Section A: General Contract Information

Contracting Activity: 355th Contracting Squadron

Project/Program Name: Pylon Stands

Section B: Description of the Supplies/Services Required

The is requesting two (2) tail pylon stands for HH-60 helicopters.

Section C: Justification for Soliciting from a Single Source or Brand Name

Currently, the Air Force does not provide equipment, or other solutions such as TO drawings for locally manufactured equipment to secure HH-60 tail pylons when they are removed for maintenance. The current solution used by the is inadequate because the pylon cannot be secured to the stand in its “on-aircraft” position, making antennas and surfaces susceptible to damage when transported and securing/unsecuring the pylon to the current stand. Because of the nature of this requirement, vendors would most likely need to custom fabricate these pylon stands. Market research was conducted and several vendors were orally solicited on 31 AUG 17 in order to fulfill this requirement.

Due to the technical nature of this requirement and the high value of the aircraft these pylon stands need to support, all but one of the vendors were reluctant bid due to the safety and liability risk involved. This sort of pylon stand has been obtained in the past from Handling Systems, Inc. and it has been determined that their unique, proprietary design for these stands is the only reliable means for fulfilling this requirement.

Section D: Efforts to Obtain Competition

Because of the nature of this requirement, vendors would most likely need to custom fabricate these pylon stands.

Market research was conducted and several vendors were contacted in order to fulfill this requirement. Due to the technical nature of this requirement and the high value of the aircraft these pylon stands need to support, all but one of the vendors were reluctant bid due to the safety and liability risk involved. The one quote we did receive was not technically acceptable and would have required an almost identical TO drawing to that of Handling Systems' proprietary design in order to meet technical acceptability.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers needs in a timely manner. The unit is always searching for additional vendors via available resources and previous government acquisition history.
