Special Contract Requirements

Definitive Responsibility Criteria (DRC):

For a bidder to be determined responsible, the bidder must satisfy:

(a) The criteria listed in FAR 9.104-1; and

(b) The following DRC:

1. Within the last 5 years, the bidder performed satisfactorily (as defined below) a contract valued at $1,000,000 or more that required the bidder to fill at least three of the medical disciplines (either credentialed or noncredentialed) included in the PWS.

2. Within the last 5 years, the bidder performed satisfactorily (as defined below) a contract valued at $500,000 or more that required the bidder to fill at least one of the credentialed medical disciplines included in the PWS.

For purposes of the DRC, a contract will be considered to have been completed within the last 5 years if: (a) the contract is currently being performed and at least one year of the period of performance is completed on the bid opening date; or (b) the final day of the contract period of performance was not more than five years before the bid opening date and had a period of performance of at least one year.

To satisfy the DRC, the bidder shall submit a signed letter from each organization for whom it performed the contracts meeting the DRC. Each letter shall:

(a) Identify the dollar value of the contract;

(b) Identify the medical positions the bidder was responsible for filling; and

(c) Provide sufficient information to demonstrate the bidder met the following indicia of satisfactory performance for the contract:

1. The bidder maintained at least an 85% fill rate for more than 75% of the period of performance.

2. The bidder hired 90% of non-credentialed employees within 30 days of position vacancy and 90% of credentialed employees within 60 days of position vacancy.

3. All employees hired by the bidder to perform the contract had all education, certifications, and experience required by the contract for the position in which they were employed.

4. The bidder consistently responded to customer communications within two business days.

Note: A bidder can be deemed responsible by utilizing the experience of a parent or affiliate company or teaming partner. In order to utilize a parent or affiliate companies experience, the bidder must submit with its bid a letter signed by both the parent or affiliate and the bidder confirming the parent or affiliate is making a firm commitment to provide meaningful support for the successful completion of the contract effort.

Additionally, the letter must state the the 8(a) understands that all 8(a) rules and regulation must be met throughout the life of the contract. Bidders utilizing the experience of a teaming partner must submit a signed copy of the teaming agreement with their bid.

Submission Requirements:

Each bidder shall submit two (2) signed letters as outlined above with their bid. The letters may be performance complete by the 8(a), either JV partner, parent or affiliate company, or teaming partner.

In order to be considered responsive to this invitation for bid, the bidder must submit the following documents in one volume. All documents must be in the order below.

All bids must be received at this location by the time and date outlined in block 8 of this SF1449. No late bids will be entertained. Bidders are cautioned that this is a secure facility, so appropriate arrangements are required to gain access to the facility with enough time to meet the bid deadline. The United States Air Force has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. DELAY SHOULD BE ANTICIPATED WHEN HAND CARRYING BIDS. Bidders should allow sufficient time to obtain a visitor pass and arrive at the 355th Contracting Squadron PRIOR to deadline. 355th Contracting Squadron will not have personnel available to sign individuals on to the installation or receive bids at the gate. Arrangements must be made well in advance to ensure access to the installation. Bidders hand delivering bids will not be allowed to stay inside 355th Contracting Squadron for the bid opening.

The position description pricing list will be attached to the resulting contract as the official price list for the contract.

The Baseline Task Order Pricing List will be utilized to determine the total evaluated price and will be the pricing announced during the bid opening. After bid opening the government will validate the pricing. In the event of a discrepancy between the contractor's and government's calculations the government's calculation will be utilized.

In the event a discrepancy in hourly cost between the position description pricing list and baseline task order pricing list the position description pricing list will be utilized in the government's calculation.

In the event of a discrepancy between the hard (physical) copy and CD copy of the bids, the hard (physical) copy will take precedence.

*NOTE - If the bidder has already mailed their bid before the date that amendment 0003 was posted (11 Feb 22) the bidder may confirm receipt of amendment 0003 electronically. The bidder must send an email to Roxanne Elfering (Roxanne.Elfering@us.af.mil) and Jeremy Dedmon (Jeremy.Dedmon@us.af.mil) before the bid opening stating that amendment 0003 has been confirmed and all aspects of the bid will stand as submitted. If the bidder desires to submit a modified bid as a result of Amendment 0003 they may do so before the bid due date. Modified bids will be handled in accordance with FAR 14.3. In the event the bidder does not confirm receipt of amendment 0003 via email or does not include a signed copy in their bid, the bid will be determined unresponsive.
