Addendum to FAR 52.212-2

IAW FAR 12.301(c)(2) and the procedures stated in FAR 13.106-2 , the Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Technical: Quote must be rated as technically acceptable to be eligible for award. Quotes will be evaluated based upon how well they adhere to this solicitation's specifications (Attachment 2) and will be rated on an Acceptable/Not Acceptable basis.

2. Delivery: Delivery/Availability. Delivery is the ability to deliver the furniture to Cannon AFB. Availability is the stock available at the time of award. Example: A contractor who can provide delivery in 7 days will be rated higher than a contractor who can delivery in 30 days. The contractor who can deliver the overall requirement FASTEST will be ranked higher than those below it. Regardless of the nomenclature of expeditated and standard, the fastest shipping will be evaluated highest. These terms are used to gather information and establish a competitive range.

3. Price: Provide price for each individual item specified in Attachment 2. Additonally, CLINs structure outlined in the solicitation shall be completed. Award will be made to the lowest priced vendor meeting all other evaluation criteria.

4. Past Performance: Award will not be made to any offeror that has relevant negative past performance.

A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision)

Quotes initially will be ranked from lowest to highest based on total cost. The Government will then evaluate the three lowest priced quotes for technical acceptability and delivery. The Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the best interest of the Government. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total cost.

Award will be made to the responsible vendor whose quote provides best value to The Government.

The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint.

However, the Government reserves the right to conduct discussions with vendors if later determined by the

Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
