PERFORMANCE WORK STATEMENT

FOR

HOOD & EXHAUST SYSTEMS CLEANING

14 August 2018

DESCRIPTION OF SERVICES

Scope of Work – The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform exhaust systems cleaning services at Nellis and Creech AFB(s) food service facilities as defined in this Performance Work

Statement (PWS). The estimated quantities and frequency of work are listed in the attached bid schedule.

1. Cleaning – Cleaning shall consist of complete removal of all accumulations of grease, chemical coating, dirt, dust, grime and similar deposits on all parts of hood and exhaust duct systems, exhaust fans and blower units. The contractor is responsible for cleaning the water wash system areas during scheduled service. At any buildings where the government has placed a drip pan at the exhaust fan outlet, the contractor shall clean all grease from the pan. The contractor shall keep the exhaust system open with exhaust fans disconnected until after work is inspected by the Fire Inspector and approved; see paragraph 9.3 below.

1.1. Equipment Protection – All work shall be accomplished in such a manner as to safeguard installed equipment and protect adjacent structures from damage. The contractor shall protect all cooking and food handling equipment to prevent contamination. All appliances, fixtures, machinery and other equipment moved by the contractor in order to perform cleaning and treatment services shall be returned to their original positions at the completion of the work in each facility. Motors shall be protected at all times and not be cleaned in such a manner that will cause damage.

1.2. Cleanup – Cleanup of work areas shall be accomplished promptly after completion of each system in each building. The contractor shall dispose of all residue, waste, materials, grease, etc., at an off base location in accordance with federal, state, and local ordinances.

2. Service Certification – The contractor shall provide a completed service ticket that lists the purchase order number, line item number, building number, and hood nomenclature, date, and any unit defects to the Contracting Officer Representative (COR) for signature. The contractor shall retain the original and a copy shall be provided to the COR for government records. Upon completion of all work, the contractor, shall provide and apply a decal (stick-on label), indicating name of the company, name and certification number of technician performing service, date work was completed, month and year when next service will be performed, and frequency of service for the system (i.e., monthly, semi-annual, annual). The contractor shall affix the decal to a corner of the hood so that it is readily visible.

3. Emergency Services –The contractor shall respond to emergencies within 2 hours after notification during normal business hours (7:00am – 4:00pm) and within 4 hours after notification at times other than normal business hours. The COR, or the Contracting Officer, will notify the contractor when emergency services are required. All emergency cleaning services shall be paid by using a Government Purchase Card (GPC). The contractor shall prepare a written report within two business days after completion of the emergency service.

The report shall include the date, time of service call, the service performed and the name of the technician performing the service.

3.1. Food preparation workloads may fluctuate during increased/decreased operations and exercises at Nellis and Creech AFB(s). Should any facilities experience an increase in food preparation that increases the grease/dirt accumulation in the hood & exhaust systems, the contractor shall perform an additional cleaning of the systems in accordance with paragraphs 1.1 and 1.2 in this section.

3.2. The contractor shall schedule the work to be accomplished with the COR, who will then notify the building manager and the Fire Prevention Office Chief within 2 hours to avoid a potential fire hazard. Should a conflict develop with regularly scheduled work, the Fire

Prevention Office Chief shall let the COR know which exhaust system has priority based on which system has the most hazardous accumulation of grease/dirt. The contractor shall reschedule the regularly scheduled work immediately following the completion of the emergency service.

4. RESPONSIBILITIES OF THE CONTRACTOR:

4.1. Personnel – The contractor shall ensure that employees are able to read, write, speak, and understand English.

4.1.1. If the exhaust system requires one or more technicians to complete the required services, the contractor shall designate a lead technician. The lead technician must be able to read, write, speak, and understand English.

4.2. Equipment – All contractor electrical equipment using existing building circuits shall be

Underwriters' Laboratories (UL) listed. It shall be the responsibility of the contractor to prevent the operation or attempted operation of electrical equipment, or combinations of equipment that require power exceeding the capacity of existing building circuits. All equipment shall comply with all applicable safety standards. Equipment not meeting applicable safety standards shall not be used during the performance of this contract.

5. Cleaning Materials – The contractor shall submit, to the COR, three (3) copies of the

Material Safety Data Sheets for each chemical used prior to performing services for this contract.

Contractor shall retain a copy for on-site use.

5.1. Steel wool, abrasive metal cleaners, or any other cleaning material that could cause damage to Government property shall not be used.

5.2. All containers of cleaning chemicals and similar products shall be conspicuously marked with a factory label to identify contents. Flammable materials are not to be used.

6. Water Wash Systems – Areas such as cartridges and water wash areas are the daily responsibility of the facility manager for that particular building. The water wash areas are equipped with automatic wash systems that spray a special detergent to break up the grease and wash it off. The contractor shall only be responsible for cleaning the water wash areas and not the Water Wash System during their scheduled and emergency visits.

8. GOVERNMENT FURNISHED PROPERTY: N/A

9. GENERAL INFORMATION

9.1. LOCATIONS OF WORK – Nellis AFB, NV is located 7 miles north of Las Vegas on

Hwy 93, and Creech AFB is located approximately 45 miles north of Las Vegas on Highway 95.

9.2. WORK SCHEDULE – Normal duty hours are from 7:00AM - 4:00PM. The Contractor shall schedule work between the hours of 7:00AM - 11:00PM, Monday through Friday

(excluding federal holidays), unless otherwise approved by the Contracting Officer. Once the contractor has started cleaning a hood and exhaust system it shall continue until the work is completed.

9.3 Due to the working hours of the facilities where exhaust systems are located, work shall be scheduled around food preparation periods:

Breakfast - 3:30 am-4:30 am

Lunch- 8:30 am-10:30 am

Dinner- 2:30 pm-4:30 pm

Mid -Chow- 8:30 pm- 10:30 pm

9.3.1 Normally, evening hours will be most convenient to avoid interference with the facility occupants. Once work begins, work shall be completed prior to 11PM. Exceptions will be considered on a case-by-case basis. The contractor shall coordinate with the COR to arrange a service schedule for each facility. The schedule may be altered from time to time due to security and mission requirements.

10. DEFINITIONS:

10.1. Blower Units: Shall comprise the complete fan assembly including the housing, wheel shafts, braces, supports, pulleys and all other apparatuses thereto, with the exception of motor interiors.

10.2. Cleaning: The complete removal of all accumulations of grease, dirt, dust, grime and similar deposits from a surface.

10.3. Exhaust Duct Systems: Shall comprise duct systems proper from the filters up and throughout its entirety including the fan and blower housing, fan, fan wheel and other apparatuses thereto, with the exception of the hoods, canopies and motor interiors. It shall include all surfaces on which dust and grease can be deposited in normal operations.

10.4. Water Wash Systems: The Hoods automatic self-cleaning capability comprises of a control panel and a full length manifold that cleans the exhaust plenum, with an automatic spray of hot water detergent upon fan shutdown. The programmable control panel is constructed of 18 gauge stainless steel and includes the following: adjustable flow detergent pump, a programmable wash cycle timer, and a detergent reservoir.

10.5. Exhaust Fans: Shall comprise the complete fan assembly including the structural frame assemblies, housing, fan blades, shafts, braces, louvers, and all other apparatuses thereto except motor interiors.

10.6. Kitchen Equipment: A variety of ovens, fryers, and grills. This equipment is usually located in the kitchen under the largest hood at food service facilities.

10.7. Unit Defects: Defects in the units found by the contractor that require repair (e.g., broken fan blades, nonfunctioning blowers, frayed fan belts, broken conduit, excessive grease, missing filters, inaccessible areas, etc.) and if not corrected, could impact the contractor's ability to perform his/her service or would impair the unit's ability to function properly should be documented and reported to the COR as soon as possible.

11. Publication – National Fire Protection Association 96 (NFPA 96), 2017 ed, Removal of Smoke and Grease-Laden Vapors from Commercial Cooking Equipment. This publication is mandatory and the contractor is required to follow the publication and use it to the extent specified in the PWS. The contractor is responsible for obtaining and maintaining the publication for his/her use. The contractor shall immediately identify any changes in the publication to the COR. The contractor shall submit to the Contracting Officer a price proposal, if applicable, and or obtain approval from the Contracting Officer prior to implementing identified changes.

12. The contractor assumes full responsibility for any government property damaged in whole or part from negligent acts or omissions by the contractor, subcontractor or any employee, agent or representative of the contractor. Additionally, the contractor also agrees to repair or reimburse the government for any damage to government property associated with the performance of this contract. Repairs shall be to the satisfaction of the Contracting Officer.

13. The contractor is responsible for ensuring all services are performed in accordance with this PWS and the publication listed at paragraph 11.

14. MISCELLANEOUS – Smoking is not allowed inside any facility. The using agency will designate areas is which the contractor shall be permitted to park vehicles while performing the work specified under this contract.

14.1. “The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

14.1.1. Reporting inputs will be for the labor executed during the period of performance for each

Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.

14.1.2. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

14.1.3. User Manuals: Data for Air Force service requirements must be input at the Air Force

CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

15. MANPOWER REPORTING REQUIREMENTS

15.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/

15.2. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
