Section A: General Contract Information

Contracting Activity: 355th Contracting Squadron

Project/Program Name: T-1A Shoring Load Cell System Rental

Section B: Description of the Supplies/Services Required

The contractor shall provide three sets of T-1A Shoring Load Cell system; P/N: M2400-12-10CS for a minimum period of 6 months to be utilized exclusively at the 309th Aerospace Maintenance and Regeneration Group (AMARG) in support of T-1A aircraft repair efforts. Shoring load cell system must comply with T-1A Shoring Structure interface in accordance with L-3 Communication Drawing No: TN000002-702.r-c and TN00000-703.r-d.

Section C: Justification for Soliciting from a Single Source or Brand Name

Description of Action: This Single Source Justification supports a direct award to Aircraft Scales a division of Jackson Aircraft Weighing Service; based FAR 13.106-1(b) "Soliciting from a single source; only one source reasonably available".

Background: On 22 February 2016 a total of 39 T-1A aircraft incurred hailstorm damage at Laughlin Air Force Base (LAFB). These assets are currently managed by the Air Force Life Cycle Management Center / Trainer Aircraft Division (AFLCMC/WLZ). On 1 February 17 the Air Education and Training Center Command (AETC/CC) released "Grow the Force" memorandum; which required all hail damaged aircraft be repaired and returned to service by Fiscal Year (FY) 2018. Successful execution of this directive will support a projected 20% pilot production requirement increase for FY 19/20. On 24 April 2017 the AFLCMC Program Office (PO) requested the 309th Aerospace Maintenance and Regeneration Group (AMARG) assist in the repair of 11 of the severely damaged T-1A aircraft to meet this directive. The T-1A repair actions required are extensive and critical. To support this effort AMARG will require the use of additional equipment to include, T-1A Shoring Load Cell Systems.

These load cell systems are required to accurately measure aircraft weight so it is evenly distributed during the removal and replacement of exterior skins; in accordance with manufacturer requirements, Technical Order (T.O.) 1T-1A-2, Section 1.10, "Symmetry and Alignment Check" and Federal Aviation Administration (FAA) standards. Aircraft Scales a division of Jackson Aircraft Weighing Service, LLC is the original source of these systems which were manufactured for integration with the L-3 Platform Integration T-1A Shoring Structures (Drawing No. TN000002-702.r-c and TN000002-703.r.d). In support of contract FA8106-09-C-0001, awarded by the 327 CLSG/PK - Tinker AFB, Aircraft Scales custom manufactured a total of 10 load cell system;

six of these systems are currently being utilized at LAFB by L-3 Communication Vertex Aerospace to accomplish T-1A repairs.

The systems consists of 12 top jack mounted load cells; which are mounted directly onto the shoring structure. Required use of Aircraft Scales' systems is specifically called out on page 6 of L-3 Communications Platform Integration Document No:

50079.12.001, "Jacking and Shoring Procedures for the T-1A Hair Damage Repair Program"; dated 18 May 2017. This document contains technical data markings in accordance with DFARS 252.227-7015 (b)(2); restricting release outside of the Government.

The load cell systems must be operated in accordance with these instructions to ensure shoring interface and accurate weighing. Use of an alternate system will mandate engineering approval, testing and certification; resulting in extended lead time. These systems must be obtained to continue support of this repair mission. Aircraft Scales currently has manufactured units on hand that are available for immediate rental to support this effort.

Section D: Efforts to Obtain Competition

In accordance with FAR Part 8.002 a review of all required/recommended sources was conducted to include: AbilityOne, Unicor, GSA, NETCENTS-2, and all AFICA Strategic Sourcing contracts. A search of these sources yielded no viable vendors who could provide the custom cells required in accordance with existing repair technical instructions. Internet research conducted indicated that Aircraft Scales a division of Jackson Aircraft Weighing Service is the manufacturer and single source of the specific part number T-1A Shoring Load Cell Systems requested. An intent to sole source notice was previously posted to the Federal

Business Opportunity Website on 20 October 2017; providing all interested vendors an opportunity to submit capability statements confirming their ability to provide the specifically requested shoring load cell system. This notice yielded two responses which were forwarded to the 309 AMARG Planner for review and consideration. The 309 AMARG Planner reviewed all submissions received and determined that proposed alternate products would not meet the required specifications to support interface with the L-3 T-1A Shoring Structures. Based on the distribution proprietary restrictive markings on all L-3 Shoring Structure drawings; use of an alternate load cell structure is not authorized. In accordance with FAR 5.202(a)(2) the proposed contract action falls under the conditions described under FAR 13.106-1(b)(1) and is not required to be synopsized in accordance with FAR 5.201.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The goal of the 355th Contracting Squadron is to promote competition in order to receive the best prices possible. This is a one time acquisition to support immediate need for temporary rental equipment. The 355th Contracting Squadron will continue to conduct queries of the commercial market in an effort to reach additional potential sources or authorized distributors.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
