About this file
This document is a Questions and Answers (Q&A) summary addressing ten clarifications submitted by prospective offerors for a federal contract solicitation regarding HC-130J Combat King II aircraft maintenance stands to be installed at Davis-Monthan Air Force Base, Building 129.
The acquisition requires offerors to design and deliver a wraparound ISO stand system capable of accommodating the HC-130J Combat King II aircraft with short fuselage configuration. Key technical requirements include stand heights ranging from 76 inches (minimum) to 96 inches (minimum operational heights), with stability required throughout the entire adjustment range. The concept design submission must minimally include raised and lowered stand heights, stand dimensions, stair and gate locations, stand-to-stand connection details, attachment/interface points, and electrical and utility connection specifications. Government responses clarify that the contractor shall account for integration with existing facility systems, including electrical power and compressed air currently available in Building 129, though existing infrastructure may require modification. A site visit to Davis-Monthan AFB Building 129 can be coordinated to verify utility connection points, hangar dimensions, and site conditions. The solicitation includes both the Nonmanufacturer Rule (FAR 52.219-33) and Limitations on Subcontracting (FAR 52.219-14) with no waivers permitted. The previous performance requirement for six C-130 stand design customers is not a pass/fail criterion; offerors with fewer references may be considered if they demonstrate relevant aircraft maintenance stand design and manufacturing experience. Concept design drawings are excluded from the 10-page technical narrative page limit. Forklift support requests require a minimum two-week lead time submission.

1. Aircraft Variant: Attachment 3 (PWS) refers to a "short model HC-130J" ISO Stand System, while the base solicitation refers generally to a "C-130 ISO Stand." Can you confirm the exact aircraft variant and configuration (e.g., HC-130J Combat King II, short fuselage) so we can ensure dimensional accuracy in our concept design? The maintenance stands needs to accommodate the HC-130J Combat King II aircraft configuration..
2. Site Visit: Neither the solicitation nor the PWS references a site visit to Davis-Monthan AFB or Building 129. Given the precision required to design a wraparound stand system that must fit the aircraft, existing hangar dimensions, and utility connection points, would the Government consider offering an optional site visit, or providing facility/Building 129 layout drawings and existing utility connection point locations to support accurate concept design development? A site visit can be coordinated to Davis-Monthan AFB, Building 129.
Existing facility drawings are attached. Building 129 utility connection points, hangar dimensions, and other site conditions should be verified by the offeror during the site visit to ensure compatibility with the proposed design.
3. Nonmanufacturer Rule: Attachment 4 includes FAR 52.219-33 (Nonmanufacturer Rule) in addition to FAR 52.219-14 (Limitations on Subcontracting). Can you confirm whether the nonmanufacturer rule applies to this acquisition as written, or whether a waiver has been granted? This will materially affect our teaming and manufacturing approach. Yes, both apply and no waiver are not being allowed.
4. Previous Performance Requirement: PWS Section 3.5 requires documentation of 6 previous customers currently using the offeror's C-130 stand design. Is this a pass/fail technical acceptability requirement, or will quotes from offerors with strong general aircraft ground support equipment manufacturing experience, but fewer than 6 C-130-specific references, still be considered for technical acceptability? The requirement for documentation of six previous customers utilizing the offeror’s C-130 stand design will not be evaluated as a pass/fail. Offerors with fewer than six C-130-specific references may still be considered;
however, they must demonstrate relevant aircraft maintenance stand design, manufacturing, and support experience sufficient to establish technical acceptability.
5. Appendices Discrepancy: The appendices document we received (Appendix A-G) references
RFQ#FA520925Q0063, not FA4877-26-QA027. Can you confirm these are the correct and current reference visuals intended for this solicitation, and that they are for illustrative purposes only as noted in PWS Section 2.3? Added an addendum #1 to the solicitation, disregard numbering system on the appendix. The Appendix is correct and current.
6. Concept Design Format: PWS Section 1.5 requires a concept design to be submitted with the initial offer. Is there a required file format, level of engineering detail (e.g., dimensioned CAD drawings vs. conceptual renderings), or minimum number of views/zones that must be depicted?
Concept design submission shall include, at a minimum: Raised and lowered stand height
Stand width and length Stair locations
Gate locations
Stand-to-stand connection details
Attachment/interface points
Electrical connection points Utility connection points
Additional engineering details, drawings, or renderings may be submitted at the offeror’s discretion to support evaluation of the proposed design and may also be requested by us to ensure requirements are met. The intent is for the customer to be able to see the full stand design to assist in identifying technical acceptance requirements.
7. Government-Furnished Utility Connection Points: PWS Section 4.1.2 states the Government will provide access to utility connection points. Can you confirm the exact location(s) and specifications of these existing electrical/compressed air connection points within Building 129 relative to the aircraft parking position, to ensure our utility integration design is accurate? We will provide access to existing utility connection points. Utility connections currently available within Building 129 include electrical power and compressed air.
Existing utility infrastructure may require modification to support the final stand design.
Offerors shall account for integration with existing facility systems as part of their proposed solution.
8. Forklift Support Coordination: PWS Section 3.2.4 mentions the Government may assist with a 10K or 15K forklift with prior coordination. What is the recommended lead time for requesting this support, and should this coordination requirement be reflected in our proposed delivery/installation schedule? Requests should be submitted at least two weeks prior to the required support date.
9. Page Limit Clarification: Please confirm whether the 10-page Part 1 (Technical Capability) limit includes the concept design drawings, or whether drawings are excluded from that page count similar to how the Summary Pricing Sheet is excluded from the 3-page Part 2 (Price) limit. The page limit is for the narrative part of the proposal. Concept design/ drawings are excluded.
10. Our design department noticed that the systems shown in the appendix appear to be a bit taller than what the specification calls for. A maximum height of 96" does not leave much room when the A/C is on jacks, so could you please confirm the height requirements? The 76-inch and 96-inch heights are minimum required operational heights. The stands shall be stable throughout the entire adjustment range between these positions.
