SHOT PEENING – PWS 1 of 4 Performance Work Statement for Shot Peening Services

1.0. DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1. Description of Services. The contractor shall provide all supplies, tools, equipment, personnel, labor, supervision, management, and possess applicable licenses and permits to perform shot peening services for the 309th Aircraft Maintenance and Regeneration Group (309 AMARG), Davis-Monthan AFB, AZ.

1.2. Shot Peening. The contractor shall perform shot peening services for one (1) to five (5) A-10 aircraft wings and miscellaneous aircraft parts, as identified by the Government, in accordance with all applicable engineering orders, manufacturer’s drawings and Technical Order, Technical Manual Structural Repair 1A-10A-3-1, per service call. Shot peening services shall be performed on the inside of the wing fuel tanks and on any surface outside the wing predetermined by the government. Also on any small aircraft parts that are locally manufactured, either machined or hand formed as required by technical data or engineering orders. There will not be any forming, just returning strength and corrosion resistance properties back to the repaired areas. The small aircraft parts vary in size, shape, and location on the wing. Shot peening services includes material preparation and media disposal. The contractor shall ensure all surrounding areas are covered or protected, to prevent any collateral damage during shot peening operations

1.2.1. Blast Media & Debris Disposal. The contractor shall collect, handle, package, transport, and dispose of blast media and debris in accordance with all local, state, and federal regulatory requirements. No disposal is allowed on base.

1.2.2. Certification of Services. Upon completion of shot peening services, the contractor shall provide the A-10 Wing Shop supervisor, or designated representative, with certification Aleman strips and all other certification documents. The contractor shall also obtain the A-10 Wing Shop supervisor’s, or designated representative’s, signature to ensure all requirements have been met for the call.

1.3. Response Time. Upon notification by authorized Government personnel, the contractor shall respond, either by phone or email, with the date and estimated time the contractor will provide services. The contractor shall provide services within 1 business day of the request for priority services, and within 3 business days for routine services. When placing a call, the authorized Government representative will inform the contractor if the required services are routine or priority.

1.3.1. Personnel Authorized to Place Service Calls. Upon contract award, the Government will provide the contractor with a list of Government personnel authorized to place calls for contractor services. The contractor shall only accept service calls from authorized personnel. The Government will not be responsible for any service calls from individuals not authorized to place calls.

1.4. Location of Services. The contractor shall perform shot peening services at the Government designated wing parking areas at building 7401, A-10 wing shop, 309 AMARG, however, in cases of emergencies or potential work stoppage, the Government reserves the right to deliver or mail small aircraft parts to the contractor’s place of business for shot peening services. Small aircraft parts are defined as items that can be shipped at a reasonable expense to the Government. Authorized Government representatives will place a call in advance to the contractor for all delivered or mailed aircraft parts. The Government is responsible for all delivery costs of small aircraft parts to and from the contractor’s place of business.

1.5. Hours of Operation. The contractor shall perform shot peening services between the hours of 7:00 a.m. – 3:00 p.m., except for emergencies, as designated by Government personnel.

1.6. Defects, Deficiencies, or Damages. If the contractor discovers any defects, deficiencies, or damage on any A-10 aircraft wing or parts, before or after shot peening, the contractor shall immediately notify the A-10 Wing Shop Supervisor, or designated representative, with a detailed description of the defect, deficiency, or damage.

1.7. General Information

1.7.1. Contract Manager. The contractor shall provide the Contracting Officer with the names of a primary contract manager and alternate(s) contract manager, in writing upon notification of contract award. The contract manager shall be the Government’s point of contact for contractor provided services. The contract manager and alternate must be able to read, write, speak, and understand English, fluently. The contractor shall provide the names of replacement contract manager, or alternate(s), if any changes occur.

1.7.2. Safety. The contractor shall comply with all applicable local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.

1.7.2.1. Contractor Safety Equipment and Clothing. The contractor shall provide contractor employees with all safety equipment and clothing necessary to perform shot peening services, at no additional cost to the Government. All safety equipment and clothing shall meet all local, state, federal, and OSHA safety guidelines.

1.7.2.2. Hazardous Materials. If any by-products resulting from shot peening services are hazardous materials (HAZMAT), the contractor shall collect, handle, package, transport, and dispose of HAZMAT in accordance with all local, state, and federal regulatory requirements.

1.7.2.3. Work Areas. The contractor shall, at all times, keep work areas free from accumulation of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of shot peening services, or when away from the work site, the contractor shall leave each area clean and in an acceptable manner, including floors, walls, railings, work stands and parking lots.

1.7.2.4. Fire Prevention and Safety. Contractor employees shall comply with the Occupational Safety and Health Act (OSHA), Davis-Monthan AFB Fire Protection Program, Air Force Occupational Safety, and the Fire Prevention and Health Program.

1.7.15.2. Smoking In AF Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.

1.7.3. Security Requirements

1.7.3.1. Pass & Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles.

1.7.3.2. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc., and turn them in to the issuing office.

1.7.3.3. Traffic Laws. Contractor employees shall comply with all base traffic regulations. Contractor employees are subject to random vehicle speed-control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. Seat belt use is mandatory for all vehicle occupants. The use of cell phones, except hands-free phones, is strictly prohibited while driving on Davis-Monthan AFB.

1.7.3.4. Random Personnel & Vehicle Searches. Contractor employees are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

1.7.3.5. Weapons, Firearms, & Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves, within their contractor owned vehicles, or privately owned vehicles, while on Davis-Monthan AFB.

1.7.3.6. Reporting Requirements. Contractor employees shall immediately report to an appropriate Government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

1.7.3.7. Physical Security. Contractor employees shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

1.7.3.8. Contractor Travel on Installation. All contractor personnel will limit their travel on the installation only to specific areas required for performance of services, specified break and meal areas, or travel directly to and from these locations.

1.7.3.9. Illegal Aliens. IAW Air Combat Command (ACC) supplement to AFI 31-101, The Air Force Installation Security Program (FOUO), illegal aliens are unauthorized on DMAFB. The contractor shall not hire illegal aliens to perform contract services on DMAFB, nor attempt to bring illegal aliens on the installation. Corrective/punitive action will be taken against the contractor and the illegal alien if the contractor hires illegal aliens to perform contract services on DMAFB.

2.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1. Forklift and Forklift Operator. The Government will supply a forklift and an operator for loading and unloading contractor’s equipment. The Government will move all A-10 aircraft wings that are on trailers, or mobile, to a location accessible to the contractor.

2.2. Compressed Air. The Government will provide the contractor with a source of compressed air.

2.3. Documentation. The Government will provide the contractor with a copy of all applicable engineering orders, manufacturer’s drawings, and technical orders.

2.4. Emergency Services. The Government will provide security forces services (call 228-4444 for emergencies only), and fire protection services (call 22 8-3333). There are no emergency medical services available on DMAFB, therefore the contractor must dial 911 for emergency medical services.
