Performance Work Statement (PWS)

April 14th, 2026

Project: Fleet Air Compressor Replacement Location: Nellis Air Force Base, Nevada Ellsworth Ave 89156 Building 61685

1.0 Introduction/Background

This Performance Work Statement (PWS) outlines the requirements for the removal of an existing air compressor and the subsequent shipping, installation, and commissioning of one (1) new Fleet Air Compressor and one (1) new Oil Water Separator. The purpose of this project is to replace critical infrastructure to ensure a reliable and continuous supply of compressed air for mission-essential operations.

2.0 Scope of Work

The contractor shall provide all labor, materials, equipment, and transportation necessary to complete this turnkey project. The scope includes the de-installation and removal of the Government's existing air compressor, the shipment of the new equipment to the site, and the complete installation and operational verification of the new Fleet Air Compressor and Oil Water Separator. The project must be executed to ensure the lowest possible timeline from award to operational turnover.

3.0 Performance Requirements

The contractor shall deliver and install a complete and fully functional compressed air system that meets or exceeds the following standards:

Requirement Standard

New Equipment The contractor shall provide one (1) new Fleet Air Compressor and one (1) new Oil Water Separator, compliant with all manufacturer specifications and relevant industrial standards.

System Installation

All equipment shall be installed in a professional, workmanlike manner, conforming to manufacturer's installation guidelines, industry best practices, and all applicable federal, state, and local codes.

Operational Verification

Upon completion of installation, the system must be fully operational, free of leaks, and capable of providing a continuous and stable supply of compressed air as per its design specifications.

Debris Removal The contractor is responsible for the complete removal and proper disposal of the old air compressor, all project-related debris, and any associated waste materials.

Safety Compliance

All work must be performed in strict adherence to OSHA safety standards and all applicable base-specific safety regulations.

4.0 Tasks

4.1 Project Management

• The contractor shall assign a dedicated project manager to serve as the single point-of-contact for the Government.

• The contractor shall develop and provide a project schedule that prioritizes the fastest possible completion timeline.

4.2 De-installation and Removal

• The contractor shall safely disconnect, de-install, and remove the existing Fleet Air Compressor from the facility.

• The contractor shall remove the old unit from the Government installation for proper disposal in accordance with environmental regulations.

4.3 Shipping and Delivery

• The contractor shall be responsible for all logistics and costs associated with shipping the new Fleet Air Compressor and Oil Water Separator to the designated location at Nellis AFB.

4.4 Installation

• The contractor shall install the new Fleet Air Compressor and Oil Water Separator at the designated site.

• Installation shall include, but is not limited to, securing the units, making all necessary mechanical and electrical connections, and integrating the system with existing infrastructure as required.

• The contractor shall perform a final operational test to demonstrate that the system is functioning correctly and meets all performance requirements.

5.0 Deliverables & Warranty

Deliverable Requirement

Project Schedule

A detailed, aggressive timeline for project completion, submitted for Government review prior to start of work.

Material Submittal

Technical data sheets for the proposed Air Compressor and Oil Water Separator must be submitted for Government approval prior to procurement.

Warranty The contractor shall provide a written minimum 1-year warranty covering all workmanship, materials, and equipment against defects under normal service conditions.

6.0 General Information

Note: The following sections contain general clauses and must be updated with Nellis AFB-specific instructions, points of contact, and regulations.

6.0.1 Contract Manager

The contractor shall provide an on-site project manager who shall be responsible for contract performance and can act for the contractor on all matters relating to the daily operation of the contract. The contract manager must be able to read, write, speak, and understand English fluently and have a minimum of three years’ experience in related work.

6.0.2 Contractor Employee Restrictions

The contractor shall not employ persons for work on this contract if such employee is identified by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

6.0.3 Conflict of Interest

The contractor shall not employ any individual who is an employee of the United States

Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DODD 5500-7, Standards of Conduct.

6.0.4 Government Hours of Operation

• The official hours of operation at Nellis AFB are 7:00 a.m. – 11:00 p.m., Monday through Friday, excluding federal holidays.

• The contractor shall coordinate with the COR for any work required outside of these normal hours at least two business days in advance.

6.0.5 Recognized Federal Holidays

The following federal holidays are observed: New Year’s Day, Martin Luther King's Birthday, Presidents’ Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day.

6.0.6 Fire Prevention and Safety

Contractor employees shall comply with the installation's Fire Protection Program and all applicable Air Force and OSHA safety standards. The contractor is exclusively responsible for providing all necessary safety equipment and ensuring compliance with all laws and regulations for the protection of their employees.

6.0.7 Work Areas

The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe, and workmanlike condition. The contractor is responsible for the removal and proper disposal of all job-related waste material at a permitted site.

6.0.8 Inspection of Services

The contractor’s work shall be subject to Government inspection at any time. Upon completion of work, the contractor shall notify the COR for a joint final inspection.

6.0.9 Utilities

The Government will provide access to necessary utilities (water and electricity) at the installation site. The contractor shall practice utility conservation.

6.0.10 Emergency Services

The contractor will be provided with contact information for on-base emergency services (Security Forces, Fire). For medical emergencies, the contractor should call 911.

6.1 Security Requirements

6.1.1 Base Access and Identification

The contractor and all employees shall comply with all installation access and security requirements, including obtaining proper identification badges for all personnel. The contractor shall submit a list of all employees (including full name, date of birth, driver's license number, etc.) to the COR at least two weeks prior to the start of work to facilitate security checks.

6.1.2 Traffic Laws

Contractor employees shall comply with all installation traffic regulations, including but not limited to speed limits, prohibitions on cell phone use while driving (unless hands-free), and mandatory seat belt use.

6.1.3 Random Personnel and Vehicle Searches

Contractor personnel and vehicles are subject to random searches while on the installation. Refusal to comply may result in denial of entry or debarment.

6.1.4 Weapons, Firearms, and Ammunition

Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or in their vehicles while on the installation.

6.1.5 For Official Use Only (FOUO)

The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements regarding the marking, handling, and safeguarding of FOUO material.

6.1.6 Reporting Requirements

Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, resources, or information.

6.1.7 Physical Security & Key Control

The contractor shall safeguard all Government property. At the close of each work period, Government facilities and materials shall be secured. The contractor shall establish and implement methods to ensure any Government keys issued are not lost, misplaced, or used by unauthorized persons, and shall not duplicate any keys.

6.2 Environmental Protection Compliance

6.2.1 Environmental Laws and Regulations

The contractor shall comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection. The contractor is responsible for any penalties or fines resulting from violations.

6.2.2 Hazardous Materials/Waste

The contractor shall be responsible for the proper management of both hazardous and non-hazardous waste. The contractor shall segregate, handle, transport, store, and dispose of all materials in accordance with the Resource Conservation and Recovery Act and all applicable regulations. The contractor shall coordinate all hazardous material shipments with the Installation Environmental Office at 312-682-6097.

6.2.3 Hazardous Material (HAZMAT) Handling

The contractor shall receive approval from the Installation Environmental Office prior to handling, using, or storing any products that require a Safety Data Sheet (SDS) on the installation. The contractor shall submit a HAZMAT worksheet to the COR prior to bringing any HAZMAT onto the base and shall maintain one copy of the SDS for each HAZMAT item used.

6.2.4 Prohibited Substances/Chemicals

The contractor shall not use products that are, or contain, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bio-accumulative and Toxic (PBT) chemicals. Any HAZMAT containing one of these banned substances will not be allowed on base. Contact the Installation Environmental Office at 312-682-6097with any questions.

6.2.5 Hazardous Materials/Waste Spills

The contractor shall take every reasonable precaution to prevent spills of HAZMAT and shall immediately report any spills to the COR and the base fire department by calling 682- 9630. The contractor shall clean and dispose of all HAZMAT spills in accordance with all applicable regulations and shall bear the full financial obligation for the cleanup and disposal of any spills caused by contractor employees.
