2014 NELLIS AIR SHOW SUPPORT REQUIREMENTS
17 October 2014
Section 1: Description of Service:
1.1 General Requirements: The Contractor shall furnish, assemble, disassemble, manage and remove Open House Logistics Support items for the 2014 Nellis Aviation Nation Open House. Within three days of the contract award, the contractor and the Air Show Director will conduct a coordination meeting to pin point and clarify locations and set up of the requirements called for in this contract.
1.2 Contractor Requirements: The Contractor shall ensure that the listed items below meet industry safety standards. All certificates and proof of insurance shall be provided to the Contracting Officer no later than 5 days after contract award. The contractor shall have the below items assembled by Thursday 6 November. The contractor shall have the listed items disassembled and the area completely cleaned and restored to its original state no later than 1500 on Monday 10 November following the ending of the Open House. Normal working hours are between the hours of 0900 hrs and 1800 hrs. Contractor will be free to begin set up after 0900 hrs on 4 November 2014. He shall designate a point of contact (POC) to act on his behalf all the time employees are on the airfield ramp setting up. That POC will have a cell phone and the number will be provided to the Air Show Director as well as the Logistic Team Chief.
1.3 Tent/Chalet Requirements: All tents/chalets described in this Performance Work Statement shall meet the requirements described herein. The contractor shall furnish, assemble, and remove a framed tent complex engineered to class C90 mph wind rating. The tent canvas shall be white in color and shall have nationally recognized fire certification. Tent frames shall be free from rust. The preferred method of anchoring the tents is water barrels. The Government will furnish the water to fill these water barrels.
Due to the size of the Commander’s chalet, the Government will furnish concrete barriers for extra support and tie down. Under no circumstances will the tents be bolted, or anchored to the ramp. Drilling into the ramp is prohibited. Each tent shall have 3 sides covered from the tent roof to the floor, and 1 open side. Tent coverings shall be secured at the bottom with ties or some other means. Tents requiring tables and/or seating shall have heavy duty 60 inch round tables, white in color, with a metal frame and folding chairs shall be white in color, with metal frame and a heavy duty plastic seat and back capable of holding up to 300 lbs. All tables shall have cloth linen of a high grade/quality. The table cloths shall be solid white, blue, or red in color. Enough linen shall be supplied to replace the table cloth on each table in case of accident, however, at a minimum each table cloth shall be changed out by the contractor between Saturday and Sunday of the Open House. Fresh/clean linen at all times is the basic requirement. The contractor shall turn a sufficient amount of table linen over to the designated government representative such that the government can change out the table linens if necessary throughout the Open House. The contractor shall ensure that all areas meet the requirements of the American with Disabilities Act. All tents and tent accessories shall be new in appearance, without noticeable stains, scratches, or rust. The contractor shall be shown the exact placement on the ramp map upon arrival to Nellis Air Force Base to assemble all of the tents.
1.3.1 Commander’s Chalet: The Commander’s chalet shall have enough space to hold a minimum of 800 individuals per day (see specifications in section 1.3). The tent floor area shall be covered in “Air Force Blue” color - high grade Astroturf. “Air Force Blue” Astroturf is preferred; however, solid black is also acceptable. The Astroturf shall be new. The edges of the Astroturf shall be taped down with durable weather resistant tape. The interior of the tent area shall have lights, power, and plants (real or plastic) for decorations. The patio (in front of the covered tent) shall have 10 round tables or 10 high bar tables and 300 folding chairs. The covered tent area shall include enough round tables and folding chairs to seat a minimum of 800 individuals. The front of the tent (runway side facing east) shall be open so that individuals in the covered tent area will be able to watch the planes fly as they sit and eat. There shall be a main entrance on the ramp side (northwest side), splitting the Commander’s Chalet and the Commercial Sponsorship tent. A smaller (10 foot x 10 foot) tent with (2ea) 8 foot rectangular table and 4 folding chairs shall be placed inside this entrance area for an entrance/reception area. The entrance area shall have metal framing/scaffolding, with draping on 2 sides and the top of the same material/color as the Commander’s Chalet. (The Commercial Sponsorship tents are not part of this Performance Work Statement. A separate contract will be established for the Commercial Sponsorship tents).
1.3.2 Thunderbird Tent/Chalet: The main covered hospitality Thunderbird chalet shall have sufficient tables and chairs to accommodate 200 people (see specifications in section 1.3). The tent floor of the main covered hospitality area shall be covered in “Air Force Blue” color - high grade Astroturf. “Air Force Blue” Astroturf is preferred; however, solid black is also acceptable. The Astroturf shall be new. The edges of the Astroturf shall be taped down with durable weather resistant tape. The covered tent area shall include enough round tables and folding chairs to seat up to 100 individuals. The interior of the tent area shall have lights, power, and plants (real or plastic) for decorations. The patio (in front of the covered tent) shall have 150 folding chairs. Another smaller (10 foot x 10 foot) tent with (1ea) 8 foot rectangular table and 2 folding chairs shall be placed on the southeast side of the Thunderbird chalet for an entrance/reception area. The entrance area shall have metal framing/scaffolding, with all 4 sides open and a covered top of the same material/color as the Thunderbird Chalet.
1.3.3 Public Information Tents: The contractor shall furnish, assemble, disassemble and remove (1ea) 10 foot x 10 foot (south end) and (1ea) 20 foot x 20 foot (north end) Open House Information Tents (see specifications in section 1.3). The contractor shall provide (4ea) 8 foot rectangular table and 4 folding chairs for each of the 2 information tents. The tents shall be disbursed such that 1 tent is placed on the north side, and 1 tent is placed on the south side.
1.3.4 Performer Tent: The contractor shall furnish, assemble, dissemble and remove (1ea) 20 foot x 20 foot Performer Tent (see specifications in section 1.3) to be placed in the Warbird Pit area. The contractor shall provide (2ea) 8 foot round table with 10 folding chairs and (1ea) 8 foot rectangular table.
1.3.5 UAS Video Display Tent: The contractor shall furnish, assemble, dissemble and remove (1ea) 20 foot x 30 foot UAS Display tent (see specifications in section 1.3). The contractor will provide inside this tent at least 5 big screen High Definition televisions, no smaller than 60 inch each with stands for each TV. The contractor will furnish a generator sufficient to provide constant power to the 5 big screen TVs for the duration of the Open House. The contractor will further furnish a multiple connector for the 5 TVs and the government furnished Rover system. The Contractor will provide all the necessary video connection cables and technical support for connecting the Rover system to the multiple connector. The contractor will provide assistance in any troubleshooting necessary in getting a usable video signal from the Rover system to the TVs. Contractor will be shown where to place this on the ramp.
1.4 Privacy Fencing: The entire tent/chalet complex (Commander’s and Thunderbird’s Chalet) shall be surrounded on the back side and on both the north and south side with a privacy fence. The fence shall be at least 6 feet in height and be covered with canvas to facilitate privacy within the complex. The contractor shall ensure there is a moveable gate at the rear of the Commander’s tent to allow a delivery truck to enter the rear of the tent area for food service delivery. The privacy fence shall be a self -standing fence, and secured with sand bags or weights provided by the contractor. The sand bags or weights shall be hidden from the public view as much as possible. (Sand bags, if used, shall be free from rips or tears that would cause the sand to come out of the bags and onto the ramp.)
1.5 Open House Stage and Public Sound Systems: The contractor shall furnish, assemble, and remove the Open House Announcer/Air Boss stage and install a sound system for Public Announcements and public safety. The stage shall be at least 3 feet high x 40 feet long x 10 feet wide with a cover to provide shade, however it shall not block clear view of the Air Boss. (3ea) 8 foot rectangle tables and 6 folding chairs shall be provided by the contractor for the stage area. The sound system shall cover the entire length of the crowd line (not to exceed 9000 feet) and at least four speaker towers (no to exceed 15 feet in height) have wireless speakers dispersed (at least 4 speakers per tower) throughout the center ramp area behind the crowd line. The entire sound system, towers and stage area shall come complete with its own “quiet” generators. The contractor shall provide up to 4 capable UHF/VHF radios to talk with aircraft, tower, and ground crews. Radio frequencies will be checked and adjusted by 99th Communications Squadron to meet local frequency requirements. The Public Announcement system shall come with at least 4 wireless microphones (with stands), and required mixing/control boxes. The public announcement system shall have its own power/generator. The contractor shall furnish individuals to set up and tear down the stage and sound system, as well as have an individual at the stage at all times during the show in the event a problem arises or adjustments must be made.
1.6 Portable Generations: The contractor shall furnish, service, maintain, and remove portable generators that shall supply supplemental power to all items listed in this Performance Work Statement during Nellis Open House Operations. The contractor shall ensure generators are fully fueled prior to service start times. The contractor is responsible for coordinating any equipment servicing requirements (i.e. fuel, oil, coolant etc.). Generators shall be the “ultra-silent of super-silent generator sets (49-58 dB) to minimize noise. The generators shall meet the following standards: 150 kV portable generators, tier 3 or higher, EPA emissions certified, and must meet EPA standards. The contractor shall have backup generators on hand and the capability to quickly (within 30 minutes) obtain others if needed, to replace any of the contractor provided generators if they fail to function.
Section 2: Services Summary: Not Applicable
Section 3: Government Furnished Property: The government shall provide 8 foot wide concrete barriers for ballast for the tents. The amount of barriers shall be determined by the 99th Civil Engineering Squadron in conjunction with the contractor at the coordination meeting outlined in paragraph 1.1 above.
Section 4: Additional Information: The contractor shall provide a supervisor with the authority to relay directions to all contractor employees. The supervisor shall attend pre-Nellis Open House meetings with the airfield ramp working group to determine the flow of ramp space, specific locations and emergency procedures. (For November 2014, the meeting will be held on 27 October at 0900 in the 99th Civil Engineering CAD Conference Room, Bldg 812 (Note: The meeting dates/times may change). The supervisor shall also be on-site during show times, 0800–1700 all 3 days (practice day and Nellis Open House dates). A government representative shall also be available throughout the Open House to answer any questions the supervisor may have.

Option Period I: 7 November 2014 (Practice Day), 8-9 November 2014 (Open House Dates)
Section 5: Contractor Manpower Reporting Application, CMRA: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October*.
Contractors may direct questions to the CMRA help desk.
*Reporting Period: Contractors are required to input data by 31 October.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
