Performance Work Statement for
Airlift, Rigger, and Facility Support for Tactical Parachuting Operations
1. Description of Services. The contractor shall furnish all labor, parts, tools, materials, equipment, facilities, transportation, personnel, management, and supervision necessary to provide the 48th Rescue Squadron (48 RQS) at Davis-Monthan Air Force Base (DMAFB), Arizona the use of a military/civilian aircraft capable of supporting parachute operations in the vicinity of Parker, Arizona and in the vicinity of Marana, AZ during the timeframe of 21 February – 6 March 2019 (detailed schedule of services below).
2. Basic Services. The contractor shall provide aircraft, aircrew, and parachute riggers to support parachute operations at the numerous military surveyed drop zones surrounding Parker, Arizona. These drop zones are suitable and required for upcoming deployment training based on operational terrain analysis and the ability to have unmarked, unknown drop zones. All services will be in support of 48 RQS tactical parachuting training. Marana Regional Airport (AVQ) will serve as the airport for 21-22 February. Avi Suquilla Airport, (P20), will serve as the airport in Parker, AZ due to its proximity to approved, suitable drop zones. Airlift will be required for seven (7) days. Daily usage will be according to training profile requirements designated by the 48 RQS on-site team leader. Each day will use no more than six (6) hours of tachometer time to meet training iterations. Wherever “rigger support” is annotated, six (6) contracted riggers will be provided unless otherwise requested by the 48 RQS. The training schedule will follow the below schedule but may flex to the weekend as required due to weather make-up days or to make up for aircraft maintenance delays.
a. Schedule:
i. 21-22 February, 2019: Rigger support at Marana Regional Airport. No aircraft and facility support are required for these two days.
ii. 25-28 February, 2019: 6 hours of tachometer time per day, rigger support, facility support
iii. 4-6 March, 2019: 6 hours of tachometer time per day, rigger support, facility support
3. Specific Tasks.
a. Airlift Support: In accordance with the training objectives, the contractor shall provide flight time appropriate to the mission profile specified by the 48 RQS team lead at the course. The contractor must be capable of deployment at any altitude between 3,500 Above Ground Level (AGL) and 18,000 feet Mean Sea Level (MSL). The contractor shall provide a total of forty-two
(42) hours of available tachometer time and nine (9) days of rigger support.
b. Rigger Support: The contracted riggers must be able to support packing at least twenty-four 24 Ram Air 1 (RA-1) parachute system pack jobs a day over the length of the contract period listed above. At a minimum, each rigger will be capable of packing four (4) parachute systems a day.
Contracted riggers will take direction from 48 RQS riggers for packing requirements each day.
c. Facility Support: The contractor will provide a hangar-type facility with parachute packing mats, a mission planning area, a secure storage area for parachutes, a workout area, and space to stage tactical gear required for full-mission-profile tactical parachuting rehearsals.
4. Qualifications.
a. Airlift Support: The aircrew shall be knowledgeable in current canopy control tactics and procedures relating to aircrew and jumpmaster interface/coordination. The contractor shall be Department of Defense (DoD) approved commercial operators to include aircraft certifications and licenses.
b. Rigger Support:
i. The contractor must provide six (6) Federal Aviation Administration (FAA) Certified Riggers to inspect and pack up to four (4) RA-1 main Military Free Fall Bottom of Container (MFF BOC) or RA-1 main Double Bag Static Line (DBSL) parachute systems per day per rigger.
ii. The contractor must retain their own transportation, lodging and meals in Marana, AZ for the duration of the contract.
iii. The contractor must provide an FAA rigger certification card for all individuals assigned to pack and/or re-pack the RA-1 system.
5. Requirements.
a. Airlift support: The aircrew operating the aircraft must be licensed to fly that type of aircraft in
Arizona. All aircrew personnel shall be United States citizens with citizenship verifiable by provision of birth record or passport. The aircrew shall consist of a Captain during the day and Captain and a Co-Captain during night operations and the Aircrew shall have oxygen systems (portable or permanent). The Aircraft must have valid certification to fly in United States and will be used for free fall or static line use. The type of aircraft shall possess the following features/specifications:
i. Certified by the US Army Special Operations Command (USASOC) to deliver US
Military Freefall and Static Line Operations personnel.
ii. At a minimum, standard Very High Frequency/Amplitude Modulated (VHF/AM) radios are required with Ultra High Frequency (UHF) radio preferred, if available GPS Navigation.
b. Company and Location: Must be located in a temperate climate with at least three hundred and forty (340) jumpable days per year. Must have airspace compatible with High Altitude Low Opening/High Altitude High Opening (HALO/HAHO) drops from 18,000 MSL. Must have multiple Air Mobility Command (AMC) approved Drop Zones (DZs) listed on the AMC Zone Availability Report – ZAR, within a 30 minute flight and DZs must be suitable for unmarked, unknown drop-zone insertion. DZ elevation will not exceed 1800 feet MSL. The facility must have a minimum of a 100’ x 100’ packing hangar with two air- conditioned debrief rooms all equipped with TV’s whiteboards, tables, chairs and refrigerators. The facility must have bathrooms, male and female that are contained within the hangar. The facility must have Wi-Fi and the packing area must have packing mat. The facility must have gym equipment on-site and accessible at all hours of the day and night. The company must have a standing Notice to Airmen (NOTAM) for parachuting operations on file which can be modified if the need arises. Preferred location is in Parker, Arizona due to the proximity of suitable drop zones based on terrain analysis for upcoming deployment.
c. Pilot Minimum Qualification Requirements. The contractor shall provide qualified aircrew to perform all requirements. Pilot qualifications will meet the special qualifications and provide the following:
i. 2000 hours Total Time
ii. 100 hours flying jumpers
iii. 100 hours with Garret Turbine and Pratt and Whitney Turbines.
iv. Group 1 Instrument Flight Rules (IFR), Night Rating, Multi-Rating Pilot License & Docs
Required
v. United States Commercial Pilot’s License (U.S. CPL)
d. Aircraft Type.
i. SC7 Skyvan or equivalent
ii. Side mounted troop seats - side-facing seats (military style canvas/nylon seats with extended length seatbelts) for sixteen (16) jumpers per lift.
iii. Parachute jump lights (red/green) must be in cargo compartment for jumpmaster/aircrew coordination.
iv. Aircraft must have a cargo compartment capable of carrying up to sixteen (16) jumpers, instructors, safeties and portable oxygen console with a useable payload of 4,000 pounds
v. Aircraft must be configured for day and night High Altitude Low Opening (HALO), High Altitude High Opening (HAHO), and Static Line, Round (SLR) operations.
vi. Static line cables and retrieval system - Static line cables must be permanently installed;
temporary installations are not acceptable. The aircraft must be configured for over the ramp static line operations. Aircraft must be capable of air drop operations up to 18,000 feet MSL. The aircraft ramp must have minimum dimensions of 1.95m wide x 1.95m high and a non-skid surface.
6. Applicable Documents and References. The unit will provide the below references upon request from the vendor.
a. Air Force Manual (AFMAN) 11-411 Special Forces Military Free-Fall Operations
b. Air Force Instruction (AFI) 11-410 Personnel Parachute Operations
c. AFI 16-1202 CL-1, Pararescue Operations Briefing Checklist
d. Air Force Tactics, Techniques, and Procedures (AFTTP) 3-3.Guardian Angel
7. Deliverables. The contractor shall provide the following:
a. A clean and serviceable aircraft with qualified aircrew.
b. A facility that meets the specific requirements.
c. Parachute riggers with the specified requirements.
d. Insurance coverage to include parachute and HALO operations per DoD certification.
8. Government Provided Items, Equipment and Materials. The Government will ensure that individual and team equipment and uniforms will be provided as needed. The Government will provide the following:
a. All parachutes to be packed, along with necessary consumables.
b. Aircrew Flight Equipment (AFE) In-process-Inspection (IPI) certified and a Quality Control person to oversee and certify each RA-1 parachute pack job.
c. AFE personnel will reserve the right to inspect any portion on any RA-1 parachute system packing job done by the contracted FAA Certified Riggers.
d. Constant and direct oversight by a certified 7 level AFE personnel to oversee every RA-1 parachute system pack job performed by the contracted FAA Certified parachute riggers in every packing configuration to include reserve, double bag static line, BOC and the freefall configurations.
9. General Information.
a. Safety. The contractor shall comply with and maintain appropriate safety instructions and qualification. Nothing in the PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of their responsibility for the safety of the contractor’s personnel and property, the Government’s personnel and property, and the general public.
Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
b. Mishaps. Safety and training related problems or mishaps involving Government personnel observed by the contractor shall be addressed immediately. A formal written report shall be provided within two (2) working days of the incident to the 48 RQS Commander.
