II. Nature and/or description of the action being processed.
A one-time Firm Fixed Price (FFP) contract to include a Brand Name Justification & Approval is contemplated to procure a JRE Laptop and Help desk support. The sufficient pricing data and history available permits realistic estimates of the probable cost.
III. Description of supplies/services required to meet agency needs.
Technical refresh of non-supported JRE software/laptop hardware PLUS one year sustainment to include 24/7 Help Desk Support AND On-Site Expert Training Support.
IV. Statutory authority permitting Other than Full and Open Competition.
FAR 8.405-6(a)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
ENGILITY CORP is the only manufacturer of the JRE software/hardware. The JREs are the primary "work horse" of a tactical data link architecture. It serves as the host for both Link Terminals, SADL radios, and PRC-117s. It is a JITC certified system and operationally relevant.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A Sources sought was posted on FBO, no responses where received.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
After completion of market research, it was found that there is only one manufacture and only one authorized dealer for the JRE. Based on previous contracts and established catalog prices there is enough information that the Government will receive a fair and reasonable price.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Prior to 355 CONS receipt of the purchase request for JRE Laptop and Help Desk support, the customer performed market research through the issuance of an AFWAY RFQ. AFWAY is the a
Page 3 of 3Updated: 15 Mar 16 tool established by the Air Force for the mandatory procurement of technology and communications products (NETCENTS 2). It was established by 355 CONS that end users (355 OG) must be the issuer of the RFQ as the approval chain for technology items is unique to their unit and 355 CONS has no authorized oversight within AFWAY. Therefore, under the guidance of 355 CONS, 355 OG issued the RFQ after a review by 355 CONS was conducted. It was determined by 355 CONS that the customer's market research and subsequent solicitation were sufficient to the standards of how 355 CONS would have conducted the requirement via market research and RFQ.
Four (4) quotes where received through AFWay. PCMG, Dell, and Iron Bow submitted partial quotes. Sterling submitted a full quote . A search of GSA Advantage found that Engility could provide the Laptop assembly for . Engility submitted a quote to Mr. Gore based on open market pricing, which less than the IGE. I contacted Engility and spoke to Ms. Sylakowski, who informed me that the quote Engility provided was a mixture of open market pricing and GSA pricing.
A sources sought was posted on FBO.gov for 3 days, yielding no responses. Another sources sought for a similar requirement was also posted on FBO.gov with no results as well.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
