AFSPECWAR AIRBORNE OPERATIONS PERSONNEL SERVICES

Can the Government please confirm if the contracting company providing the trainers and services is required to have a secret level facility clearance?

The contracting company must have personnel that have the ability and eligibility to obtain a secret level facility clearance IAW the PWS 2.1.

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

This is a new requirement; however, this requirement is a combination of similar services that have been procured in the past to improve efficiency of resources.

Is it possible to get clarification on Vertical Wind Tunnel Requirements? Is the request for 15 different 4 hour sessions with the option to add on 4 more hours to each session if needed?

The requirement is for 15 different 4 hour sessions. Per the PWS 1.8.4 The Government may request up to 4 additional hours of training. The additional hours option is per hour, not per session.

I didn't see any instructions to offerors on the format or limits for our proposal submission. Also, do you have any information on how this proposal will be evaluated and the award selection? Lastly, what is the period of performance for this contract?

52.212-2 states that this requirement will be a trade off where Technical and past performance, when combined, are Significantly less important than cost or price.

The format should allow the government to evaluate the price IAW the CLIN structure and estimated quantities. As stated in the combo synopsis/solicitation the contract will be an IDIQ. The ordering period will be 5 years and the period of performance will be task order specific.

Is there a requirement for technical volume or past performance?

a. And if so, what are the instructions?

b. If so, how will they be evaluated?

IAW 52.212-2 Technical and Past Performance are required and they will be evaluated as significantly less important than cost or price.

Is there a requirement for resumes to be submitted?

IAW 4.2 of the PWS Upon receipt of a Task Order, the contractor will have 30 calendar days to provide a fully qualified employee with resume, the appropriate paperwork and certifications as proof of qualification.

Is a safety and quality plan required? If so, how will it be evaluated?

A safety and quality plan is not required prior to award. The COR will address the safety and quality plan with the awardee.

For CLINs 3 & 4, is the UNIT price for (1) MFF instructor x 360 days / (1) Rigger for 1 day X 720 days.

Yes.

What is the Period of Performance (POP).

IAW the PWS and the combined synopsis/solicitation, this is an IDIQ with a five year ordering period. POP will be task order specific.

CLIN 3 & 4 state the total amount of days allotted in IAW the PWS for instructor and rigger support. The PWS also states that contracted staff must be available for weekend training in the event of "unforeseen jump cancellations". Does the government count these reserved weekend days toward that total unit of measure listed in the CLIN even if the weekend isn't needed for training?

No the total unit of measure is for the individual days that training takes place, please see appendix D of the PWS for sample schedule. Awardee will be responsible for cost incurred for dwell time during off days and need to be available to perform on those scheduled days IAW the PWS.
