INTRODUCTION

The work to be conducted under this design-build contract shall be done under this Basic Statement of Work and its attachments contained therein. This task order shall be accomplished using the Design-Build (DB) method.

2.0

SCOPE OF WORK

2.1

SCOPE & APPLICABLE DOCUMENTS

This Statement of Objectives (SOO) sets forth the requirements for this design and construction effort at Luke AFB, AZ using the design build format. The contractor is to provide the government with a 100% design starting from a government provided 35% concept. The contractor will also provide construction and warranty for the repair of theBuilding 1130 Server Room. All design and construction accomplished pursuant to this contract shall comply with the latest edition of Uniform Building Codes, National Electric Code, the attached documents to this SOO unless the contractor is directed otherwise by the Contracting Officer. Any exceptions must be approved in writing by the Contracting Officer prior to construction start-up. In the event of a conflict between attachments the most stringent will apply.

2.2

DESCRIPTION OF WORK

This project will install upgraded mechanical and electrical equipment in the computer server room in Building 1130 at Luke Air Force Base and will upgrade the interior finishes in the server room and surrounding areas. This project may consist of multiple disciplines in general construction categories. The contractor shall furnish all labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to accomplish the construction of this project. This project will be completed as a design-build using the attached specifications, referenced documents, and project drawings as a guide. The Contractor shall be responsible for providing complete and usable facilities upon the completion of the work.

2.2.1 The contractor will use design drawings and specifications from Stantec Consulting Inc. dated 27 February 2009 for construction of this project.

2.2.2 No work will be done in the training room.

2.2.3 The wall between the server room and training room will remain.

2.2.4 Air Handlers, AH-1 and AH-2, and the associated ductwork may have to be changed to a different type/configuration to accommodate the smaller server room layout. This may also require a change to the outdoor condenser units, CU-1 and CU-2. This may then necessitate a change to the structural supports shown on Sheet S-1.

2.2.5 The contractor will be required to arrange the air conditioning supply diffusers to accommodate the new room/cabinet layout.

2.2.6 The wall/overhead/underfloor electrical layout must be modified to accommodate the revised room configuration.

2.2.7 The lighting/switch layout must be modified to accommodate the revised room configuration.

2.2.8 The contractor will be required to coordinate with the 56th Medical Group to determine which equipment can be moved and/or shut down to accommodate the construction effort.

2.2.9 The contractor will be required to coordinate with the 56th Medical Group who will purchase and install data center cabinet equipment for installation in conjunction with this construction project.

2.2.10 The contractor will submit 65%, 95%, and 100% design drawings for review. The Stantec Consulting Inc drawings will serve as the 35% design. Work will not proceed until final drawings have been accepted by the Government.

2.2.11 The contractor will perform minor renovations, install HVAC and electrical upgrades, and provide full test and balance services in accordance with the plans and specifications.

2.2.12 The contractor will review the drawings and specifications and note any changes in codes and/or standards that must be revised on these documents. The contractor will notify the Contracting Officer of any required changes as a result of this plan review.

2.3

DESIGN PHASE

The contractor shall develop 65%, 95% and 100% design drawings for the renovation of B1130 server room from the government provided 35% concept drawings. 100% design drawings must be in accordance with defined levels of effort necessary to construct the project and provide as-built drawings (both electronically and in hard copy) for retention by the Government. The Contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical adequacy of the final design, and provide quality control of all phases of the task order. Please see section 5.0 and Attachment 4 Design after Award Criteria.

2.3.1 Site Survey / Kickoff Meeting

The Kickoff meeting shall be held at Luke AFB, AZ within 7 calendar days of notice to proceed for design, submittals, and the ordering and receipt of materials (NTP#1). The contractor shall also avail themselves for a “charrette” on the day of Kickoff Meeting / Site Survey. The “charrette” will allow the Government and/or Contractor to discuss any specific concerns not previously addressed.

2.3.2 Verification of Existing Conditions and Site Survey Use of existing condition data provided by the Air Force conveys acceptance and as such does not relieve the contractor of liability associated with performance as the Engineer of Record. The Contractor shall be solely responsible for verification and validation of existing conditions, coordination of existing conditions in parallel with proposed requirements, and above and below-grade condition assessment.

2.3.3 Architect of Record

The term “Architect of Record” in the context of this task order shall mean the principal professional Architect or Engineer. The Contractor shall serve as the “Architect of Record” and, as such, will ensure that all completed designs and as-builts are signed and sealed by the necessary registered professionals. The Contractor is accountable for all aspects of the completed design and as-built drawings under all applicable Federal, State and local laws, regulations and base-specific standards.

2.4

CONSTRUCTION PHASE

Upon the approval of the Contracting Officer, the Contractor may commence onsite construction activities. The Contractor shall complete the work as described below:

2.4.1 On-Site Field Oversight

The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure oversight services throughout accomplishment of this design/build task order. A superintendent approved by the contracting officer must be on site whenever work is being performed. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this task order.

2.4.2 Delivery/Warranty

The Contractor shall complete all inspection and commissioning requirements prior to final inspection. The Contractor shall also prepare and submit a draft DD1354 (“Transfer and Acceptance of DOD Real Property”) at least two weeks prior to requesting a pre-final inspection. The Contractor shall incorporate Government comments from the draft DD1354 and submit a final DD1354 at the final inspection. Following final inspection, the Contractor shall deliver to the Government the signed and sealed as-built drawings in both hard copy and AutoCAD formats. The warranty shall be issued in accordance with FAR 52.246-21.

3.0 General Requirements 3.1 Qualified Personnel The contractor shall ensure that only qualified, competent personnel carry out the tasks outlined in this SOO. Competent is defined as registered professional or, where registration is not applicable, trained, and/or certified in their respective field.

3.2 Air Force Property All materials gathered and/or developed in the performance of these tasks listed shall be returned to and become property of the Air Force; and shall not be used and/or distributed by the contractor without specific written permission of the Contracting Officer’s Representative (COR).

3.3 Design and Construction Requirements The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.

3.4

LUKE AFB SPECIFIC INFORMATION

See Attachment 3 Luke AFB, Master Specifications. The contractor must follow Luke AFB specifications for this contract. Questions regarding Luke AFB Master Specifications must be directed to the Contracting Officer in writing.

4.0 government furnished items Items identified as government furnished items are identified in Attachment (28), 35% Design Concept 4.1 AF Form 103 The Base CE will assist the Contractor with efforts to fully complete the Base Civil Engineering Work Clearance Request (AF Form 103) if necessary. Underground utilities will be located and marked by the government and the AF Form 103 will be returned to the Contractor. It is the Contractor’s responsibility to have a completed and approved Form 103 prior to beginning any construction activities including clearing, grubbing, exploratory geophysical work, etc. Process these requests early to allow sufficient base coordination time for prudent planning and scheduling. The Government shall have 21 days to process each Form 103.

4.2 Staging Area The Base CE will identify space on the jobsite or in a base contractor staging area where the contractor may deliver non‑hazardous materials within the installation.

4.3 Existing Engineering Plans, Etc.

The Base CE will provide the contractor access to existing engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., to facilitate evaluation of the site(s), as needed or requested. The contractor shall plan to verify Government provided drawings for accuracy.

4.4 Kick-off Meeting The Base Contracting Office will host a pre-construction (i.e., Kick-Off) meeting to advise and coordinate on local procedures, safety and security requirements, and project coordination activities. The Contracting Officer Representative (COR) will arrange for a suitable Kick-Off meeting location with teleconferencing capabilities. The COR will ensure the appropriate base agencies attend the Kick-Off meeting to provide necessary information or briefings to facilitate the success of the contract effort.

4.5 LUKE AFB Requirements 4.5.1 See attachment 3 4.5.3 Base Entry and Passes

Personnel identification badges, vehicle passes, and/or entry permits shall be coordinated by the contractor through the Contracting Office.

4.6 Contracting Officer’s Representative (COR) The Contracting Office will provide a COR who will expeditiously review and certify the Contractor’s progress by signing AF Form(s) 3064 and 3065 and monthly Status Reports for the Contractor. (Note: If the COR does not agree that the progress is as represented by the Contractor, he/she shall return the documents to the Contractor for correction.)

5.1

BID SCHEDULE

Contractor shall submit the cost proposal on Attachment 14 for technical evaluation by the government. Contractor shall also show an estimated period of performance for this contract which coincides with AF Form 3064 and detailed Gantt chart (Section 5.3).

5.2

PROJECT MANAGEMENT PLAN

The Project Management Plan shall be submitted by the contractor as an item in RFP response.

5.3 Contract Progress Schedule (AF 3064) The contractor shall submit a signed AF 3064 (or approved equivalent), Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance as described in the Table of Deliverables above. The contractor shall also provide a line graph depicting actual construction progress (solid line) versus scheduled construction progress (dotted line) throughout the period of performance. The progress schedule shall be signed by either the COR or the government contract inspector recommending approval and approved by the contracting officer.

5.3.1

The contractor shall submit a project schedule in the form of a Gantt chart (ex Primavera, MS Project). The AF 3064 should match this project schedule. The schedule shall show enough task fidelity for the contractor to provide a period of performance to a high level of certainty.

5.4 Contract Progress Report (AF 3065) The contractor shall submit AF 3065 as described in the Table of Deliverables above. This report shall be signed by the contractor’s on-site representative in the Remarks section of the AF 3065. The work elements and percentages of the total job identified on the AF 3065 shall be identical to the work elements and percentages on the AF 3064. The contractor shall obtain either the COR or the government contract inspector’s acceptance by signature of the actual reported progress prior to submission to the contracting officer. Additionally, the contractor shall submit the updated AF 3064 as an attachment to the AF 3065. The report shall also include the following:

5.4.1 Current Project Status.

5.4.2 Expected work activities for the following month.

5.4.3 Problems and/or concerns.

5.4.4 Updated Submittal Register

Each invoice shall be accompanied by an AF 3064 and AF 3065 which are signed by the COR or the Government Inspector. The AF 3064, AF 3065, and invoice shall all cover the same period of time.

5.5

MONTHYLY STATUS REPORT (MSR).

The Monthly Status Reports shall communicate activities accomplished during the previous period, document discussions, identification of problems, proposed solutions, corrective actions taken, outstanding issues, and record issues or concerns. The Monthly Status Report shall include a financial tracking table containing columns with the following headings:

5.6

KICK-OFF MEETING

It is the responsibility of the Contractor to coordinate the date and time of pre-construction (i.e., Kick-Off) meeting with the COR, reference Para 4.4. During the meeting, the Contractor shall present a complete overview of the project and review the schedule, highlighting any issues (review periods, material submittals, etc) which are key to maintaining the schedule. The Contractor shall take meeting minutes to include the recording of the attendance list.

5.7

CHARRETTE

The contractor shall perform a charrette as described in the Table of Deliverables. The charrette will allow the Government and/or Contractor to discuss any specific concerns not previously addressed. The charrette shall not be concluded until the Contractor has a complete, workable design concept.

5.8

PROGRESS MEETINGS

The Contractor shall perform Progress Meetings as described in the Table of Deliverables. These meetings will include all relevant base POCs and Contracting Personnel on an as needed basis. These meetings will cover the progress made in the past period and will include any pertinent issues which could affect future task order progress. The following items shall be covered:

5.9 Format of Deliverables An electronic copy of all deliverables shall be provided, formatted for use on the latest version and compatible with the Government’s version of Microsoft Word, Excel, Adobe Acrobat, and AutoCAD. All deliverables shall also be dated. The contractor will be provided samples of the deliverables, upon request.

5.10 Design Submittal Requirements In addition to the requirements of applicable UFCs, each design package shall include the following:

5.10.1 Executive summary with statement of work and all modifications.

5.10.2 Table of Contents

5.10.3 Minutes and sign-in sheets of all meetings pertaining to the development of the design.

5.10.4 Previous government review comments and contractor responses.

5.10.5 All appropriate Engineering Calculations.

5.10.6 Design and Shop Drawings.

5.11 Pre-Final Inspection The Contractor shall conduct a pre-final walk through inspection with Base personnel and publish the pre-final inspection findings in a pre-final inspection (punch list) report. A pre-final inspection shall not be scheduled if the Contractor has not submitted a draft DD Form 1354, Transfer and Acceptance of Real Property.

5.12 Final Inspection The Contractor shall conduct a final inspection with base personnel and publish the findings in a final inspection report. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection (punch list) report. A final inspection shall not be performed until the pre-final inspection (punchlist) report has been resolved. At the final inspection, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Base Civil Engineer (BCE) or other appropriate organization for signature and acceptance, if required.

6.0 contract administration / points of contact Contracting Officer (CO), the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
