Mobile Target Training

Q: Will the mobile target bases be actively targeted with .50-caliber weapons during the training evolutions? Or are .50 caliber hits regarded as off-target rounds that hit the base?
A: The target bases will not be actively targeted, but it is highly likely they will be hit throughout the training evolutions. Any hits to the target bases will be considered off-target rounds.
Q: Would it be considered acceptable performance if a base unit were disabled by a .50-cal rounds, abandoned on the range, and a replacement unit deployed?
A: The base unit may be abandoned on the range for the duration of the evolution, so long as its replacement is immediately available. At no point should there be less than two (2) functioning trackless moving targets available for training. It is expected that the abandoned base not infringe on the ability of other base units to navigate around the range. There is some room to move a target past an abandoned target, so long as the abandoned target is not directly in the center of the unimproved road.
Q: Will the vendor be responsible for defining any tactics of the training, or just operating the mobile targets according to the tactics and direction of the ACC trainers?
A: All tactics will be directed by ACC trainers. These will be discussed more thoroughly during the range orientation briefing upon arrival.
Q: Are 3D targets silhouettes to be supplied by USAF or by the contractor?
A: All targets will be supplied by the contractor.
Q: How large are the 3D silhouette targets expected to be?
A: The 3D silhouette targets are expected to be the size of a midsize pickup truck. The Government acknowledges that this necessitates a change to the Performance Work Statement.
Therefore, the questions due date has been reopened and the new due date shall be 1 July at
2:00PM Arizona Local Time. Answers will be posted 2 July, by 2:00 PM Arizona Local Time.
Quotes will now be due 7 July, at 2:00 PM Arizona Local Time.
Q: Are there further specifications regarding the target’s infrared signature?
A: There are no further specifications.
Q: Will the zone where the targets will be engaged be within line-of-sight of an observation area such that targets can be remotely controlled by line of sight at any time?
A: Yes, but it is highly recommended that some allowance be made for line-of-sight breaks due to terrain. Overall, the terrain is flat, but it could be helpful to have an antennae system, or utilize our 100-ft tower in order to maintain line-of-sight.
Q: How far from the mobile target engagement zone will the observation area be?
A: The max distance will be 2500m.
Q: Can any more information be made available on the condition and obstacles of the ‘unimproved’ roads on which the targets will be operating?
A: All of the roads are dirt roads, with <1m rocks and small dips throughout.
Q: Please send us the Local Area Orientation/Brief.
A: All of our products are listed as FOUO, so they’re not releasable. The contractor will be given a range orientation, and a description of our tactics and expectations upon arrival.
Q: For proposal planning purposes, can you tell me if the training will all take place on Range 3 again?
A: All training will take place on Range 3.
