1) Do you have a topo map of this site? Maps received from Capt Ellingsen but not specifically a topo. Ms. Riegert, is one available?
See attached document.
2) Are there specific dimensions between the pads that they want?
Final site locations will be determined after award. However the final site shall look as closely as possible to the provided drawing/map. Additionally, no specific dimensions between the identified pad placement have been specified. The pad layout should accurately reflect the products/maps submitted for the project proposal. By default, all questions regarding specific pad dimensions/requirements should be direct to Ms. Wendy Jardine, CMOUTS (415) 755-6855. The CONEXs were purchased from this vendor and are the SME for ground prep/installation of these pieces of equipment.
3) Are there elevations for pads and roads to assure drainage?
To account for drainage the elevations shall be 2"-3" above graded surface.
4) Where do we deliver the bids to? Can it be mailed?
Bids should be emailed to Mitchell.johnson.12@us.af.mil.
5) Is there to be any gravel placed on the dirt road leading to the project?
The dirt road leading to the project is one of the three roads and shall follow the SOW section 1.2.1. "...The roads consist of a 2"-3" gravel base of 1"-1.5" (nominal) rock." If the contractor requires additional gravel to increase the integrity of the road in order to facilitate movement of heavy trucks (18-wheelers) or equipment (cranes) to project itself, then that is acceptable as long as it is temporary in nature.
6) The specs are requiring that a vibratory roller be used. Is this necessary, or can we use a sheeps foot and pneumatic?
Yes it is necessary to use a vibratory roller.
7) What is the permit cost that the contractor is to plug for bidding purposes?
This is up to the bidding contractor.
8) SOW 1.1.2—Should the contractor include a contingency to address hazardous material/UXO site evaluation? How will remediation costs be handled if hazardous material/UXO is discovered?
The contractors shall not need to include a contingency a hazardous material/UXO should not be encountered. If by chance one is encountered, the contracting officer shall be notified immediately and remediation costs will need to be requested.
9) SOW 1.2.1 GAB Material – The SOW states that the aggregate base should have a nominal rock size of 1”-1.5” and 1.3.7 confirms a 1.5” nominal aggregate size. However, local aggregate base suppliers typically have a nominal size of ¾”. Will this be acceptable?
No, the specific requirements for the site are asking for a nominal rock size of 1”-1.5” and that is what project requires.
10) SOW 1.2.1 GAB Material – The SOW states a pad thickness of 4”-6” and a roadway thickness of 2”-3”. However, 1.3.5 assumes the road will be trafficable by trucks with a GVW of 80,000lbs. Typically, aggregate roadways with this requirement would be approximately 8” thick. Which requirement is necessary?
The trucks with that GVW are for set-up of the site only therefore 2"-3" will be adequate.
11) 1.2.10 Environmental – Barrel Cactus Relocation. What is the approximate total count of barrel cacti expected to be impacted?
For proposal purposes the contractor should plan for 100 barrel cacti. Should there be more identified it will be addressed at that time.
12) SF1442, Section 11, Performance Period. Will the notice to proceed be issued before or after acceptance of the site grading and drainage design?
NTP will be issued, and all work shall begin and be completed with 59 days including design. Minimal effort is expected for grading and draining design as the site was selected with this in mind.
13) 1.2.10.1.g—No Open Burning. In lieu of open burning, will enclosed air curtain incinerators be allowed to dispose of vegetation?
No burning and the use of air curtain incinerators are not allowed. Please find an alternative of disposing vegetation such as mulching and redistribution, berming, etc.
14) Cost and availability of water?
The government owns the wells and distribution system therefore there is no cost and the nearest fill stand is approximately 4 miles down Yuma.
