STATEMENT OF WORK

FOR

RED ROCK RESILIENCY RETREAT

NELLIS AIR FORCE BASE, NEVADA

Date: 01 JULY 2019

STATEMENT OF WORK

1. DESCRIPTION OF SERVICES. The contractor shall furnish all labor, tools, materials, equipment, facilities, personnel, management, and supervision necessary to provide Resiliency Development Training Services in support of the chaplain(s) organizing a resiliency retreat for 58th Rescue Squadron (58 RQS) personnel at Nellis AFB, NV. Additionally, Facility must have on-site drop in childcare facilities, be within 10 minute drive of scheduled events at Red Rock, and within 2 miles of recreational sporting events (due to time constraints). Furthermore, the facility must be in a low crime area (families with small children attending) and have safe and adequate parking on-site. Also, due to mission requirements, must be located within 1 mile of a major highway/interstate for recall purposes. Finally, there must be adequate venues for planned and unplanned family events (not requiring travel) as well as a resort style pool to accommodate unit members, spouses and children for ice breaker.

2. Training Dates/Location. The contractor shall provide food, 4 star lodging, and training space at a site coordinated with the 563rd Group chaplain resiliency team in the vicinity of Nellis, NV from July 23 to 25, 2019 for up to 56 adults, 20 children, and 43 rooms. If multiple facilities are used, the furthest potential movement between facilities will not exceed one-quarter of a mile and transportation shall be provided between hotels. The contractor is responsible for all lodging, meals, incidentals and any other costs incurred by the contractor.

2.1. Scope of Work. The contractor shall provide Resiliency Development Training space for up to 56 adults accompanied by up to 20 children.

2.1.1. Facilities. The contractor shall provide all coordination and procurement of lodging, dining, meeting, social, counseling, exercise and workshop breakout facilities, required audio/visual hardware/software.

2.1.1.1. The contractor shall provide 4 workshop spaces capable of seating a minimum of 56 individuals each from 8:00 a.m. – 12:00 pm. on July 24, 2019.

2.1.1.2. The contractor shall provide 2 private counselling spaces capable of comfortably seating up to 10 individuals each. Space will be available from 2:00 p.m. – 6:00 p.m. on July 24, 2019.

2.1.1.3. The contractor shall provide a space for childcare able to accommodate up to 20 children during the workout sessions, breakouts, and evening socials in a safe and easily monitor environment.

2.1.2. Meals. The contractor shall provide buffet, plated, or ticketed voucher meals for breakfasts, lunches, and dinners with meal appropriate beverage selection (no alcohol) within the specified distance of all facilities Specific catering requirements are as follows:

2.1.2.1. July 23, 2019, 6:00-8:00 PM: Dinner for up to 56 adults and 20 children attendees for venues buffet and provide ticketed vouchers for meals.

2.1.2.2. July 24, 2019, 6:30-8:00 AM: Full breakfast buffet for up to 56 adults and 20 children attendees.

2.1.2.3. July 24, 2019, 12:30-2:00 PM: Lunch buffet for up to 56 adults and 20 children attendees.

2.1.2.4. July 24, 2019: Coffee, water, and healthy snacks available for attendees, once in the morning. During the workshop blocks, the above will be in, or in close proximity to the breakout rooms.

2.1.2.5. July 24, 2019, 6:00-8:00 PM: Dinner buffet for up to 56 adults and 20 children attendees in private dining space conducive to follow-on keynote address.

2.1.2.6. July 25, 2019, 7:30-9:00 AM: Full breakfast buffet for up to 56 adults and 20 children attendees.

2.1.3. Professional Development Workshops. Except as explicitly annotated below, the contractor shall coordinate facilities for experts arranged by the DMAFB chaplain(s) and 58 RQS personnel to facilitate 4 separate workshop topics: 4-50 minute blocks 9:00 AM – 12 PM Wednesday, July 24, (with :15 intervening breaks).

2.1.4. On Site Activity Availability. The contractor shall provide outdoor activities on-site including golf, tennis, and a swimming pool.

2.1.5. Evening Socials. The contractor shall coordinate and provide space for keynote evening speakers, arranged by the DMAFB chaplain(s) and 58 RQS personnel from 1800-2000.

2.1.6. Child Care. The contractor shall provide the facility space for childcare. Dates and times Childcare will be available:

July 24, 2018 – 7:45 AM -12:15 PM

3. GENERAL INFORMATION

3.1. Contract Manager. The contractor shall have available an on-site contract manager who shall be responsible for contract performance and can act for the contractor on all matters relating to the contract. The name of contract manager(s) and an alternate(s), who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer. The Contract Manager and alternate must be able to read, write, speak, and understand English.

3.2. Contractor Employees. The Contracting Officer reserves the right of the Government to restrict the employment under the contract of any contractor employee or prospective contractor employee identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

3.3. Employee Restrictions. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD Directive 5500.7, Standards of Conduct.

3.4. Military Members. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members are may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform services. The absence of these personnel at any time shall not constitute an excuse for nonperformance under this contract.

3.5. Contractor Employee Appearance. Contractor personnel shall present a professional, conservative, and neat appearance. Contractor personnel shall report for work in a professional manner, in appropriate attire befitting a professional environment, and in keeping with normally accepted commercial standards of dress for the work being performed.

3.6. Safety. The contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities. The contractor is responsible for providing contractor employees with all necessary and required personal protective clothing and equipment.

3.7. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

3.8. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

4. SINGLE SOURCE JUSTIFICATION

4.1 The contractor shall provide Resiliency Development Training space for up to 54 adults accompanied by up to 20 children. The contractor shall provide all coordination and procurement of lodging, dining, meeting, social, counseling, exercise and workshop breakout facilities, required audio/visual hardware/software. This contractor was able to facilitate all of our needs in the time frame that was required all in one location.
