About this file
This document is a set of Questions and Answers related to solicitation FA487724QA504 for a Software Defined Radio (SDR) system required by the 418th Test and Evaluation Squadron (TES) of the Department of the Air Force Air Combat Command.
The key details are:
- The 418th TES requires an SDR system to support Electronic Warfare software programming and threat emulation, including modern data links communications.
- The SDR must meet specific technical requirements, including >400 MHz instantaneous bandwidth (IBW) across multiple channels, 10GbE streaming capability, and potential environmental operating temperature up to 50C.
- The government does not require direct FPGA access or on-board processing, but prefers a finished radio unit rather than a bare board.
- While the initial solicitation is for a single SDR unit, the government may procure additional units after evaluation.
- Quotes must include company information, lead time, pricing, SAM registration, and completed procurement forms. They must be valid for one month.

DEPARTMENT OF THE AIR FORCE
355 TH CONTRACTING SQUADRON (ACC)
DAVIS-MONTHAN AIR FORCE BASE, ARIZONA
09 September 2024
MEMORANDUM FOR RECORD
FROM: 355TH CONS/PKB
SUBJECT: Questions and Answers for FA487724QA504, Software Defined Radio
1. The questions and answers for solicitation FA487724QA504 are as follows:
1. >400MhZ IBW - is that for the radio, meaning any combination of channels combined can equal 400 MHz or is that 400MhZ IBW per Channel = ~1.6G total?
Answer: 100MHz across 4 channels would work for our 400 MHz need
2. >400 MHz IBW creates quite a large raw IQ file to be streamed that might be limited with a 1 GBE connection, is it expected the SDR will have edge (On-Board GPU/CPU) processing in order to stream data and not raw IQ?
Answer: The expectation originally was to not have edge processing. If possible, 10GBE streaming would be ideal
3. Are there any physical size/weight requirements for the SDR?
Answer: I don’t believe so
4. Are there any environmental operating temperature requirements?
Answer: The only possibility would be the desert heat, up to ~50C.
5. Are there A/D bit requirements?
Answer: Since we were not planning on edge processing, no
6. Do you require the ability to have access to FPGA fabric or will you be operating
GOTS/COTS API?
Answer: I do not believe we require direct FPGA access
7. We noted the quote is for a single SDR based on line VI in the Solicitation. Is the government anticipating non-recurring engineering costs in the estimate? TapHere! will incur costs reengineering our current SDR to meet 418th TES specifications.
Answer: No, the government was not anticipating non-recurring re-engineering costs.
Please include it as part of your quote.
8. We noted there was no delivery date required but there was "lead time" listed as part of the response requirement. Does the government have a preferred delivery date for the
SDR?
Answer: Not particularly, though sooner is better
9. Are you looking for a finished radio unit, or are you looking for a SDR bare board for evaluation?
Answer: Finished unit would be ideal
10. Will you be looking to procure more than a single unit once evaluation has been completed?
Answer: Potentially
11. Would the government prefer a device core with SAASM encrypted (please refer to screenshot below)?
Answer: Preferred, but not absolutely required
