About this file

This document is a Salient Characteristics specification for a Submersible Remotely Operated Vehicle (ROV) and a related Federal Contract Opportunity notice.

The Salient Characteristics specify detailed technical requirements for the ROV, including dimensions, weight, electrical power, temperature range, features such as thrust and payload capacity, lighting, manipulator, sensors, tether specifications, and modular design. The ROV must meet or exceed these minimum specifications.

The Federal Contract Opportunity indicates the 355th Contracting Squadron's intent to award a sole source contract to VideoRay LLC for a Defender ROV Submersible system and related kit, including the ROV, controller, sensors, manipulator, tether, and training. Interested parties capable of providing a product meeting the attached Salient Characteristics must clearly demonstrate their capability in writing by the response date. This notice is not a solicitation, but will be used to determine if competitive procedures could be used for this acquisition.

Please adjust Headers to item requirementFeatures: 1.ROV and control box each must be one-person portable (23 kg (50 lbs.) or less with payload).2.ROV must have a minimum of 23 kg (50 lbs.) of forward thrust.3.The ROV must have at least 2.5 kg (5.5 lbs.) of available payload capacity, exclusive of the on-board sensors and accessories outlined above (cameras, sonar, positioning system, and manipulator).4.The ROV vertical thrusters must have a minimum of 10 kg (22 lbs.) of vertical lift for the movement of underwater objects in in the water for the recovery of equipment or drowning victims and / or delivery and movement of underwater devices, equipment, and sensors without having to add additional flotation or buoyancy assist.5.The ROV must be able to achieve a minimum 4 knot speed in no current without payload.6.The ROV and all associated terminations, fittings, sensors, and accessories must be depth rated to at least 300 m seawater.7.ROV lighting must be LED with a minimum of 35 watts and capable of 15,000 forward facing lumen with each array fully adjustable and individually controlled.8.The ROV manipulator must be a modular component and easily attached or removed and a wet mate-able plug.9.The manipulator must run on an electrical 24v power supply provided by the ROV to ensure rapid full 360º head rotation and Jaw closure. The manipulator must include a minimum of five interchangeable jaws to include Parallel Jaw, V-Jaw, Sampler Jaw, Trident Jaw, and Cutter Jaw.10.ROV must have 6 degrees of freedom: Surge (fwd/reverse), Sway (lateral), Yaw (rotate about vertical center), Heave (up/down), Roll (Rotation around the front-to-back axis), Pitch (Rotation around the side-to-side axis) to change sonar grazing angles and camera viewing angles to identify underwater objects.

11.The ROV must include Doppler Velocity Logging (DVL) and autonomous software that allowssystem to hold station, fly to targets autonomously, and / or navigate accurate geodetic paths. The DVLshall be able to lock to the seafloor at altitudes of at least 0.2m and no less than 60m.

12.The ROV must include dual-frequency sonar with a minimum of 130-degree field of view, 120 m(393 ft) range capability for navigation and high-resolution imagery for near field target identification to0.1 m (0.3 ft).

13.The underwater vehicle system (ROV, control box, umbilical, and umbilical deployment case)must not exceed a weight be a maximum of 100 kg.

14.All thrusters should be modular and field programmable so they can be used in differentlocations. Thrusters must be brushless with integrated brushless controller built into thruster housingwith temperature, stall current, voltage, RPM, and leak detect measurement. They shall also be oil filledand be able to be refilled at the customer’s location.

a.The thruster propellers shall be no less than 90mm in diameter b.Minimum Thruster RPM in water shall not exceed 100 RPM for vehicle fine control c.Maximum Thruster RPM in water shall be at least 4000 RPM for vehicle maximum thrust d.All thrusters shall have a guard cover to prevent debris damage to the thruster that can beinstalled and removed without tools e.The system shall be provided with a spare set of propellers which can be installed in the field withoutreturning to a Service Center.

15.The tether must not greater than 10mm diameter to reduce tether drag.16.Tether must be modular plug and play allowing various tether lengths to be plugged together to create a longer length using different tether types (small diameter, negative, neutral) allowing the system to be customized for different operations and environmental conditions.17.The ROV must have modular design and all modules must have a wet-mateable connectors. The modules including the thrusters, camera, AHRS/compass, depth sensor, lights, power supply, shall be field replaceable. All accessories including the sonar, DVL, manipulator shall have modular design and wet-mate able connectors allowing them to be easily removed and replaced in the field. Major components like the camera, ROV power supply, thrusters, lights, Attitude Heading and Reference System need to be a minimum of 2000m depth rated, modular, and separated to minimize system flooding concerns.18.The ROV must operate from a power supply which is 100 - 270 VAC, single phase, peak 3,000-Watt maximum power requirement.19.System must have ability to be operated from a surface supplied power source and both Lithium (longer duration) and NiMH (Shorter duration with less restrictive transportation requirements) on board vehicle batteries.20.All telemetry (1080 HD video imagery, sonar imagery, etc.) shall be transmitted in full resolution to the topside control station and viewable by the operator in real time with no storage (SD card, USB stick, etc.) in the sub that requires downloading or post process viewing and analysis.21.ROV hand controller must include Sonar ranging, video start / stop, photo snapshot, ROV pitch, and manipulator rotation, open and close buttons to allow ease of operation by ROV pilot.

22.ROV and topside operator control panel shall have Global Positioning Systems (GPS) to allow realtime positioning of both the ROV and operator control panel during use.

Please adjust Headers to item requirementAccessories: Case, Sundries, controller, module spares kit, navigation sensor package, oculus sonar, EOD workspace (interoperability with Navy), manipulator kit with 5 interchangeable heads, extended tether (4oov), retrieval tools, training for 5 personnel to (train the trainer" level.
