About this file
This is a Questions and Answers document for RFQ FA487726QA238, issued by the 68th Rescue Squadron under the Department of the Air Force Air Combat Command, addressing inquiries received prior to September 23, 2026 at 1:00 PM PDT.
The solicitation requires a hosted, virtualized TAK (Tactical Assault Kit) Server solution with a 36-month service plan (base period plus two option years), though quoters may present pricing as either a base year plus options or a single 36-month line item if offered as a standard commercial product. The server must support approximately 100 rotating ATAK devices, 25 administrative user accounts, and 4 concurrent course groups of approximately 30 users each, with capacity for one live drone video feed and roughly 40 GB per student data downloads. Technical requirements include the latest TAK Server version, DISA STIG hardening, contractor-managed installation and configuration, DoD provisional authorization at Impact Level 4 (IL4), and CMMC/NIST SP 800-171 compliance. The solution will operate over commercial internet, store nothing beyond Controlled Unclassified Information (CUI), and utilize contractor-issued credential management. Quoters may add line items beyond those specified in the redacted quote attachment to further delineate services. Quote submissions were due September 25, 2026 at 1:00 PM PDT, with evaluation based on the total 36-month price.

Answers for RFQ FA487726QA238 All questions received prior to 23 Sep 26 @ 1300 have been answered on this document.
1. What operating system is preferred (Windows Server, Linux, or no preference)?
No preference as we won’t see the operating system.
1. Does the government require installation/configuration services or hardware only?
The company providing the server space should be the ones who set it up as a TAK Server
1. Is a physical server required, or would a virtualized solution be acceptable?
Virtualized
1. Hosted or on-site? Should the TAK server be a hosted (cloud) service, or physical hardware delivered to the squadron? If it's hardware, please give the delivery location and tell us who will host and maintain it on the government network.
Hosted Service
1. Cloud authorization. The solicitation includes DFARS 252.239-7010, Cloud Computing Services. If the solution is hosted, does the provider need a DoD provisional authorization? If so, what Impact Level (IL2, IL4 or IL5)?
Yes, they need a DoW provisional authorization at IL4.
1. Will the service operate under an existing Government authorization (ATO), or is a contractor-managed service with a current CMMC / NIST SP 800-171 posture acceptable? If Government authorization is required, who is the Authorizing Official and what artifacts or support does the Government expect from the contractor?
Contractor Managed
1. Data type. Will CUI, or any data beyond unclassified training data, be stored on or sent through the server?
Nothing Beyond CUI
1. Will the Government provide user identities (for example CAC or an Air Force identity provider), or is contractor-issued credential management acceptable?
Contractor Managed is acceptable
1. Attachment 4. Paragraph xi says quotes must include part numbers and quantities per "Attachment 4 – Breakdown of Quote (TAK_Server)_Redacted." That attachment wasn't in the posted package. Can you provide it?
Redacted quote will be provided.
1. Period of performance. CLIN 0001 reads "12-Year service plan with 2 option years (total of 36 months)." Can you confirm the requirement is a 12-month base plus two 12-month option years?
The requirement is for 36 months of service, and the total 36-month price will be evaluated for all submitted quotations. The quote may be in the format of a base year plus two option years and/or one CLIN with no options for all 36 months if the 3-year service is a standard commercial offering. A standard commercial offering would be defined as a product or service package that is a standard offering to the public and not packaged specifically as a response to this solicitation.
1. Pricing format. If a 3-year term is a standard commercial offering, should the quote price the full 36 months as one line? Or should it show the base and option years separately, with the 3-year price as an alternate?
The requirement is for 36 months of service and the total 36-month price will be evaluated for all submitted quotations. The quote may be in the format of a base year plus two option years and/or one CLIN with no options for all 36 months if the 3-year service is a standard commercial offering. A standard commercial offering would be defined as a product or service package that is a standard offering to the public and not packaged specifically as a response to this solicitation.
1. May quoters add line items to the Breakdown of Quote attachment (for example a one-time deployment line or an annual software license), or must all pricing map to the listed part numbers only?
Quoters may add line items to further delineate services quoted if necessary
1. Technical requirements. Is a specific TAK Server version required? Does the server need to federate with any existing TAK servers? Does it need DISA STIG hardening?
Latest version.
Does not need to federate with existing servers.
Yes, it needs DISA STIG hardening.
1. Users and groups. How many ATAK devices or user accounts do you expect? How many course groups will need to run at the same time?
100 rotating ATAK devices at a time. We run courses where the students change each course, so the ATAKs attached to the server will change.
User accounts – 25 for admin purposes.
Course groups at same time – 4 course groups with about 30 users per.
These numbers should be flexible as our courses have a differing number of students/instructors.
1. Salient characteristics. Attachment 3 leaves the dimensions, weight, electrical, temperature, warranty and accessories fields blank. Are there requirements for any of these, or do they not apply?
They do not apply.
1. On the 1-10 Gbps line, will the server carry live UAV video to the ATAK devices? If so, about how many concurrent video streams, or what monthly data volume, should we plan for?
It may carry 1 live drone feed.
1. Will the ATAK devices reach the server over the commercial internet, or only from a Government network?
Only from commercial.
1. Attachment 3 (Salient Characteristics) looks like a blank template in the file I pulled from SAM (headers only, no filled specs). Is a completed salient sheet coming, or should quoters use the RFQ text only (one UAV/TAK server with service plan and admin access for 68th RQS ATAK training)?
Yes, the salient characteristics attachment is complete.
1. Also confirming questions are due Wed Sep 23 at 1:00 PM PDT and quotes Fri Sep 25 at 1:00 PM PDT.
Correct
1. How much data will students be downloading at the front end of training, Roughly 40 GB per student
