Performance Work Statement For the
Automatic and Manual Automotive Cleaning Facility and Repair Services
1.0. Description of Services. The contractor shall provide all tools, parts, equipment, materials (to include detergents and operating supplies), transportation, personnel, labor, supervision, and management necessary to perform preventative maintenance and repair services on the automotive wash rack equipment at Davis-Monthan
AFB, AZ.
1.1. Scheduled Preventive Maintenance. The contractor shall inspect and perform preventive maintenance as recommended by the manufacturer, on all items listed in appendix 1, Scheduled Preventive Maintenance Requirements. The contractor shall ensure the automotive wash racks, and vacuums operate properly and safely while minimizing disruptions and inconvenience to users, until the next scheduled maintenance.
1.2. Maintenance Schedule. The contractor shall develop and submit a preventive maintenance schedule to the Contracting Officer for acceptance, to include all the services listed in Appendix 1, Scheduled Preventive Maintenance Requirements, prior to contract start date. The contractor shall submit an updated schedule when changes to the schedule are made.
1.3. Repair Service Calls. The contractor shall respond to repair service calls, placed by authorized Government representatives, and perform necessary repairs to return the automotive wash racks and or vacuums to operational condition. The contractor shall determine the cause of the automotive wash racks or vacuum malfunction and provide the cost and estimated time for repairs to the automotive wash rack manager. The contractor shall not begin repairs until authorization is given by an authorized Government representative.
1.3.1. Routine Calls. The contractor shall respond to routine repair calls within 6 hours after notification during normal business hours and within 12 hours after notification outside of normal business hours.
1.3.2. Emergency Calls. The contractor shall respond to emergency repair calls within 4 hours after notification during normal business hours and within 12 hours after notification at times other than normal business hours
1.4. Contract Manager. The contractor shall designate a primary contract manager (CM), who will be responsible for contractor-performed services. Upon contract award, the contractor shall submit the names and 24 hour telephone number of the CM, in writing, to the CO. The CM shall have full authority to act for the contractor on all matters relating to daily execution of the contract. The CM must be available by phone 24 hour per day, 7-day per week including holidays, to respond to Government service calls and to discuss. The CM shall be present and available within 2 hours of notification to meet on the installation with Government personnel designated by the Contracting Officer to discuss any contract issues or problem areas.
1.5. Wash rack Availability. The automotive wash racks and vacuums will be available to the contractor during the hours of 7:00 a.m. -4:00 p.m., Monday through Friday, except Federal Holidays and Davis-Monthan AFB designated down days, to perform maintenance services. The contractor shall contact the automotive wash rack manager, to schedule the specific time for performing wash rack maintenance services.
1.6. Location of Maintenance and Repairs. The contractor shall perform all maintenance and repairs at the permanent site of the automotive wash racks and vacuums. The wash rack is located next to building #4701, on 5th Street, on Davis-Monthan AFB.
1.7. Contractor Arrival and Departure. The contractor shall notify the automotive wash rack manager at
228-3392 upon arrival at Davis-Monthan AFB and prior to departing Davis-Monthan AFB after maintenance or repair services are complete.
1.8. Contractor Report. Upon completion of maintenance and/or repairs, and prior to departing Davis- Monthan AFB, the contractor shall provide a report to the automotive wash rack manager, reflecting the date and time of preventive maintenance or repairs, maintenance or repairs completed, any test results, the condition of the equipment inspected, parts replaced, warranty terms and conditions, the name of the technician, and any notes or recommendations from the service technician.
1.9. Replacement Parts. Replacement part costs will be based on the lowest quotes provided by the contractor from at least three different commercial vendors for the actual direct cost of the item(s). The contractor is authorized to obtain replacement parts and supplies for repair and maintenance up to $300. Any replacement parts in excess of $300 shall be approved by the Contracting Officer. The Government retains the right to obtain additional quotes.
1.10. Non-Routine Maintenance. If during scheduled maintenance, repairs require work considered over and above routine maintenance, the contractor shall notify the Contract Manager for appropriate decision and action.
1.11. Contractor Warranty. The contractor shall provide a minimum 90 day warranty for all parts and labor.
2.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES
2.1. Government Furnished Facilities. The Government will furnish an area for preventive maintenance and repairs at the automotive wash rack and vacuum site, next to building 4701, on Davis Monthan AFB.
2.2. Government Furnished Materials and Equipment. The Government will provide wash rack replacement parts for parts that are damaged as a result of negligence by Government Personnel.
2.3. Government furnished Services. The Government will provide the contractor with water and electricity.
2.4. Sludge and Debris Removal. The Government is responsible for the removal of sludge and debris.
3.0. GENERAL INFORMATION
3.1. Contractor Personnel Qualifications. The contractor shall provide a certified technician(s) fully qualified to perform preventative maintenance and repairs to the wash rack. The contractor shall provide proof of technician qualifications upon request by the Government.
3.2. Replacement Parts. The contractor shall only use new genuine replacements parts and materials that conform to the original equipment manufacturers specifications, and of equal or better quality, unless otherwise approved by the Contracting Officer or a designated representative. Rebuilt assemblies/subassemblies may be used if the item meets the manufacturer’s specifications for reconditioning; the item is standard to industry practice and carries the same warranty as a new assembly or subassembly. The contractor shall dispose of all used parts.
3.3. Maintenance and Repair Records. The contractor shall have access to all previous maintenance and repair records. The contractor shall maintain all maintenance and repair records for services provided by the contractor and make them available to the Government upon request.
3.4. Warranties. The contractor shall take advantage of all existing wash rack warranties. The Government will provide warranty information to the contractor.
3.5. Maintenance/Repair Delays. The contractor shall notify the wash rack manager when replacement parts must be ordered and repair or maintenance delays are expected. The contractor shall provide estimated downtime and estimated date of repair of maintenance. Wash rack downtime shall be kept to an absolute minimum.
If maintenance or repairs cannot be completed by the contractor’s estimated date, the contractor shall provide a new estimated maintenance or repair date.
3.6. Safety. The contractor shall comply with applicable laws and safety regulations. Compliance with
OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities.
3.7. Safety Equipment and Clothing. The contractor shall provide contractor employees with all safety equipment and clothing necessary to perform maintenance and repair services, at no additional cost to the Government. These item(s) shall meet all State, Federal and OSHA safety guidelines.
3.8. Normal Duty Hours. Normal duty hours for 355th Logistics Readiness Squadron are 7:00 a.m. – 4:00 p.m. Monday thru Friday
3.9. Recognized Holidays. The following federal holidays are observed at Davis-Monthan AFB:

3.10. Continuation of Essential DoD Contractor Services During Crisis. This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DoDI 3020.37, E2.1.1 and E2.1.3.
3.11. Security Requirements
3.11.1. List of Employees. The contractor shall maintain a current list of employees, with each employee’s name and social security number. The list shall be provided to the contracting Officer and the 355 LRS Security Manager. An updated listing shall be provided when an employee’s status or information changes.
3.11.2. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and Non-Government owned vehicles.
3.11.3. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;
e.g. terminated for cause, retirement, etc.
3.11.4. Traffic Laws. Contractor employees shall comply with all base traffic regulations.
Contractor employees are subject to random vehicle speed control check. Failure to adhere to base traffic regulations may result in the loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phone is strictly prohibited while driving on Davis- Monthan AFB unless a hands free device is used.
3.11.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from processing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned while on DMAFB.
3.11.6. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of the base driving privileges, debarment from the base, or other administrative action.
3.11.7. Reporting Requirements. Contractor personnel shall report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
3.11.8. Physical Security. The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
3.11.9. On-Base Security Forces and Fire Protection. For Security Forces dial 228-4444 from any inside or outside line. The fire departments’ phone number from an on base phone is 911.
4.0. APPE_DIXES
4.1. Appendix 1 – Scheduled Preventive Maintenance Requirements
4.1.1. Weekly Maintenance Tasks
a. Check pits and tanks for water level and softener (overflow/dry)
b. Check all electrical components (to include vehicle sensors, and all control boxes)
c. Check all air compressors
d. Check vehicle dryer blower motors
e. Check all water jets / rinse tube (to include the 13 rotating jets)
f. Check all soap brushes and sprayers in manual wash rack
g. Check all water pumps and water lines
4.1.2 MONTHLY MAINTENANCE TASKS
a. Check and clean chemical injectors
b. Check and clean all water jets and sensors
c. Check chemicals and replenish when necessary
d. Function check on camera system
e. Function check on vacuum systems
4.1.2 BI-YEARLY (TWICE A YEAR) MAINTENANCE TASK
a. Complete electrical and water system check
b. Complete camera system check
