STATEMENT OF WORK

NELLIS AIR FORCE BASE (AFB)

2019 OPEN HOUSE SHUTTLE BUS SERVICES

1. DESCRIPTION OF SERVICES

1.1 Scope of Work:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the visitor shuttle bus services for the Nellis Air Force Base 2019 Air Show/Open House as defined in the Statement of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Only contracting officers acting within the scope of their authority are empowered to execute contract modifications on behalf of the Government.

1.2 Program Overview:

Nellis AFB is hosting the 2019 Air Show/Open House Saturday, 16 November 2019 to Sunday, 17 November 2019.

1.3 Service Routes:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to transport Open House attendees between Las Vegas Motor Speedway (LVMS) and Nellis AFB. All pick up/drop off locations are within a four mile radius of Nellis AFB. The contractor and the customer will set a meeting date and time no later than 5 days after contract award to discuss the bus routes. These routes are subject to customer approval.

1.4 Number, Size, and Schedule of Buses:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to furnish the following:

• Saturday, 16 November 2019: 85 each, 51-55 passenger buses placed as follows:

• 30 buses/5 Handicap buses in place at the Las Vegas Motor Speedway no later than 0730

• 30 buses/1 Handicap buses in in place at the Las Vegas Motor Speedway no later than 0800

• 25 buses in place at the Las Vegas Motor Speedway no later than 0830

• Sunday, 17 November 2019: 85 each, 51-55 passenger buses placed as follows:

• 30 buses/5 Handicap buses in place at the Las Vegas Motor Speedway no later than 0730

• 30 buses/1 Handicap buses in in place at the Las Vegas Motor Speedway no later than 0800

• 25 buses in place at the Las Vegas Motor Speedway no later than 0830

On both days, the contractor shall deliver the first Open House passengers, as directed by either the management team lead or the government representative, to Nellis AFB and provide continuous service for the duration of the Open House. The last passenger pick-up shall depart Nellis AFB at 1830 daily or until released by the appointed Government Representative as referenced in section 2.3 of this PWS. The contractor shall ensure the buses meet the requirements of the Americans with Disabilities Act. The management team will ensure they have direct radio contact with each bus. All buses will have the capability to play an informational DVD that each passenger can easily see during their ride back and forth between LVMS and Nellis AFB. The supervisors shall also be on-site during bus operations during the 2019 Open House, as well as maintain radio contact with each driver at all times. Each bus will be screened by SFs at the beginning of putting it in service. A placard will be put in the front windshield identifying the bus has been screened.

1.5 Passenger Safety:

The Contractor shall furnish properly maintained buses and qualified drivers in accordance with Nevada Department of Transportation Standards. The contractor shall be held responsible for the safety of all passengers.

1.6 Breaks for Drivers:

The contractor and management staff is required to ensure drivers’ lunches and required breaks are organized in such a manner as to provide for continuous bus service between the Las Vegas Motor Speedway and Nellis AFB. There shall be no more than 10 buses on break or not operating at all times, unless the government POC agrees to more. The government will provide a lunch and water each day for the driver’s and management team at the Las Vegas Motor Speedway Air Show break area.

2. GOVERNMENT FURNISHED PROPERTY AND PERSONNEL

2.1 Property:

The government shall, either electronically or physically, provide a list of all specific pick up/drop off locations upon contract award.

2.3 Personnel:

After award, the government shall appoint a Government Representative whose duties shall include the following:

• Contacting the contractor supervisor (see paragraph 3.1) and notify him/her of the time and place of the traffic control working group.

• Maintain availability during the Open House to answer any questions the contractor may have.

• Releasing the last bus at the end of each day.

3. ADDITIONAL INFORMATION

3.1 Points of Contact:

The contractor shall provide a supervisor with the authority to relay directions to all contractor employees. This supervisor will be located with other key Air Show personnel in the LVMS Operations center. The contractor will provide “on the ground” supervisors who will be in their assigned parking lot overseeing the pickup flow/operation. No later than 1500 on the 16th and 17th of November these supervisors will relocate to the bus pick up area on Nellis AFB to help with bus operations back to the LVMS. The supervisors shall also be on-site during bus operations during the 2019 Open House as well as maintain radio contact with each driver at all times. At a minimum the lead supervisor shall attend a pre-Open House meeting with the traffic control working group to determine the flow of bus traffic and emergency procedures.

3.2 Installation Access:

The Government shall coordinate installation access for contractor employees. Contractor employees are subject to background investigations and may be denied access to Nellis AFB if negative information is present in the background investigation. The contractor shall ensure the buses and drivers are properly registered, licensed, and insured IAW Nevada state laws, and have favorable criminal background investigations.

3.3 Fees:

The contractor shall not charge passengers any fees, request donations or request tips for bus service.

3.4 Liabilities:

The Government shall in no event be liable or responsible for damage or injury to any person or property occasioned through the use, maintenance, or operation of any vehicle or other equipment by, or resulting from the action of, the Contractor or the Contractor’s employees and agents in performing under this contract, and the Government shall be indemnified and held harmless against claims for damage or injury in such cases.

3.4.1 Except when loss and/or damage arises out of causes beyond the control and without the fault or negligence of the Contractor, the Contractor shall assume full liability for any and all goods lost and/or damaged in the movement covered by this contract.

3.4.2 If any bus breaks down, the Contractor shall provide a replacement bus to meet the contract requirements at no additional cost to the Government, and move the vehicle to a location that is both not hazardous and does not interfere with the Open House and mission operations. This location shall be approved by the 99th Security Forces Squadron.

3.4.3 The Contractor shall ensure buses are fully fueled prior to service start times. The Contractor is responsible for all vehicle servicing requirements (i.e. fuel, oil, coolant etc.) of all buses provided.

3.5 2019 Open House Dates:

The Open House shall take place from Saturday, 16 November 2019 to Sunday, 17 November 2019. All details such as bus routes, installation access, etc. must be finalized the week before the Open House.
