Questions from Vendors answered by Technical Experts:

1. The PWS mentions concrete footers. To what Unified Facilities Criteria (UFC) standard should those be built to? It is unclear to me how concrete footers could satisfy the requirement for both downforce and uplift on this type of structure. Use UFC 3-310-04, Seismic Design for Buildings, UFC 3-320-06A, Concrete, Structural, and UFC 3-220-01, Soils and Geology to design the required foundation.

2. Concrete work for a structure of this type requires a Professional Engineered (PE) stamped drawing that complies with the Unified Facilities Criteria (UFC) to prove to the US government that engineering calculations were performed to ensure the safety and longevity of the structure. Is a PE stamped drawing required for the concrete work? Yes

3. This structure will hold 200,000lbs when fully loaded. This type of high-weight structure requires a Professional Engineered (PE) stamped drawing that complies with the Unified Facilities Criteria (UFC) to prove to the US government that engineering calculations were performed to ensure the safety and longevity of the structure. Is a PE stamped drawing required for the storage structure? Yes

4. Seismic and wind forces in Arizona particularly prioritize wind resistance due to the higher risk of microbursts (which can be more destructive than minor earthquakes). What standard should the structure and concrete footers be engineered to counter these significant forces? Use UFC 3-310- 04, Seismic Design for Buildings, UFC 3-320-06A, Concrete, Structural, and UFC 3-220-01, Soils and Geology to design the structure.

5. If PE stamped drawings and Unified Facilities Criteria (UFC) compliance are not required, will the USG issue a complete & total waiver of liability to the winning contractor? I ask this because the solicitation appears to require zero compliance with any building code or engineering standards. No waiver will be issued.

6. This structure will hold 200,000lbs when fully loaded. Has a GEOTECH report been conducted by the USG to assess subsurface ground conditions? Without a GEOTECH report I am not sure how any engineered foundation would be compliant and safe. Also, without knowing subsurface ground conditions, it is impossible to properly engineer a foundation solution for this type of structure. Will the USG either perform a GEOTECH survey or issue a complete & total waiver of liability to the winning contractor? Contractor shall provide GEOTECH or design to standards identified in UFC referenced above. No waiver for liability will be issued.
