About this file
This document is a Questions and Answers (Q&A) file for the Fixed Wing Airlift Support Services solicitation (FA487725QA356), providing clarifications on various technical and operational aspects of the contract. The Q&A addresses key topics including Part 135 and Part 91 flight operations, aircraft requirements, airfield limitations, insurance coverage, and administrative details such as pricing sheets and potential contract modifications.
Notable responses include confirmation that contractors must have both Part 135 and Part 91 certifications, with Part 135 specifically required for air operations outside 25-mile radii. The government acknowledges aircraft type variations, such as the Twin Otter not having a non-skid ramp, and recognizes that airfield restrictions may limit aircraft selection. Contractors must be FAA Part 5 SMS certified and adhere to DoD Commercial Airlift Review Board (CARB) guidance. The solicitation allows for potential future pricing of repositioning to additional locations not currently included in the Performance Work Statement (PWS), providing flexibility for changing operational requirements.

Questions & Answers
For
Fixed Wing Airlift Support Services
Solicitation ID: FA487725QA356 Questions received will be answered by the government in red.
1. “Will airlift support be conducted under Part 135 or Part 91, or a combination of both (Ref paragraph 2.2 of PWS)? If both are required, will 2 separate price matrices be expected to quote for Part 135 and Part 91 flight operations, respectively?”
a. The contracted vendor must have both. The decision for the contracted vendor to price both differently will be up to their discretion; The requirement will remain the same. Part 135 is required for air operations outside the 25 mile radius for airborne operations.
2. “The aircraft requirements stipulated in 4.4 of the PWS does not apply to all required aircraft as per 4.5.8. If able to provide all aircraft types, the govt must be aware that the capabilities of said aircraft vary. Is it understood and will it be acceptable to submit a given aircraft type per the PWS that does not meet all the aircraft requirements also per the PWS? Example: ‘The aircraft ramp must have a non-skid surface.’, this will only apply to SD-3 Sherpa, SC-7 Skyvan and CASA C-212, and not the DHC-6 Twin Otter”
a. The govt is aware that the twin-otter does not come equipped with a ramp, therefore, a non-skid surfaced aircraft ramp is not required for the Twin-Otter aircraft.
3. “It’s possible that not all aircraft listed in paragraph 4.5.8, C23 Sherpa, SC7 Skyvan, Casa 212, and Twin-Otter may be able to operate at all Places of Performance listed in item No. 6, Example: The runway at Grapevine airstrip is too short for a Sherpa. Would it be technically acceptable to present these aircraft with these limitations?
a. The govt is aware that certain airfield restrictions will limit the govt to particular aircraft selection and usage. The appropriate aircraft will be requested to suit the airfield selected for place of performance.
4. DLA fuel card will reduce operating costs to the government; will the government facilitate the procurement of DLA fuel cards?
a. The govt will not be facilitating the procurement of fuel cards.
5. Are contractors required to be FAA Part 5 SMS certified?
a. Yes, new requirements must serve under Part 135. Per the 14 Code of Federal Regulation (CFR), Part 5 dictates the adherence of this requirement.
b. Prospective vendors must adhere and refer to the guidance of the DoD Commercial Airlift Review Board (CARB) and DoD Instruction (DoDI) 4500.53 in order to be eligible for award of this contract. The DoDI 4500.53 has been attached to this solicitation for convenience.
6. 3.2 and 3.5 of the PWS refers to 3.7, can you clarify if this is a typographical error or should there be a paragraph 3.7?
a. Yes, this is a typographical error post editing. Instead of referencing the missing paragraph, vendors should instead reference the guidance contained within paragraphs 3.3, 3.4, and 3.5.
7. 3.4 refers to “separate contract line item number (CLIN),” the Summary and Pricing sheet does not include this line item. Please provide updated sheet.
a. The Summary and Pricing sheet has been updated to include the missing information and has been reuploaded to this solicitation’s attachments.
8. Will offerors be given the opportunity to price for repositioning to locations not currently included in the PWS (as per 3.6)?
a. Yes, should the customer’s requirement change in the future to include additional locations not dictated on the current PWS, the awarded vendor will be granted the opportunity to price for repositioning for those locations to be modified to the contract.
9. Typical aircraft insurance covers the jumpers up to the point that they exit the aircraft. Is it acceptable to have insurance coverage, that covers MFF and SL operations up to the point that the jumper exits the aircraft (as required per 4.5.2)?
a. Insurance minimum requirements must follow the guidance contained within CARB and DoD requirements. Additional insurance is acceptable, but not required.
