(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 – Price
Factor 2 – Technical
Award(s) will be made to the Offeror(s) whose Acceptable Technical Proposal represents the Best Value to the Government and is in accordance with the Performance Work Statement. The offeror shall have and maintain a current DoD Intrastate Contract Aviation Paratroop Carrier and be able to show proof of inspection and compliance upon request. Offeror shall provide a certified Drop Zone (DZ) and Aircraft per AFI 13-217, AFI 11-410 and AFI 103503 and related facilities for up to 15 parachutists. Best Value will be determined by two factors 1) Price and 2) Technical.
Offers will be rated by Total Evaluated Price (TEP) and then technical acceptability. The Government will begin the technical evaluations with the lowest three (3) offers and continue until three (3) acceptable offers are identified or all offers have been evaluated. Once 3 acceptable offers have been determined, evaluations will cease.
Factor 1 – Price. The Government will determine the total evaluated price for all offers by first adding the total price for the required CLINS 0001-0010 on Attachment 3 – Price List. Then the government will also separately evaluate offers that include the optional CLIN 0011. The
Government will then begin the technical evaluation with the lowest three (3) offers and continue until three (3) acceptable offers are identified or all offers have been evaluated. Once 3 acceptable offers have been determined, evaluations will cease. An offer is not complete unless unit pricing is provided for all of the required CLINS. Submitted prices shall not be submitted using more than (2) digits beyond the decimal point. The government reserves the right to make multiple awards to include all required and optional CLINS or just required CLINS.
If only one offer is received, the Government may use various price analysis techniques and procedures to ensure a fair, reasonable, and realistic price. It is expected that the competitive nature of this acquisition will drive reasonable prices and fairness.
Factor 2 – Technical. Technical acceptability will be determined on an Acceptable or Unacceptable basis. To be determined technically acceptable the contractor shall provide an offer that clearly meets the requirements of the Solicitation and the Performance Work Statement.
• Subfactor 1 - Current DoD Intrastate Contract Aviation Paratroop Carrier and be able to show proof of inspection and compliance upon request. The offeror will also carry appropriate insurance as required by the Federal Aviation Administration to conduct personnel parachute operations.
• Subfactor 2 - Technical Proposal outlining how the work will be accomplished

And all certification requirements to include Drop Zone, Aircraft/Aircrew and Facility requirements in accordance with the Performance Work Statement.
Unacceptable The proposal does not demonstrate an understanding of the requirement and does not provide all Drop Zone, Aircraft/Aircrew and Facility requirements along with appropriate certifications in accordance with the Performance Work Statement.
The Government intends to evaluate proposals and award multiple contracts without discussions with offerors. Therefore, the offeror’s initial proposal shall contain the offeror’s best terms. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
