FA4877-20-Q-0063 – C-130H Propeller Inspections FBO Combo Synopsis/Solicitation
VENDOR QUESTIONS & RESPONSES
AS OF: 28 OCT 2019
Q1: What is the specific part number for the subject solicitation? Do these 12 Propeller Assemblies carry part number 54H60-117 or 54H60-91? What is the corresponding NSN?
A1: The Time Compliance Technical Order is applicable to the 54H60 series props listed below:

Q2: What is the expected Period of Performance from contract award to Propeller Assy (12 each) input to the selected MRO center? Will all 12 each Propeller Assys be received at the same time? If the entire 12 each Propeller Assys are not received at the same time, in what quantity increments (approximately) will the Propeller Assys be shipped?
A2: The first 4 propellers are ready to ship once awarded and the next 4 sets will be ready to ship shortly after. The period of performance will start once the first set of 4 is received and it will be rolling stock shipments of 4 ea thereafter.
Q3: Are Air Force Source Approval Requests (SAR) required for this effort?
A3: No, Source Approval Requests are not required for this effort.
Q4: Ref: Factor 1: Technical Approach, Subfactor 3, please clarify what the Government will consider as acceptable documentation of certification to accomplish the requested inspection in accordance with TCTO.
A4: Entities must show that they are FAA certified to perform the technical steps to conduct the inspections as outlined in the Statement of Work, conduct business under the NAICS code 488190 provided in the Solicitation, and have capability to access Air Force Technical Orders and Time Compliance Technical Order publications.
Q5: Please clarify: Does the 2 month turn time apply to each batch of propellers that arrives at the contractor facility ie. Turn time begins when the batch 1 arrives, and next batch also has a turn time of 2 months starting from their arrival date?
A5: The 60 day period of performance is for all 12 propellers; delivery will be of rolling stock sent 4 propellers at a time.
Q6: The 309 AMARG will ship the propellers to the Contractor facility on approved USAF propeller shipping fixtures, adequately sealed for transportation.
Question:
0. If propellers are required to be transported OCCONUS, will ship or air transportation be used?
0. Will the propellers be shipped on propeller stands or in shipping boxes/crates?
A6: A. Shipping will be via Freight Carrier. Shipping outside the United States will not be accepted as we are aware of multiple vendors stateside that can support this requirement. B. The propellers will be on shipping fixtures/prop stands, they will not be boxed or crated.
Q7: Commercial best practices allow for similar alternative processes that meet the TCTO objectives. Will the USAF consider these commercial practices to be equivalent?
A7: In this case commercial best practices will not suffice and the technical steps shall be performed in accordance with the Time Compliance Technical Orders.
Q8: The contractor requests a 2 week extension to the due date to November 18, 2019.
A8: This is a time-sensitive requirement and no extensions will be granted, proposals are due 4 Nov 2019.
