Single Source Justification (Simplified Acquisition)

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 355 Contracting Squadron

Project/Program Name: EA-37B HEADSETS

Requested supplies are David Clark headsets for aircrew use on EA-37B for long duration sorties, operations, and operational sustainability.

The David-Clark 40600G-05 H 10-13X Headsets, associated equipment, and support are required for operational requirements of the EA-37B. This brand/model of headset is specifically designed for EA- 37/B aircrew use for long duration flights, operations, and operational sustainability. Additionally, headsets currently available from the aircraft manufacturer do not properly support sustainability needs, timely replacement requirements, personal protective gear worn by aircrew, and projected future aircrew manning numbers as they are designed to be utilized with the civilian Gulfstream G550 aircraft. Next, early fielding of the EA-37B aircraft as well as Interim Operational Capability timelines do not allow for purchases outside of this Brand Name headset.

Finally, no other brand/model provides the dichotic capability necessary for use with the EA-37B aircraft.

A brand name requirement will be utilized as there are multiple suppliers available for this item. Efforts to obtain competition will be used to the maximum extent practicable. In this case, a total small business set-aside will be utilized, posted on GPE for small business to provide the equipment.

The goal of 355 CONS is to utilize the most efficient and affordable method of procuring supplies in an effort to meet the customer's needs and mission in a timely manner. We are consistently utilizing all available avenues to identify vendors via previous purchase history, market research, known resources, and approved innovative methods.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
