About this file
This is a Questions and Answers document from the 355th Contracting Squadron at Davis-Monthan Air Force Base regarding solicitation FA4877-25-Q-A023 for BPA Water Vessels, dated February 10, 2025.
The document clarifies several key requirements: vendors must have 5 years of AFSPECWAR Pararescue training operations experience or equivalent experience with helicopter hoisting operations up to Beaufort scale level 4. The contract will be a 5-year Blanket Purchase Agreement (BPA) running from February 2025 to February 2030, with services provided on an as-needed basis. Pacific Maritime Group Inc. was identified as the previous IDIQ contract holder. Regarding fuel pricing, contractors must provide a matrix showing rates at different speeds (idle, 10 knots, 24 knots, etc.) and price fuel costs into the corresponding CLIN, with the understanding that while task orders are Firm Fixed Price, the BPA itself is not FFP and fuel costs can be reevaluated before task order award. The document also confirms that crew must be capable of operating all boat functions including crane operations, with no exceptions permitted.

DEPARTMENT OF THE AIR FORCE
355TH CONTRACTING SQUADRON (ACC)
DAVIS-MONTHAN AIR FORCE BASE ARIZONA
10 February 2025
MEMORANDUM FOR RECORD
FROM: 355 CONS/PKB
SUBJECT: Response to Questions for Solicitation FA4877-25-Q-A023, BPA Water Vessels
1. Below are the questions (Q) and the Government’s responses (A) to the inquiries received because of solicitation FA4877-25-Q-A023, BPA Water Vessels.
Q1: Under Sections 1.7 Crew Boat Minimum Requirements, 1.7.1 CREW BOAT CREW, and 1.7.1.1- the provided PWS states No waivers or exceptions will exist for this minimum experience requirement.
None of my current vendors have five years supporting AFSPECWAR Pararescue training operations. They may have supported AFSOC 3-4 times over a four-year period. They DO however have a solid three + years supporting NSW, MARSOC and the USCG under our NSWC SOF Readiness Exercise Support Services (SOF RESS) contract. Is that an instant disqualifier?
- Pararescue operations are much different than what other entities may require. This includes the experience in hoisting off a water vessel during up to level 4 Beaufort scale. This is a VERY high-risk activity in certain circumstances. We need competent captains that understand helo hoist operations and how pararescuemen and coast guard rescue conduct these operations. If you want us to consider a vendor, they will have to submit proof of equivalent experience. Otherwise, we will not accept a contractor that cannot meet these requirements.
We have not had a requirement to provide deck hand support to the active-duty component during an exercise. Any of those support functions have been managed by the active-duty personnel. I am not saying it is a showstopper for us, but I will need to verify with the vendors that they are qualified and capable of providing this additional service. Is this a disqualifier or can it be negotiated?
- Active duty does not operate a crane. Active duty allows the crew to operate all boat functions. This is an absolute disqualifier. The crew will recover items using the boat equipment to do so.
For estimated fuel pricing under a FFP contract I would need the proposed training schedule to give you an accurate fuel usage quote that would be cost efficient. For example, I give a fuel cost estimate based on the vessel fuel burn rate per hour X total number of hours of training over the entirety of the exercise. I am required to provide a cost analysis for NSWC when we provide vessels under SOF RESS which is also a FFP contract.
- Fuel rate must be provided on a matrix. For instance, idle xx per hour, 10 knots xx per hour, 24 knots xx per hour, etc. Fuel should be priced into the corresponding CLIN. Since the task orders are Firm Fixed Price the risk of pricing is on the contractor. Therefore a good rule would be to price the fuel as if the boat was at maximum use for the required training days. Do your best to estimate fuel costs however the BPA is not FFP so we can always reevaluate the quoted fuel cost before the actual task order is awarded.
Q2. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
- A2. Pacific Maritime Group Inc performed the previous IDIQ
Q3. Could you please specify the anticipated start and end dates for this contract?
- A3. This will be a Blanket Purchase Agreement (BPA) for five (5) years. Upon agreement date, we can utilize a call order upon agreement of both parties for those years. Estimated Feb 2025 - Feb 2030
Q4. Is the dispatch of tugs and crew boats on an as needed basis?
- A4. It will be on an as needed basis for those five years. We will coordinate in advance to give plenty of time for contractor(s) to be prepared.
Q5. Is this a long-term opportunity? Base plus 4?
- A5. It will be a BPA that will be in place for five years.
Q6. Is this purpose of this solicitation to determining rates and that operational dates are to be determined?
- A6. The purpose is for contractors to provide pricing for the requested services.
And dates will be on an as needed basis for the Orders placed from the BPA.
2. Please acknowledge receipt of this memorandum and direct any additional questions to SrA
