Questions and Answers

Answers by the government will be highlighted in red.

1. The Combined Synopsis and Solicitation states that "The USAF intends to award a Multiple Award Contract (MAC) and an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Live Role Players". How many awardees does the government anticipate? Will the MAC awardees be competing at the task order level?

a. It is currently unknown how many awardees the government anticipates for this solicitation. Awardees will be selected for tasking based upon the end-user’s needs and budget.

2. Based on the provided pricing diagram, how does the Government define the UoM (1 Day, 1 Course, 1 hour)? If the request is for a total proposed price for a course, how many days are required at each location?

a. The government prefers the UoM for live role players (LRPs) based per day. Each unit requesting a task order from this contract will have di ering course curriculums with di ering amounts of days needed for LRPs.

3. Will the Land Warfare and Maritime scenarios be conducted simultaneously?

a. Typically Rescue units by themselves will conduct Land Warfare and Maritime scenarios separately at di erent times. However, there does lie a possibility that one vendor can support two units in two separate task orders requiring either simultaneously.

4. Are there any requirements for the Maritime Air Boss and Land Air Boss to operate concurrently during a CLC course?

a. Not typically, in previous task orders both are designated for either a maritime environment or a land environment to be conducted on di erent dates separately.

However, other units may decide that a concurrent operation between the two roles may be necessary depending on the training.

5. Will the govt confirm that the airboss experience, certification and training requirements are the same for both the Land Warfare airboss (PWS 1.1.1) and Maritme Warfare airboss (PWS 1.1.4)?

a. Certification and training requirements are not the same per role player, please see Appendix C on page 23 of the PWS for more information on experience expectations per role.

6. Can the government provide an estimate of how many individuals will be required for each

CLIN?

a. Based on the various training needs of each rescue unit, it is unknown how many role players will be required for each CLIN. There are currently six di erent rescue units that intend on utilizing this contract and the amounts of role players needed for their training that is conducted throughout the year could vary wildly. In past task orders there had been a requirement for up to 15 role players and up to 30 role players in another.

7. Will the Ground Force Commander (GFC) be solely responsible for managing the role players, or will they also participate actively in the role-playing scenarios with the students?

a. The purpose of the GFC is to serve as the liaison between the cadre and the support sta . They will additionally perform the same functions as the other live role players, whether military volunteers or contractors. There is also a portion where a GFC will not be needed in a leadership or liaison capacity, and he will only be an active role player. The GFC must still maintain the physical capabilities as the role player for that reason.

8. To accurately price OPFOR costumes, could the government provide details on the types of OPFOR units or characters the customer expects for the scenarios?

a. OPFOR uniform: Middle Eastern fatigues or cargo wear for desert environment. Some civilian style wear is also authorized such as jeans and long sleeve shirts. The contractors can be in di erent wear most scenarios and do not have to match. Contractors will not use multicam/OCP uniforms that match the current uniform of the active duty pararescuemen.

9. As a medical patient, can the Government describe the required clothing needed for this CLIN position?

a. Standard civilian attire from Middle Eastern locations; jeans and cargo pants are acceptable. Shorts and open toed shoes are not acceptable. These outfits may become damaged during medical scenario training to include full cutting in order to treat the scenario injury, The contractor should expect the need to replace a few items of clothing each class.

10. Since the contractor is limited to using only SCI Vehicle Operations, can the government provide a point of contact who can advise on pricing for SCI Vehicle Operations?

Additionally, how many rental vehicles will be needed from SCI Vehicle Operations, and what is the duration of activities on SCI that will require vehicular support?

a. The contractor will receive contact information to vehicle operations center at San Clemente Island prior to exercise execution in order to acquire pricing. The contractor may use government leased vehicles at the island, but the contractor is expected to have their own vehicle(s) there for transportation while on the island.

11. How many times per course will the di erent CLINs be performing duties (56 Hours) on military contracted vessels? Will all CLINs be accommodated on the vessel, and if not, which specific CLINs will be?

a. This depends on which training course for which unit in terms of their scheduling needs for each training day. Assuming maritime training is to occur, all contracted personnel designated as maritime live role players participating in the exercise will be accommodated on the vessel as needed.

12. Will the Land FMPs and Maritime FMPs occur concurrently or separately? Additionally, is there a break in support requirements between the phases of the exercise?

a. Land and Maritime FMPs will occur separately per unit exercise and there will be a break in support requirements between the phases in order to set up for the next, IE:

Land FMP to Maritime FMP.

13. What is the duration of the course, and how many days of support are needed for each Task Order?

a. This is dependent on each separate unit’s exercise plan, some may be as short as 4 days while others can extend as long as two weeks.

14. How many Task Orders are planned to be issued per year?

a. That is unknown at this time as this is a new contract being opened to the rescue squadron community. There will at least be a minimum of two per fiscal year.

15. How many days of operations are planned at Davis-Monthan Air Force Base (DMAFB) and how many are planned at San Clemente Island (SCI)?

a. This is also dependent on each separate unit’s exercise plan, for the current requirement it is estimated at seven days DMAFB and fifteen days at SCI, however these dates are prone to shifting.

16. There was no "Supporting Equipment" list provided in Appendix E. Can the Government advise the types of NVG mounts required in PWS 1.5?

a. Attachment “Supporting Equipment” has been added to the solicitation posting on SAM.gov

17. Who is the current incumbent contractor for the CLC Role Player Contract?

a. The current incumbent contractor is Human Domain Solutions.

18. PWS 4.5 mentions that certain scenarios may require continuous operations for up to 48 hours without breaks. Outside of these scenarios, what are the anticipated hours required per day? Will all CLIN personnel be involved in the 48-hour operations? Additionally, how many iterations of 48-hour or 56-hour operations will be required per task order?

a. This is dependent on each separate unit’s exercise plan, the current requirement will have one 48-hour scenario per their training plan during their maritime phase of operation.
