JUSTIFICATION FOR SOLE SOURCE PROCUREMENT

PURCHASE REQUEST NO. F1PT7A5357A001

TITLE: Repair Point of Use Machines

I. CONTRACTING ORGANIZATION: 355th Contracting Squadron, Davis-

Monthan AFB, AZ.

II. DESCRIPTION OF ACTION: Sole source acquisition direct to AutoCrib, Inc.

2882 Dow Ave, Tustin, California, 92780; for the repair of two point of use machines.

The period of performance for this action will run from 1 February 2016 thru 20

February, 2016 with a total estimated contract price of $21,000.00.

III. DESCRIPTION OF SUPPLIES/SERVICES: The contractor will provide all labor, materials, equipment, transportation and supervision to accomplish on-site diagnostics, repair and software upgrade of one RoboCrib 1000 point of use (POU), model 772-300, model 772-100 and one AutoLocker POU system. This equipment has an anticipated additional 5-10 year lifespan, which can be enhanced by this repair and upgrade.

IV. AUTHORITY: The Statutory Authority permitting the above action is 10 U.S.C.

2304(c)(1), and Federal Acquisition Regulation 13.106-1 – “Soliciting Competition,” subsection 13.106-1(2)(b) states: “For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.” This is a new requirement, a predecessor J&A was not accomplished and therefore not included in this package.

V. APPLICABILITY OF AUTHORITY: AutoCrib automated inventory equipment provides a means of supplying and tracking common use items and Industrial Product-

Support (IPV) used throughout the Air Force Supply Command (AFSC). Per DoDI

8580.1, paragraph E2.1.5.4, “Platform IT refers to hardware that is physically part of, dedicated to, or essentially in, real time to the mission performance of special purpose systems. The AutoCrib operating system is the only known POU management software approved by the Air Force Network Integration Center for use on Air Force networks.

Current AMARG investment in AutoCrib cabinets, equipment and AutoCrib software

(required to operate and manage the cabinets/equipment) is valued at approximately

$100,000. The AutoCrib operating system is proprietary software essentially used to manage the entire POU product line and associated inventory. Repair service and software upgrades on AutoCrib machines can only be accomplished by the manufacturer;

there are currently no independent service providers for this equipment. Additionally, currently there are no other brands of POU cabinets and equipment on the market compatible with the AutoCrib software. The software’s networking capabilities enables the collection of inventory usage data that will facilitate future stock requirements utilized to enhance the AMARG mission.

VI. EFFORTS TO OBTAIN COMPETITON: Direct telephone contact was made with other industrial vending machine manufacturers; these vendors indicated they could not provide these services and recommended original equipment manufacturer as a source. As an added measure an “Intent to Sole Source” notice was posted on FBO for alternate sources; which closed 18 January, 2015. This posting yielded only one response from AutoCrib, Inc. (see Attachment 1). Based on this information this requirement was recommended as a sole source award.

VII. FAIR AND REASONABLE COST: A comparison of published price lists and previous contracts for similar services will be accomplished to establish price fair and reasonableness.

VIII. MARKET SURVEY: Market Research for this requirement was accomplished by reviewing historical acquisition records in PD2, EZQuery and GSA; the result of these queries is outlined in the Market Research Report under TAB 2 of the contract folder. In summary, searches did not yield any other viable sources for this requirement. An internet search was accomplished using “industrial vending machine service” as the search criteria, which yielded various associated links (see attached results). Further review of these links revealed AutoCrib, Inc., as the original manufacturer of this equipment. Direct contact with industry manufacturers for this product revealed repair services accomplished by other than the original manufacturer were not authorized and could potentially void warranty.

IX. ANY OTHER FACT SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION: No other contractor replied to the sources sought inquires or sole source notices posted in FBO for this procurement.

X. INTERESTED SOURCES: At this time AutoCrib Inc., is the only interested vendor because they are the only vendor authorized to provide this repair service.

XI. STEPS TO FOSTER COMPETITION: It is the goal of the 355th Contracting

Office to utilize the most efficient and affordable services in an effort to meet the customer’s needs in a timely manner. Based on AMARG’s research and analysis the equipment has an anticipated additional 5-10 year lifespan, which can be enhanced by this repair and upgrade service. Replacing this equipment will result in additional cost which is not considered to be in the best interest of the government at this point. We will continue to conduct market research and direct contact with AutoCrib Inc., to validate the potential availability of other authorized repair service providers.
