within and from separators located at the facilities (See Appendix A). The treatment will occur by one of two methods depending on availability of electricity:

• Dosing pump that dispenses Bacto-Dose in a constant 24/7-365 days a year method

• Fill bucket with easy-to-read “fill to” line

• Power cord & appropriate hose length.

For use in areas where electricity is not easily available:

• Auto Pail-Top Dispenser

• Fill bucket with easy-to-read “fill to” line

• Discharge hoses

• Battery Operated

Periodic maintenance will require residue to be scraped from the interior surfaces to ensure effective pre-treatment and function of the OWS. The OWS will be monitored on a monthly basis to ensure the interior and exterior areas and surfaces will be free from oily film. All material injected will be tracked through the Hazardous Material Authorization and Reporting procedures. If pumping is required, the contractor will ensure the surrounding area to the separators are free from debris left from the cleaning.

The contractor will remove all material from government property and dispose of at their expense. Disposal will be accomplished in strict compliance with all rules, regulations and codes from local, county, state and federal authorities. In rare instances, the contractor may have to do an on-site analysis of the pumped product. If the contractor needs further analysis they will not do so unless approved by the contracting officer.

Pumping operations must be performed with a truck/tank free from other waste products.

The contractor shall submit a written description of any alternate methods or deviations from plans to the contracting officer and obtain approval from the contracting officer prior to performing the work. Base Personnel will provide map of OWS locations (Appendix C).

1.1.2 Grease Traps: The contractor shall provide Bioremediation and supplemental as needed pumping services to maintain and minimize Fat, Oil, and Grease (FOG) build-up and foreign material from grease interceptors located at the facilities (See Appendix B).

Primary treatment is performed through automatic injection of microbes pumped into grease traps that are non-pathogenic, salmonella free bacteria, that is heavily fortified to consume cooking oils, fats, grease, soap, detergents and sludge. Material approved for injection/treatment must be a specialized hardened bacteria that will survive temperature’s exceeding 150 degrees and solutions of Sodium Hypochlorite 10% per milliliter. The following bacteria are approved for injection:

Bacillus subtilis sp. 1 Bacillus subtilis sp. 2 Bacillus megaterium Bacillus licheniformis Bacillus amyloliquefaceans sp. 1 Bacillus amyloliquefaceans sp. 2 Bacillus pumilus

The injected material must include a powdered stabilizer pre-mixed into the formula to ensure stability of the product and to prevent early termination of bacteria. This will also ensure that after the powder is dissolved into water, the final bacteria solution will remains stable for up to 60 days.

The contractor will provide grease trap pre-treatment and as needed pumping for by products within and from separators located at the facilities (See Appendix B). The contractor will perform and provide initial start-up materials and subsequent maintenance services to ensure units are functioning properly. Following initial treatment, maintenance will occur by one of two methods depending on availability of electricity:

• Dosing pump that dispenses ND/365 bacteria in a constant 24/7-365 days a year method

• Fill bucket with easy-to-read “fill to” line

• Power cord & appropriate hose length.

• Initial

For use in areas where electricity is not easily available for regular maintenance:

• Auto Pail-Top Dispenser

• Fill bucket with easy-to-read “fill to” line

• Discharge hoses

• Battery Operated

Periodic maintenance will require residue to be scraped from the interior surfaces to ensure effective pre-treatment and function of the grease traps. Each grease trap will be monitored on a monthly basis to ensure the interior and exterior areas and surfaces will be free from FOG. All material injected will be tracked through the Hazardous Material Authorization and Reporting procedures. If pumping is required, the contractor will ensure the surrounding area to the separators are free from debris left from the cleaning.

The contractor will remove all material from government property and dispose of or recycle at their expense.

1.2 EMERGENCY PUMPING: Contractor will provide a contingency for emergency pumping due to failure of systems, overload, or at the request of Luke AFB for any wastewater that requires removal and proper treatment. The wastewater may include an OWS, POL System Holding Tank, clarifier, basin, lift station, overflow area, drains, or a Grease Trap. In an emergency situation, Luke AFB will be provided the opportunity to call the pumping contractor directly.

1.3 OWS AND GREASE TRAP SUPPLIES: Contractor will procure and provide, on an as needed basis, necessary operational equipment and additional chemical supplies, including, but not limited to:

1.3.1 Bacto-Dose, ND-365, Free-Flow, agents to free up clogged piping, pump parts, equipment testing mechanisms, office supplies, filter mechanisms, chemicals/fish for algae treatment, repair parts and equipment.

1.4 NOTIFICATION: Contractor shall notify the Plumbing shop in Building 339, Phone 623-856-6163, prior to performing any chemical treatment and/or pumping services for Oil/Water Separators or Grease Traps. Upon completion of work, the contractor will deliver a signed, legible inspection/service report to the Plumbing shop, identifying activities performed, condition of the OWS, and Chemical (Bacto-Dose & ND-365). The contractor’s truck/tank will be available prior to and after, if pumping occurs, for inspection to insure that items are adhered to in paragraph 1.1. The schedule of chemical treatment services and pumping may be adjusted up or down for each facility as required, which is highly dependent on the size and activity of the OWS. Pay for services will be based on the schedule bid price for each facility based on prior year activity (See Appendix A and B).
