About this file

This is a Questions and Answers document for Solicitation FA487725QA149 regarding the procurement of an Electric Pallet Truck/Jack, dated January 17, 2025. The document clarifies four key points about the requirements: 1) While an 18-inch lift capability for a 463L or ISU-90 weighing 10K lbs is preferred, it is not required as long as the lift can accommodate standard dunnage size of 4"H x 4"W x 88"L; 2) The government has no preferred make/model and will evaluate all quotes against posted salient characteristics, with vendors permitted to submit multiple quotes for different models in separate emails; 3) The government will accommodate electrical requirements through a base electrician for charging equipment; and 4) There are no specific requirements for mast height, tires, or additional options beyond a Deadman switch for safety.

The solicitation is a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 333924. Questions are due by January 20, 2025, at 2:00 PM EST, and quotes must be submitted by January 22, 2025, at 2:00 PM EST. The government will issue a firm-fixed-price purchase order based on lowest price technically acceptable criteria to acquire one Electric Pallet Truck/Jack for Davis-Monthan Air Force Base.

Questions submitted for Solicitation FA487725QA149 (Current as of 17-January-2025)

Q1. Regarding notice FA487725QA149, we can make a pallet truck to move 463L, however in the scope of work, it state the following:

• Lifting Capacity: Able to lift and move a 463L or ISU-90 weighing 10K lbs over 18 inches.

o 18" is an unusual requirement for a pallet truck, is this a typo?

A1. Not required, customer prefers a pallet jack that could lift ISU 18 inches if such a feature exists in commercially available pallet trucks/jacks. Lift should be high enough to allow the standard dunnage size of 4”H x 4”W x 88”L.

Q2. Does the government have a preferred make/model in mind for this solicitation? Thank you.

A2. No, the Government will evaluate all quotes against the posted salient characteristics. Vendors may submit more than one quote containing different makes/models of pallet trucks/jacks. Multiple submissions must be sent in separate emails.

Q3. My team has informed me that there are concerns that no electric lift at 10,000 pound capacity will be able to charge plugged into a wall. It will require an external charger that needs to be connected to building power from an electrician.

A3. No issue, the customer will make appropriate accommodations with a base electrician.

Q4. Seeking clarifications on the following:

o Mast Height o Safety Needs o Additional Options o Tires Needed

A4. No specific requirement or limitations for mast, Deadman switch is the only safety need, no additional options, no specific requirement on tires as truck/jack will only be operated at low speed on pavement.
